East Valley Water District Staff Report Meeting Date: September 19, 2011 TO: Board of Directors SUBJECT: SUMMARY: Issue -Available District owned land along with one additional parcel of land that would be suitable for a Headquarters/Operations Center Staff has identified 5 parcels of vacant land that are 10 Acres or bigger, four owned by the District and one previously inquired by the District (K-Mart Property) Recommendation -Fiscal Impact -Previous Related Action There is no recommendation at this time. The following is for review and discussion by the Board. Staff is requesting that the Board of Directors provide further direction to staff as to which parcels of land should be given further consideration for the development of a future Headquarters/Operations Center. None at this time The District has had to abandon its previous headquarters and is now leasing space in a retail center, within the past year the lease has been renewed. The District has identified several pieces of property that are suitable for consideration for a future Headquarters/Operations Center and in a couple of cases has purchased property for this purpose. No action on any of the identified properties has been taken to date for purposes ofidentifying a preferred site. BACKGROUND The District has been in need of a Headquarters/Operations Center to centralize operations, maximize efficiencies, and provide a building more conducive to government office use for several years. Due to numerous challenges including the poor economy this project has been delayed. Although the current office lease for both suite 18 and 30 is good for 3 to 4 years and possibly longer with extensions, time is of the essence. It takes time to select the land location, develop plans, determine the costs, acquire the permits, acquire the funds and construct the buildings among ail the other SR# 0024 challenges to see a project like this through. Staff has selected five sites that may be candidates for a Headquarters/Operations Center to start this discussion. DISCUSSION Site Number 1 is an approximately 21 acre parcel located on Greenspot Road near the Santa Ana River crossing. It is just west of the road leading to the Seven Oaks Dam. This parcel has been owned by the District for over 15 years. It was purchased for a future Canal Zone reservoir(s) and a Mountain Zone pump station. The site is at an elevation that is consistent with a Canal Zone reservoir. Recently, the City of Highland has purchased some of this land in order to complete their Greenspot Road realignment and new bridge project. There are easements on the property, which reduces the available land for permanent structures. Site number 2 is a 24 acre parcel also located on Greenspot Road at the fc'S" curve. It is located on the south side of the southerly curve. This site has also been owned by the District for over 15 years and currently has orange groves on the land being maintained by Ron Arnott. This property was purchased for a future Foothill Zone reservoir(s) and Canal Zone pump station. The site is at an elevation that is consistent with a Foothill Zone reservoir. This site has not been fully explored as the previous parcel to determine any limitations. It is believed to be large enough to contain a Headquarters/Operations Center as well as two reservoirs and a pumping station. Site number 3 is the Patton Property. This site is currently being listed for sale. This is a 10 Acre parcel, one of the smallest of the group. This site was originally selected to be the Headquarters/Operations Center in the early 90's and again several years ago. The site was originally rejected due to the contaminated soils caused by an abandoned fuel tank on the property and the delays caused by the regulatory requirement to clean the property before construction. This site also has challenges with moderate steep slopes, issues with ingress and egress of of commercial vehicles onto a very busy arterial roadway and lack of access to a public sewer main. The lack of size of the lot, the previous mentioned challenges along with the concerns of the development of the adjacent lands seem to be the reasons this land choice was abandoned for another parcel. Site number 4 is the Third Street and Sterling Avenue property. This is a 22 acre site that was purchased just a few years ago. This site has an aviation easement on the westerly portion of the property that limits the construction of a building or any structure due to an old runway alignment that is not currently used. However, the easement was purchased at one time and has value that needs to be reimbursed in order to remove the easement. This site was the latest site slated for a new Headquarters/Operations Center but the concern over the cost of the project coupled with the poor economy caused the Board to abandon the plans and look at sites with existing vacant buildings to be converted to office use. Site Site number 5 is the K-Mart property. This site is not currently owned by the District. It is a 9.74 acre parcel that currently has a vacant building on it. The building could be converted to an office building at a much lower price than building a new one. In fact, the size of this building is larger than what was determined to be needed for District needs and the thought was a portion of this building could be leased out to another entity. The challenge with this site is that it shares a common parking lot with two other retail tenants that together have a non-retail restriction on the use of the vacant building that would need to be renegotiated. This proved somewhat challenging during the initial SR# 0024 discussions with other tenants. Additionally, the site presents similar issues as the Patlon property with respect to ingress and egress with commercial vehicles onto an arterial roadway. The property was also in dispute with previous owners, potential buyers and the current owner. It is unsure if this still exists todav. Respectfully Submitted -Approved by, Robert A.
