NOTICE OF CONTINUANCE OF MEETING
The Special Meeting of June 6, 1975, of the Board of Directors of the
East San Bernardino County Water District was ajourned to be continued
June 16, 1975, at 3:30 p.m. at the District Office, llB5 Del Rosa Avenue,
San Bernardino, California, in accordance with Government Code Section
54955.1.

HAROLD G. RICKERT, being first duly sworn, deposes and says:
That he is, and at all times herein mentioned was, the duly
qualified Secretary of the Board of Directors of the East San Bernar-
dino County Water District, San Bernardino County, California; and
that he caused to be posted on or near the door of the meeting place
of the Board of Directors of said District a copy of Notice of Contin-
uance of Meeting of the Board of Directors of said District.
Said posting was commenced on June 9, 1975, at 10:00 a.m. and
remained ~osted to time of meeting (3:30 p.m., June 16, 1975).

ADJOURNED SPECIAL MEETING JUNE 16, 1975
MINUTES
The meeting was called to order at 3:30 p.m. CALL TO ORDER
President Forrest leading the flag salute.
Present: Directors Disch, Forrest, Stallwood ROLL CALL
Absent: Directors Littleton, Wall
Others Present: General Manager Rickert,
Auditor Hendricks, Recording Secretary
Eastwood, Steve Stockton, City of Reldands,
William Hiltgen, San Bernardino Valley Water
Conservation District; Lou Fletcher, San
Bernardino Valley Municipal Water District.
The General Manager stated he had asked Mr. WATER EXCHANGE PLAN
Hiltgen to appear at the Board Meeting to PRESENTATION
clarify a statement that had been made in
regards to the East San Bernardino County
Water District's participation in the Water
Exchange Plan Agreement. Mr. Hiltgen
Director Littleton arrived at the meeting DIRECTOR LITTLETON
at 3:37 p.m. ARRIVES
indicated that Mr. Lou Fletcher was going
to make the presentation. Mr. Fletcher
handed each Board Member a brief resume of
the Exchange Plan's history to bring the
Director Wall arrives at the meeting at DIRECTOR WALL ARRIVES
3~45 p.m.
Director up-to-date on what has been
happening. He proceeded to explain what
the A§reement was for and how it involved
North Fork Water Company and the East San
Bernardino County Water District. He stated
that a sub Sub-Committee had met and was
making the recommendation that should the
North Fork Water Company elect not to be in-
cluded in the Water Exchange Agreement that
there ~ould then be no basis for the East
San Bernardino County Water District to
participate, and they wo~d, therefore, be
unable to. He stated that this was not
intended as a threat or attempt to exert
leverage, that it was consistent with the
general plan drafted over a two year period.
He stated that the East San Bernardino
County Water District requested and has
received four turnouts presently on the
Phase III pipeline, which they can.~use if
they desire. It was pointed out that the
North Fork Water Company'S Special Attorney
Denslow Green,~had ~ecommended that No~th
Fork be paid for th6ir stock ~nd entitle-
ment water from the Santa Ana River and Mr.
Fletcher stated the Agreement was drawn up
with the understanding that water woul.d be
exchanged buck~ ~gr ~ucket and hot
monetary valu~"~n enti~lemen't wa't~r', as'it
is almost impossib}e to come to an agreement
on how much water is worth.

He stated that if a party is not con-
tributing something they cannot be a
party to the Agreement and therefore,
without North Fork Water Company the
East San Bernardino County Water Dis-
trict would not be contributing any-
thing. After much discussion in which
Mr. Fletcher answered questions directed
to him by the Directors
MOTION Upon motion of Director Stallwood, duly
seconded by Director Wall and carried
by the following roll call vote, the
presence of Mr. Fletcher, Mr. Hiltgen,
and Mr. Stockton was acknowledged, along
with the resume prepared at the request
of the sub-committee, by the sub Sub-
Committee of the Water Exchange Plan.

Abstaining: None
MOTION Upon motion of Director Disch, duly
seconded by Director Wall and carried
unanimously a Special Meeting of the full
Board be called for discussion of the
Water E~change Plan on July 7, 1975,
at 7:00 p.m.
ASSOCIATION OF SAN The President stated that 72 reservations
BERNARDINO COUNTY had been received for the Association's
SPECIAL DISTRICTS Monthly Meeting being held this date at
MONTHLY MEETING the Mediterranean Restaurant. He indica-
ted that Nancy Smith, Supervisor for San
Bernardino County had not responded to
an invitation sent to her, however, Super-
visor Hansberger had called to indicate
he would be out of town and unable to
attend. Information only.
CONTINUED DISCUSSION The President indicated that this meeting
OF 1975-76 BUDGET had been called to further disouss the
1975-76 budget. The Directors indicated
they had reviewed the budget further and
suggestions were made as to methods of
trimming some of the expenses. After con-
siderable discussion, it was decided that
more thought and discussion was needed
and the budget would be discussed at the
next meeting.
ADJOURNMENT There being no further business to con-
duct the meeting was adjourned at 5:30
p.m. upon motion of Director Stallwood
duly seconded by Director Wall and car-
ried unanimously.
