M. PLEDGE OF All those present joined in the Pledge of ALLEGIANCE Allegiance to the Flag of the United States of America ROLL CALL Directors Present: Disch, Forrest, Stallwood and Wall Directors Absent: Littleton Others Present: General Mgr-Secretary Rickert; Assr Mgr-Engineer Garcia; Auditor-Treasurer Hendricks; Recording Secretary Kinzer; Consulting Engineer Joseph A. Rowe and Attorney Robert Farrell MINUTES Director Wall noted on the last page of the Minutes of December 27, 1971, that he was elected, not appointed, to the post of Director on the California Special District Association. With MOTION this correction, Director Disch motioned, duly seconded by Director Forrest and carried unanimously by those Directors present, the Minutes of December 27, 1971 were approved as submitted. CORRESPONDENCE SB CITY UNIFIED The Secretary presented a letter dated December 30, SCHOOL DISTRICT 1971 from Dr. John Perko, San Bernardino City REQUESTS WATER Unified School District in which he requested RATE REDUCTION TO again, that the water rates be reduced to schools SCHOOLS WITHIN within the District. A copy of the letter request DISTRICT had been mailed to each Director. The General Manager noted that at the Regular Meeting May 24, 1971, Legal Counsel had set forth Government Regulations and District Ordinances prohibiting using public funds as a gift to any entity, and he recommended the District continue water rates according to District Ordinances and the Government Code. MOTION Upon motion by Director Forrest, duly seconded by Director Wall and carried unanimously by those directors present, to accept General Manager's recommendation of continuing %he present water rates and to write the San Bernardino City Unified School District of this decision. ATTY LEWIS REID The Secretary had mailed a copy of a letter dated FEDERAL GRANTS January 3, 1972 and Public Law 92-167 to each INFORMATION Director. These were from Attorney Lewis Reid, San Francisco, in which he noted the Small Reclamation Projects Act increases maximum federal loan to $10,000,000 with maximum project size to $15,000,000 and available funds for projects to $300,000,000. Consulting Engineer Rowe stated he sent Reid a report covering immediate facilities, special facilities, immediate future transmission mains, systems acquisition and long range fac- ilities. This was presented for information only with no action necessary or taken. FIRST JT SESSION OF The General Manager presented each Director with WEST & EAST VALLEY a copy of a notice of a First Joint Session with PLANNING AGENCY the West Valley Planning Agency, East Valley JAN. 19, 1972 Planning Agency and Mountain Desert Planning Agency to be held at Fontana City Hall on January 19, 1972. He noted the Assembly were to cover the Southern California Association of Government, [SCAG], sewer and water certification and state he would like to attend the meeting and encouraged any Director who could, to do so. 1/10/72 January 10, 1972 MOTION Upon motion 5y Director ~all, duly seconded by Director Forrest and carried unanimously by those Directors present, authorization was granted the General Manager or any Director that can attend, could do so. SBVMWD NEWS RELEASE The General Manager presented a News Release SB VALLEY TO GET from the San Bernardino Valley Municipal STATE WATER BY Water District dated December 28, 1971 JULY 1972 in which it noted that San Bernardino Valley Would get State Water by July 1972. He stated the repairs had been made to the aqueduct. The facilities progress are: Pearblossom Pumping Plant to be opera- tional in April; Cedar Springs Dam is completed; San Bernardino Tunnel is finished; Devil Canyon Powerplant is completed; Main Aqueduct Devil Canyon complete and work is progressing on Perris Dam. This was in- formation only. MANAGER'S REPORT COURSE IN CERTIFI- The General Manager stated that a 5-day CATION OF TESTERS course for Certification of Testers for FOR BACKFLOW Backflow Prevention Devices was being PREVENTION DEVICES offered at the University of Southern California, Los Angeles and requested auth- orization for the District's Field Superin- tendent, Don Sickles, to attend. He noted that Harry Blackman, Duncan Parks and Bill Casada of the District Crews were Certified Testers but felt that Mr. Sickles should have the Certification. The Course is scheduled for February 14 through 18. MOTION Upon motion by Director Forrest, duly seconded by Director Disch and carried unanimously by those Directors present, authorization was granted for Don Sickles to attend the Certification of Testers in Los Angeles February 14 - 18 at District expense. CHANGE ORDER NO. 2 The General Manager presented Change Order PEICH CONTRACT No. 2 to the A. S. Peich Contract, sewer SEWER LINE PALM line in Palm Avenue and sewer extension in AVE & FISHER ST. Fisher Street. He stated the Board had previously authorized property owners on the west side of Palm Avenue that wanted to connect could do so while Contractor was in that area, and Addene Phelps, 6674 Palm Avenue had reqeusted connection which would need a saddle to connect to the street lateral. Contractor Peich was requesting charges of $150. Engineer Garcia said he checked the area with two Contractors and found Contractor Peich to be the most reasonable and recommended allowing the existing Contractor do the work. The Ckange Order was an extra for the saddle charge to the collection line bieng in- stalled by Peich for a street lateral to the Phelps residence. The "Y" was not installed at the time he laid the sewer collection line by her residence as she had not made up her mind to annex to the District. MOTION Upon motion by Director Disch, duly seconded by Director Wall and carried unanimously by those Directors present, to authorize Change Order No. 2 to the Peich Contract providing Addene R. Phelps annexes to the District. 1/10/72 January 10, 1972 18~5 BARTL~ WELLS ASSOC. The General Manager gave each Director a copy of CONSULTANTS - FEES Bartle Wells Consultants proposal for general FOR GENERAL CON- consulting services and acquisition of water SULTING SERVICES systems within the District area. Fees for 1972 per diem rates, $250 per day for Project Manager, Associate Consultant $225 per day and $150 per day for Research Assistant. Mr. Rickert stated Edwin Wells was a Registered Civil Engineer and was familiar with this area and had acted as the financial adviser for most of the public agencies within the immediate area on various bond issues. President Stallwood at this time STEERING COMMITTEE appointed Director Disch to act as Chairman on the Steering Committee to replace him. The Steering Committee was originally appointed on November 8, 1971 to work in connection with Bartle Wells Associates. Chairman Stallwood referred the letter and proposal of Bartle Wells, dated January 6, 1972, to the Steering Committee. Director Disch called a Steering Committee Meeting January 14 at the District Office. SCAG TOMORROW The Secretary presented a notice from Southern COMMITTEE SETS MTG California Association of Government setting a JANUARY 28 meeting January 28 at the Holiday Inn, San Bernardino at a cost of $6 per person including lunch. He stated the District should become knowledgable on SCAG and recommended attendance of Staff Members and Directors. MOTION Upon motion by Director Disch, duly seconded by Director Forrest and carried unanimously by those directors present, authorization was granted the General Manager or any Board Member that can find time to attend, to do so at District expense. DISCUSSION HIRE The General Manager stated two District employees FIELD PERSONNEL had been in an automobile accident with Russell Gorth still in the hospital and Gordon Williams not released for work. He asked for authorization to hire a full time employee, Utility Crewman II due to work load of Field Crews. MOTION Upon motion by Director Wall, duly seconded by Director Disch and carried unanimously by those Directors present, authorization was granted to hire one Field Employee, Utility Crewman II. ADAMS, WICKEL ASSOC. The General Manager presented a letter dated MOBILE HOME PARK January 7, 1972 from Adams-Wickel and Associates PHASE I, 165 MOBILE of Los Angeles in which they were concerned if HOME SITES, BASE District could serve sewer service to their LINE & WEBSTER tract for developing 40 acres into a mobile home park in two phases. The General Manager said he talked to the Planning Department to see if County Building and Safety and the Health Department would allow the developer to install temporary cesspools or portable sewer plant until the District's sewer trunk lines are completed in the area. The routing at this time indicates that the trunk sewer line would be adjacent to the southeast corner of the proposed evelopment. considerable discussion of the matter ensued. MOTION Upon motion by Director Disch, duly seconded by Director Forrest and carried unanimously by those Directors present, the General Manager was author- ized to send a photocopy of a letter dated September 30, 1971 addressed to Planning Commission (reference to Savage Property) with cover letter. (Letter states District's willingness to serve water and sewer service; sewer service within 2-year period) in the area. 1/10/72 January 10, 1972 FARRELL'S RPT ON Legal Counsel was called upon to report on AGREEMENT BET CITY the Agreement between City of San Bernardino, OF SAN BERNARDINO, U.S. Government, Norton Air Force Base, U. S. GOV, NORTON Sewage Treatment. Attorney Farrell stated AFB, SEWAGE TREATMENT the obtaining of the Agreement was prompted by off-base building and the area to be served. The Contract provides that the Government will pay to the City of San Bernardino, one lump sum for sewage treatment if over the 5,000 on-base, and 6,200 personnel, City to have allowable compensation. He said it was a 50-year term Contract whereby the Air Base could terminate Contract on notice. He noted the building complex now in progress was north of Third Street which is north of the San Bernardino -~ Air Depot as it was originally built. He suggested that the District obtain a map of the original Base. MOTION Upon motion by Director Disch, duly seconded by Director Forrest and carried unanimously by those Directors present, Staff was authorized to obtain a map of the San Bernardino Air Depot as it was at the time of the Agreement, March 23, 1942, between the City and U. S. Government. PERSONNEL COMMITTEE Personnel Committee Chairman Disch stated a REPORT, CALIF. meeting was held January 7 to discuss the California UNEMPLOYMENT INS. Unemployment Insurance Code, Department of CODE Human Resources. He stated after reviewing the matter, it was the recommendation of the Committee to continue the same program as the District now has. MOTION Director Disch then moved, that the District continue the same program it now has. Director Forrest seconded, and was carried unanimously by those Directors present. JANITORIAL SERVICES The General Manager stated Mary Shoulders, DISTRICT OFFICES janitress for the District for the past seventeen ~ years had indicated her desire to retire but wanted to continue to work with another lady doing the janitor work. The lady is 63 years of age and would receive the pay from the District and in turn would pay Mary Shoulders. The cost of janitor service by District employee was reviewed and found to cost District in excess of $3,600.00 a year with fringe benefits included. The Auditor stated he had reviewed two contracts from outside Janitorial Services and found Cee Bee Janitorial Service to be $140 monthly including bonding, insurance and all equipment and materials. The General Manager and Auditor recommended, in view of their study of cost that the District consider an outside janitor service. MOTION Upon motion by Director Disch, duly seconded by Director Forrest and carried unanimously by those Directors present, Staff was authorized to Contract with Cee Bee Janitorial Service to provide service for the District Offices. ONE-DAY Secretarial The General Manager stated the Pasadena Executive INSTITUTE FEB 16 Services were offering a Personnel Improvement HOLIDAY INN, SAN Program for Secretaries in San Bernardino on BERNARDINO February 16 and requested authorization for May Kinzer, Marjory Dorr and Jean Hems to attend the one-day Institute. MOTION Upon motion by Director Forrest, duly seconded by Director Disch and carried unanimously by those Directors present, authorization was granted for the above to attend the Secretarial Institute at District expense. 1/10/72 1887 January :LO, 1972 IDA ANNUAL MEMBER- The Secretary presented Irrigation Districts SHIP DUES FOR 1972 Association request for 1972 annual dues of $1,195.00, which was the same as 1971. He stated the District is receiving benefits from IDA and recommended approval of paying the 1972 dues. MOTION Upon motion by Director Forrest, duly seconded by Director Wall and carried unanimously by those Directors present, authorization was granted to pay IDA 1972 Annual Membership dues. THREE-DAY AWWA The Secretary had mailed a Program Outline of SEMINAR ON EMERGENCY the American Water Works Association 3-day PLANNING - FEB. 24 Seminar to be held February 22 - 24 at San Mateo SAN MATEO, CALIF. to each Director. This covers Emergency Planning for Water Utility Management, Emergency Overview, Disaster Effects, Vulnerability Assessment, Protective Measures, Operations Planning and Planning and Training with Dr. Franklyn Agardy and Dr. Arliss Ray as Seminar Leaders. The General Manager recommended that Staff Members and Directors who could attend, be allowed to do so. MOTION Upon motion by Director Wall, duly seconded by Director Disch and carried unanimously by those Directors present, authorization was granted to any Staff Member or Director that wished to attend, to do so at District expense. SEWER DAMAGE CLAIM The General Manager presented the executed STREC~, 25373 4TH Sewer Damage Claim Form of Julius Streok at ST, SAN BERNARDINO 25373 Fourth Street and Sewer Stoppage Report of Engineer Garcia. MOTION Upon motion by Director Wall, duly seconded by Director Forrest and carried unanimously by those Directors present, Staff was authorized to turn the Claim of Julius Streck over to District's Insurance Carrier. TMR - SB UNIFIED The General Manager presented a request from SCHOOL DIST - FOURTH the San Bernardino Unified School District to ST & PALM LANE design and ex~end sewer collection lines for the Trainable Mentally Retarded School being constructed at Fourth Street and Palm Lane. He displayed a map of the area on the visual aid machine and Engineer Rowe pointed out the ~roble~s of installing sewer lines in Fourth Street and showed a routing along the San Bernardino Flood Control District right-of-way to Third Street that he recommended, to serve the school at an approximate cost of $11,500. The General Manager recommended the District stand the expense of extending the sewer line. MOTION Upon motion by Director Wall, duly seconded by Director Disch and carried unanimously by those AUTH DESIGN & Directors present, to accept General Manager's CALL BIDS FEB. 14 recommendation of standing expense of extending sewer line in Flood Control right-of-way from Third, and authorization for CM Engineering, Joe Rowe, to design sewer line and call for and open bids February 14, 1972 at 7:30 P. M. at the District Office. 1/10/72 January 10, 1972 Authorization to The General Manager requested authorization PREPARE PLANS & SPECS for District to prepare Plans and Speci- CALL BIDS MARCH 13 fications and call for and open bids for INSTALL WATER MAINS installation of a 12-inch, 14-inch and 9TH ST, TIPPECANOE 16-inch water transmission mains in Ninth AND SIXTH STREET Street, Tippecanoe and Sixth Street, March 13, 1972 at District Office, 7:30 P. M. This is a Project for District Engineering of Division III, Water Revenue Bond Sale. MOTION Upon motion by Director Disch, duly seconded by Director Wall and carried unanimously by those Directors present, authorization was granted to prepare plans and specifications and call for and open bids on March 13, 1972, 7:30 P. M. for installation of water mains in Ninth Street, Tippecanoe and Sixth Street. AUTHORIZATION TO The General Manager requested authorization PREPARE PLANS & for CM Engineering, Joseph A. Rowe to SPECS, CALL FOR BIDS, prepare Plans and Specifications and call PUMP HOUSES & EQUIP for bid openings for construction of pump PLANTS 11, 12, 28 houses and necessary pumping equipment for and 40 - February 28 District's Plants 11, 12, 28 and 40 for February 28, 1972 at District Office 7:30 P.M. This being a Division III Water Revenue Bond Project. MOTION Upon motion by Director Disch, duly seconded by Director Wall and carried unanimously by those Directors present, authorization was granted for CM Engineering to prepare Plans and Specifications and call for and open bids for construction of pumphouses and necessary pumping equipment for Plants 11, 12, 28 and 40, February 28, 1972 at District Office 7:30 P. M. This is a project of Division III Water Revenue Bond. DIRECTOR LITTLETON Several of the Directors stated they had IN HOSPITAL visited Director John Littleton who is in the hospital from a recent heart attack. ADJOURNMENT There being no further business to come before the meeting, adjournment motion was declared at 10:25 P. M. and carried. Harold G.
