ADJOURNED REGULAR MEETING MARCH 3, 1972
CALL TO ORDER The Meeting was called to Order at 4 P. M.
PLEDGE OF All those present joined in the Pledge of
ALLEGIANCE Allegiance to the Flag of the United States
of America
ROLL CALL Directors Present: Disch, Forrest, Littleton
and Stallwood
Directors Absent: Wall
Others Present: General Mgr-Secretary Rickert; ..,

BID PROPOSAL OF President Stallwood announced that we would hear
RHEEM SUPERIOR the report of the Engineers regarding the bid
THREE BOLTED STEEL opening for the three bolted steel collection
COLLECTION TANKS tanks at Plants 12, 40 and 108. Engineer Joseph
PLANTS 12, 40 AND A. Rowe stated that the General Manager, District
108 Engineer Garcia and himself met with Mr. Kelley
of Rheem Superior on Wednesday March 1, 1972 and
indicated that Mr. Kelley was very cooperative
in the elimination of the underground items as
a part of the contract. He indicated that the
installation of all underground piping was
deleted from the contract including the furnishing
of materials and labor. The District was not
sacrificing quality in the adjustment of cost of
the tanks to be received. Tke specifications,
if the Board chose to award the contract, would
be followed in the construction by Rheem Superior
and indicated that Rheem Superior had modified
their bid from $88,230.00 to $65,000.00. Mr.
Kelley had presented a letter with the deletions
and indicated there had been a considerable cost ~
increase of labor and material since t/le Rheem
Superior had built District's collection tank
at Plant 9A. There was approximately fifty
percent increase in material costs from that
date in addition to a thirty percent increase
in labor costs. Engineer Garcia indicated to
t/le Board as an example, that the cost of fittings
and gate valves to be purchased by the District
and used for all underground piping would be a
~ considerable savingsas opposed to those quoted
- -~ ~by Mr. Kelley in his original bid price.
ENGINEER'S RECOM- Engineer Rowe then recommended to the Board that
the bolted steel storage tanks were vital to
MENDATION .! the over all construction taking plaice on the
improvements under Division III of 1966 Water
Revenue Bond.
~GENERAL MANAGER'S After considerable discussion, the General Manager
RECOMMENDATION recommended that based upon the needs of the
~District and the explanation of tke decrease
and adjustment in the original bid price from
-$88,230 to $65,000 that the Board accept the
bid of Rheem Superior as adjusted and approved
by Staff and Consulting Engineer. ~
MOTION ~hereupon a motion was made by Director LittIeton
AWARDING CONTRACT duly seconded by Director Disck and carried by
the following Roll Call Vote to accept Rheem
Superior's Proposal of $65,000.00 for furnishing
three bolted steel collection tanks at Plants
12, 40 and 108, subject to approval of Legal Counsel.

WATER COMMITTEE Chairman Disch of tke Water Committee called
MEETING - HIGHLAND a meeting of the Water Committee for Thursday
LITTLE LEAGUE March 9, 1972 at 4 P. M. at the District Office
for the purpose of discussing the Highland Little
League request for water service.
SEWER COMMITTEE Chairman Forrest of the Sewer Committee called a
MEETING - HIGHLAND meeting of the Sewer Committee for Friday,
LITTLE LEAGUE March 10, 1972 at 4 P. M. at the District Office
for the purpose of discussing sewer service for
the Highland Little League.
CHANGE OF BID OPENING The General Manager indicated that the San
DATE, TMR SCHOOL, Bernardino Flood Control District and the U. S.
SEWER EXTENSION Corps of Engineers had granted a Permit to install
the sewer collection line in Flood Control
right-of-way between Fourth and Third Streets,
to the District and asked for authorization to
change the bid opening date from March 28, 1972
to March 13, 1972 at 7:30 P. M. at District
Office. He indicated that the Consulting
Engineers noted the change could be made to
their specifications in time to allow adequate
bidding by those interested.
MOTION Motion by Director Disck, duly seconded by
Director Littleton and carried unanimously to
authorize the bid opening change from March 28
to March 13, 1972 of the TMR sewer collection
line as requested.
GROUND WATER TECH- The General Manager asked for authorization to
NOLOGY SHORT COURSE allow Engineer Garcia to attend the Ground ~ater
MARCH 16-17, Technology Short Course to be sponsored by the
DAVID GARCIA University of Washington, Seattle, Washington
and the AWWA on March 16 and 17, 1972 at an
enrollment cost of $25. He indicated that he
felt much was to be gained by Mr. Garcia's
attendance for the District.
MOTION Motion by Director Forrest, duly seconded by
Director Littleton and carried unanimously,
the request for authorization for David Garcia
to attend the Ground Water Technology Short
Course was granted.
ADJOURNMENT With no further business to come before the Board,
a motion was made by Director Forrest, duly
seconded by Director Disch and carried unanimously,
the meeting was adjourned at 4:30 P. M.
