DISCUSSION AND POSSIBLE ACTION REGARDING THE DISTRICT'S STRATEGIC STAFFING PLAN The -Assistant General Manager provided a detailed presentation to the Board regarding the District's Strategic Staffing Plan. The Assista_it General Manager discussed a number of items including but not limited to: • faking the steps to reach the District's Initiatives • Resource Sharing • Bridge gap in existing workforce • Creating efficiencies throughout the District • Communication • Adjustments to schedules to cut overtime • Determined key positions to meet future needs Office Specialist Public Affairs/Conservation Officer Budget Analyst N1iSiC (Morales-Sturgeon) to accept and approve the strategic staffing plan as presented. GECERAL MANAGERJSTAFF' REPORTS Th? Genera Manager reported on the following items: • Staff installed a countdown timer in the board room that is tied to the expiration of the lease for the headquarters facility. • The District will be hosting the .ACWA Region 9 Water Technology Innovations on July 12, 2012. • The Seven Oaks Dam Tour is scheduled for May 11, 2012, that currently there are 35 confirmed participants including members from Assembl% member Amina Caiwi- s office, Senator Dutton's office, Assemblymen Morrell's office, San �Qanuel. San Bernardino County Office of Emergency Services, and the Highland ComtnunitN News • The ILO Solar Race e�cnt will be held May 18-20. at Yucaipa Regional Park. Board member Coleman appreciates the effort on the countdown clock and stated that the presentation given by staff was done very well. Vice Chairman Morales offered his appreciation to staff and the community for attending the board meetings. BACKGROUND/ANALYSIS: The ne,v organizational direction established by the Board of Directors for the East Valley Water District continues with the 2012-13 budget process. Preceded by adoption of a set of Strategic Initiatives and a Strategic Staffing Plan, the budget proposed for the District's 2012-13 fiscal year will be the culmination of unprecedented, organization-wide planning. Staf+' members from each segment of the District's operations were involved in establishing departmental objectives tied to the strategic initiatives. Staff is now working to determine the funding needed in their departmental budgets to accomplish those objectives, and those departmental funding requests will appear in the budget presented to the Board of Directors for adoption. As a result, staff will enter the 2012-13 fiscal year with a new level of responsibility and accountability for their operations. Before completing an operational spending plan, however, staff needed to determine the revenue that w it be available to meet District commitments. Therefore, the purpose of this initial worksl.op for the 2012-13 budget is to review staff revenue projections for the upcoming fiscal year, along with the related underlying assumptions. Water Fund The District will provide water services through approximately 20,670 domestic connections in fiscal year 2012-L3. In addition, 1,315 fire services are connected to district water mains. Staff does not anticipate a significant increase in customer count during 2012-13 as the Baseline Gardens consolidation project is still awaiting funding approval, and other significant developments in the eastern section of the Districts service area are still early in their planning phases. Water sales for fiscal year 2012-13 are projected to be 513,798,600, which is based on anticipated customer demand for 8,081,445 hundred cubic feet of water (HCF=748 gallons). This estimate of annual demand is the sum of monthly projections that were derived by reviewing monthly sales for the last five years, and then using those historical sales to set a conservative estimate of demand for each month of 2012-13. Each monthly estimate was set at, or below, a five year historical average for that month. This very conservative approach to projecting water sales is necessary as sales are influenced by rate increases, weather conditions, and the economy, all of which have adversely influenced customer consumption in recent years. The District's sales have trended downward since fiscal year 2006-07, when 9,945,288 HCF were sold. The sharpest decline of 6% occurred during the 2009 fiscal year due to economic decline and heavy rainfall. Projections for this revenue are determined based on the customer counts discussed above, segregated by meter size, and then multiplied by the fixed monthly rates in effect. The projection for meter charge revenue includes an increase of$385,000 for 2012-13 due to a rate increase of 90/0 on average, that will become effective October 1, 2012. Historically, residential customers have been billed a fixed monthly charge while commercial customers are billed based on volume of water they use. Beginning in October 2010, commercial customers began to pay a small fixed charge in addition to charges based on water usage. Projected residential revenues for 2012-13 were calculated by multiplying the SFR count by the monthly flat charge for 12 months, taking into account a rate increase which will become effective October 1, 2012. SFR billings make up 53,343,550 of projected revenues. Commercial customer projected revenues were calculated by multiplying the number of commercial accounts by the District's monthly flat charge for twelve months, and then estimating total water usage by commercial customers, in HCF, and multiplying the total usage by a flat rate. An increase in the rates charged to commercial customers will take effect on October 1, 2012. All Treatment Charges collected are remitted to the City and therefore have no effect on the District's operations. Total Financial Resources available for the 2012-13 fiscal year include the revenues outlined above, and unspent bond proceeds from the 2010 Revenue Bond issue. In addition, applications for federal and state financial assistance, for Plant 150 and other capital projects, are being finalized for submittal. At the next budget workshop, staff will present a spending plan to utilize these financial resources, entrusted to the District by our stakeholders, in an effective and fiscally responsible manner.
