PRESENT: Directors: Carrillo, Coats, Goodrich, Morales, Smith ABSENT: None STAFF: John Mura, Chief Executive Officer; Brian Tompkins, Chief Financial Officer; Justine Hendricksen, Secretary; Shayla Antrim, Administrative Specialist (EVWD) COMMITTEE: Wayne Brown, Charles Kiel LEGAL COUNSEL: None GUEST(s): Members of the public PUBLIC COMMENTS Chairman Carrillo declared the public participation section of the meeting open at 5:31 p.m. There being no written or verbal comments, the public participation section was closed. ORGANIZATIONAL & FINANCIAL UPDATE The Chief Executive Officer (CEO) provided an organizational update and financial summary to the Board. He reviewed the organizational structure of the Community Heritage and Education Foundation (CHEF) and a timeline of events since its formation. He stated that due to potential environmental limitations on the property adjacent to EVWD Headquarters, the Board may want to consider an update on the direction of CHEF. The CEO provided a list of items for the Board to consider moving forward: • Consider reasonable costs to build something smaller: at the Sterling Natural Resource Center property, on the property adjacent to or across from EVWD Headquarters • Establish a fundraising goal • Determine a budget 2 CHEF Minutes 07/20/2022 sma • Make fundraising materials • Create a recognition program for donors • Identify sponsorship opportunities • Consider a donation acceptance policy • Historical farm equipment donated by Kiel Family The Chief Executive Officer asked that Board provide feedback on how they would like to move forward with CHEF. Director Goodrich stated that he is glad that Community Heritage and Education Foundation is back on track. Director Morales asked if there had been discussions with Corallo Engineers regarding their donation and the future of CHEF. The CEO responded that he had those discussions and that they support the potential change in direction. Director Coats stated that he likes the thought of recognition levels, but doesn’t think that there should be a lot of levels. Chairman Carrillo stated that this is definitely the time to take action. For information only. NEXT STEPS MOVING FORWARD The Chief Executive Officer discussed the next steps moving forward with CHEF: • He discussed limitations with the Environmental Impact Report (EIR) for the property adjacent to EVWD Headquarters. He suggested a thorough review of the EIR with Jane Usher and possibly making adjustments with a new vision. • Consider collaborating with the City of Highlands’ Parks and Recreation Department, Trails Committee and Historical Society. • Consider communication strategies such as a newsletter and social media presence. • Work with staff and committee on creating donation policies. Establish fundraising goals and strategies. Mr. Kiel stated that he appreciates Mr. Mura for getting everything started up again and that he is glad that the Board values Community Heritage and Education Foundation. Mr. Kiel made some suggestions on how to promote Community Heritage and Education Foundation and stated that he is willing to volunteer his time. 3 CHEF Minutes 07/20/2022 sma For information only. BOARD COMMENTS Director Goodrich stated that he likes the idea of a social media presence. Director Smith stated that he likes the idea of a campaign that can be ongoing. Director Morales stated that it will be interesting to see the limitations of the EIR and that he is encouraged by the scale-back of the project. The Board will need smaller steps moving forward. Director Coats stated that a social media presence will help and suggested that EVWD place a link on their website to Community Heritage and Education Foundation.
