EAST VALLEY WATER DISTRICT September 22, 2014
SPECIAL BOARD MEETING
MINUTES
The Chairman of the Board called the meeting to order at 5:30 pm. Director LeVesque
led the flag salute.
PRESENT: Directors: Coats, Coleman, LeVesque, Morales
ABSENT: Directors: None
STAFF: John Mura, General Manager; Mike Maestas, Assistant General
Manager; Justine Hendricksen, Administrative Manager; Eileen
Bateman, Executive Assistant
LEGAL COUNSEL: Jean Cihigoyenetche
GUEST(s): Members of the public
PUBLIC PARTICIPATION
Chairman Morales declared the public participation section of the meeting open at
5:31 pm.
There being no written or verbal comments, the public participation section was
closed.
REVIEW THE PROCEDURAL ASPECTS OF THE SELECTION PROCESS
Chairman Morales thanked the candidates for their interest in applying for the Board
and their willingness to meet the interests of the public; he reviewed the guidelines
for the selection process, and the scoring procedures with the Board.
COMPLETE SELECTION PROCESS TO APPOINT A NEW GOVERNING BOARD MEMBER
TO FILL VACANCY
The candidates were asked to leave the room and were called individually to answer a
series of questions posed by each Board Member.
Chairman Morales stated that he was confident that all of the candidates would do an
exemplary job as the newly appointed member of the Board.

Hendricksen to tabulate the votes.

Chairman Morales opened the meeting and asked for Board comments.
Director LeVesque shared his experience when he was appointed to the Board; that
Kip Sturgeon played a part in his interest to serve as a Board Member of East Valley
Water District; he stated that the District has made positive changes in the
appointment process procedures; that he is planning on leaving his position on the
Board in the near future.
Director Coats stated that he was very impressed with the current appointment
process as opposed to the process 20 years ago; his advice to those who are not
appointed is to continue with their involvement with the District and not give up.
Vice Chairman Coleman noted that Kip Sturgeon did a lot of good things in his life and
was a great friend; that if he had to go through this process, he wouldn't have made
it on the Board; that he looks forward to working with the new Board member.
Chairman Morales stated that this was a difficult decision; that he hopes the rigorous
process is encouraging to the 95,000 customers that are being represented by this
Board; he encourages all candidates to continue their participation and thanked them
for their interest in becoming a part of the East Valley Water District Board.
Mr. Cihigoyenetche and Ms. Hendricksen tabulated the votes and announced that Mr.
Chris Carrillo received the highest number of votes. Mr. Cihigoyenetche read the
Board's individual votes in no particular order.
Morales - Carrillo, Jones, Yauger
LeVesque - Carrillo, Jones, Yauger
Coleman - Jones, Yauger, Shelton 111
Coats - Shelton, Carrillo, Yauger
Mr. Carrillo will move forward as the selected candidate to be nominated and
appointed at the September 24, 2014 Board meeting.
