East Valley Water Dis tric t is a p erfo rmanc e bas ed organization, foc used o n ac hievement of go als derived from
the vis ion statement adopted by the Board o f Direc tors. The vis ion statement’s list of Agenc y Id eals and
Organizational Endeavo rs provid es the framewo rk fo r es tab lis hing long term goals related to Dis tric t
ad ministration, operations , s taff d evelopment, and c o mmunity engagement. Long term go als are then
d eveloped into annual actio n p lans b y the General Manager/CEO and s taff with the d evelopment o f pro gram
goals and o bjec tives for the up coming fis cal year.

BACKGROUND / ANALYSIS:
The Loc al Agenc y Formatio n Co mmis s ion (LAF CO) of San Bernard ino County is res pons ib le for
imp lementing the legis lative d irectio n and polic ies embod ied in the C o rtes e-Knox-Hertzb erg Lo cal Go vernment
Reorganization Ac t of 2000 in a manner that pro vides for an o rd erly and efficient gro wth pattern that rec onc iles
the varied need s o f San Bernardino County, promotes the Countywide Vis ion Statement, is in keep ing with the
p ro visions of the California Environmental Quality Ac t, and ad d res s es the parameters o f the princ ip le acts for
Cities and Spec ial Dis tric ts.
The San Bernardino LAF CO is c omposed of s even voting members, with fo ur alternate memb ers who vo te
o nly in the ab s enc e or abs tentio n of a voting memb er. The s even members and their alternates rep res ent all
levels o f loc al go vernment. Two memb ers are elected c o unty sup ervisors and are selec ted by the Bo ard of
Sup ervisors. Two memb ers are elec ted c ity c o uncil memb ers and are s elected by the mayo rs of the twenty-
fo ur c ities within San Bernardino County. Two members are elec ted memb ers o f a s p ecial district board of
d irecto rs and are s elec ted b y the presidents o f the fifty-one ind ep endent s pec ial dis tricts in S an Bernard ino
County. T hese s ix elec ted o fficials s elect a "public " memb er who is no t affiliated with c o unty, c ity, or s p ec ial
d is tric t governments . Alternate members fo r the county, c ity, spec ial distric t, and pub lic c atego ries are s elec ted
in the same manner. Eac h commissioner and alternate s erves a four-year term.

METER SERVICE
EAST VALLEY WATER DISTRICT
•Meter Services is responsible for completing all
on-site related customer requests such as
turning water on/off, monthly meter readings for
billing, and assisting customers at their residence
when requested. Meter Services staff may also
at times assist the Meter Maintenance program
by installing new meters, testing meters for
accuracy, and repairing meter leaks.
