REGULAR BOARD MEETING
MINUTES
The Chairman of the Board called the meeting to order at 6:42 p.m. Vice Chairman
Smith led the flag salute.
PRESENT: Directors: Carrillo, Coats, Goodrich, Morales, Smith
ABSENT: None
STAFF: John Mura, Chief Executive Officer; Brian Tompkins, Chief
Financial Officer; Justine Hendricksen, Secretary; Shayla Gerber,
Senior Administrative Assistant (EVWD)

PUBLIC COMMENTS
Chairman Carrillo declared the public participation section of the meeting open at 6:42
p.m.
There being no written or verbal comments, the public participation section was closed.
APPROVAL OF AGENDA
M/S/C (Coats-Smith) that the January 23, 2019 agenda be approved as
submitted.
APPROVE THE DECEMBER 12, 2018 REGULAR BOARD MEETING MINUTES
M/S/C (Coats-Goodrich) that the Board approve the December 12, 2018 regular
board meeting minutes as submitted.
APPROVE VISION STATEMENT AND STRATEGIC PLAN
The Chief Executive Officer stated that the Committee had previously met and
developed a vision statement and strategic plan that will clearly identify the
expectations and guiding principles for CHEF and future efforts.

Mr. Imbiorski stated that he is excited to get the project started.
M/S/C (Goodrich-Coats) that the Board approve the Vision Statement and
Strategic Plan for the Community Heritage and Education Foundation as submitted.
APPROVE COST REIMBURSEMENT AGREEMENT BETWEEN EAST VALLEY WATER
DISTRICT AND THE COMMUNITY HERITAGE AND EDUCATION FOUNDATION
The Chief Financial Officer stated that CHEF does not currently have a revenue stream
or contributions to cover up-front costs; and the most cost-effective option to short term
funding is from East Valley Water District.
The Chief Executive Officer stated that seed money is needed to start and will be
reimbursed to East Valley Water District by CHEF once funds are raised.
M/S/C (Morales-Smith) that the Board approve the Cost Reimbursement
Agreement between East Valley Water District and the Community Heritage and
Education Foundation as submitted.
APPROVE ARCHITECTURAL AND ENGINEERING SERVICES CONTRACT FOR THE
COMMUNITY HERITAGE AND EDUCATION FOUNDATION
The Chief Executive Officer presented information regarding entering into a contract
with Ruhnau Clarke to provide architectural and engineering services for CHEF; the
contract includes the development of a site plan, construction budgets and exhibits,
marketing material, and to determine a fundraising budget.
M/S/C (Morales-Goodrich) that the Board approve the Architectural and
Engineering Services Contract for the Community Heritage and Education Foundation as
submitted.

Subject: Consider Approval of Conceptual Design presented by Ruhnau Clarke Architects
RECOMMENDATION:
Staff recommends that the Board approve the Community Heritage and Education Foundation conceptual
design presented by Ruhnau Clarke Architects.
BACKGROUND / ANALYSIS:
The Community Heritage and Education Foundation (CHEF) was created to celebrate and instill the rich history
of the region and inspire civic pride and engagement.
During the past few months, staff has been working with Ruhnau Clarke to develop a conceptual design that will
incorporate the agricultural history of the San Bernardino area, create educational demonstration gardens, and
provide a multi-functional events center available to the community.
As with other approaches to providing a community resource, the progression of this project continues is a
cooperative manner. Staff met with members of the CHEF Committee, which consists of eight individuals that
reside in the area where Ruhnau Clarke Architects presented a conceptual design and received feedback from the
group. The development of conceptual designs is an important milestone to making the public facility a reality.
The Committee is recommending that the Board of Directors consider approving the conceptual design
prepared by Ruhnau Clarke to be developed for use in upcoming objectives.
Pending Board approval of the design concept, there are other near-term objectives that will continue the
advancement of the CHEF. These efforts include: 1) complete necessary steps to identify and establish for the
facility location 2) develop a construction and long-term operating budget, and 3) establish fundraising
objectives.
The success of CHEF is a testament to the commitment and investment of the individuals, organizations, and
agencies in this area. Through this cooperation among neighbors, we are striving toward our goal of celebrating
this vibrant community.

The new CHEF facility adjacent to the EVWD headquarters will embrace history and
natural surroundings by incorporating an event/ exhibit center, gallery space, kitchen,
restrooms and offices. Site amenities will further support the vision of outdoor
learning and community while promoting a healthy lifestyle. These gathering event
spaces celebrate the past, present, and future with a network of recreational elements
that serve to integrate and merge new pathways with the existing EVWD site
