Mr. Amaya led the flag salute. PRESENT: Commissioners: Amaya, Gamboa, Miller ABSENT: Commissioners: Goodrich, Jaurique STAFF: Kelly Malloy, Public Affairs/Conservation Manager; Brian Tompkins, Chief Financial Officer; Eileen Bateman, Senior Administrative Assistant GUEST(s): None PUBLIC COMMENTS The Senior Administrative Assistant declared the public participation section of the meeting open at 6:10 pm. There being no written or verbal comments, the public participation section was closed. APPROVE THE JANUARY 23, 2017 MEETING MINUTES M/S/C (Miller-Gamboa) to approve January 23, 2017 Community Advisory Commission meeting minutes as submitted. MID-YEAR BUDGET REVIEW Ms. Malloy provided a brief overview of the District’s budget process. Mr. Tompkins reviewed the District’s Mid-Year Budget including: a summary of the water fund and wastewater fund; he provided a detailed overview of the district departmental goals and objectives for Fiscal Year 2016-17 and the status of each goal to date; he also provided the Commission with an overview of the District’s Capital Outlay and Capital Improvement program. Information only. DISCUSS FISCAL YEAR 2017-2018 BUDGET Ms. Malloy reviewed the budget calendar in detail, including the following: the kickoff meeting with managers, board review of program goals and objectives, district-wide 2 Minutes 03/14/2017 etb budget review with managers, revenue projections review with board, budget workshop and budget adoption by the June 30th deadline. Information only. COMMISSIONER COMMENTS Commissioner Amaya inquired about the progression of the Sterling Natural Resource Center. Commissioner Gamboa stated that the information provided regarding the District’s budget process is meaningful and commended District staff for their efforts in the development of the budget process. Commissioner Miller expressed her appreciation for the District’s transparency efforts. Information only. STAFF COMMENTS Ms. Malloy stated that the next meeting will be scheduled for April 11, 2017 at 6:00pm; and provided a brief update of the Sterling Natural Resource Center. Information only. APPROVE THE APRIL 11, 2017 COMMISSION MEETING MINUTES M/S/C (Gamboa-Amaya) to approve the April 11, 2017 Commission meeting minutes as submitted. APPROVE THE JULY 11, 2017 COMMISSION MEETING MINUTES M/S/C (Gamboa-Amaya) to approve the July 11, 2017 Commission meeting minutes as submitted. CONSERVATION UPDATE Ms. Malloy provided an update on the District’s conservation program; that the District is still submitting monthly production numbers to the state, numerous legislations are being watched, the rebate programs continue to be encouraged, and that the District’s campaign “Beyond the Faucet” is to help our customers find ways to save beyond the normal conservation tips. Information only. STERLING NATURAL RESOURCE CENTER Ms. Malloy stated that there will be a public hearing at San Bernardino Valley Municipal Water District which is the first step for title 22 permitting; that staff is working on 2 Minutes 08/15/2017 cmc the State Revolving Fund application; and that filming will be taking place to help show support for the project on August 24. FACILITY USE UPDATE Ms. Malloy stated that the District headquarters has been available for the community to rent for private events; that the room has been booked every weekend and that staff has started reviewing the fees and the policy and are going to be recommending some changes. Information only. COMMISSIONER COMMENTS Mr. Gamboa stated that he was resigning from the commission and that he has had a wonderful time serving and was very appreciative of the opportunity. Mr. Amaya stated that he appreciated the conservation update. Information only. STAFF COMMENTS Ms. Malloy thanked Mr. Gamboa for taking the time to be on the commission and wished him the best of luck on his endeavors. Information only. STERLING NATURAL RESOURCE CENTER Ms. Malloy gave an overview of the ongoing steps that are being taken which include reaching out to the community, negotiations, possible potential for settlement, going through the approval process for State Revolving Funds (SRF), and continuing to look for other funding resources such as grants. Information only. CONSERVATION UPDATE Ms. Malloy gave an overview of the District’s continued effort to outreach to the community about conservation and making it a way of life; that the District continues to submit monthly production numbers to the State; and that staff is watching possible legislation that refers to conservation. She stated that the rebate programs are still being encouraged with the direct install of the weather based irrigation controllers being the most popular. Information only. COMMUNITY ADVISORY COMMISSIONER VACANCY Ms. Malloy shared with the Commission the process for filling in the vacancy on the Commission; that all candidates need to submit an application including those 2 Minutes 10/10/2017 cmc currently filling the positions and that incumbents will receive priority.
