PRESENT: Commissioners: Dondalski, Laster, Miller, Yauger ABSENT: Commissioners: Jaurigue STAFF: Brian Tompkins, Chief Financial Officer; Eileen Bateman, Senior Administrative Assistant GUEST(s): None PUBLIC COMMENTS The Senior Administrative Assistant declared the public participation section of the meeting open at 6:04 pm. There being no written or verbal comments, the public participation section was closed. APPROVAL OF THE APRIL 9, 2019 COMMISSION MEETING MINUTES M/S/C (Yauger-Miller) to approve the April 9, 2019 Commission meeting minutes. APPROVAL OF THE May 7, 2019 COMMISSION MEETING MINUTES M/S/C (Yauger-Miller) to approve the May 7, 2019 Commission meeting minutes. FISCAL YEAR 2019-20 BUDGET OVERVIEW Mr. Tompkins provided an overview of the District wide goals, financial revenues, water and wastewater funds, program expenditures which included retirement needs, elections, additional outreach, strategic plan update, and software maintenance. He also provided an overview of the debt service, budget summary, capital outlay, capital budget funding summary and authorized positions. Information only. APPROVE THE CANCELLATION OF THE JULY 9, 2019 REGULAR COMMISSION MEETING 2 Minutes 06-04-19 etb The members of the committee discussed cancelling the July 9, 2019 meeting and rescheduled the meeting for second Tuesday in August 2019. DISCUSS AND APPROVE THE CHANGES TO THE UPCOMING REGULAR COMMISSION MEETING DATE AND TIME Ms. Bateman stated that to limit rescheduling and cancellation of meeting during summer months it may be beneficial to begin the meetings in February of each year and continue to schedule them bi-monthly with the exception of the holiday months. The upcoming meetings for 2019 will be held in August and November. COMMISSIONER COMMENTS Mr. Yauger stated that he is pleased with the information that is provided in the budget. Dr. Miller stated that the District should continue to promote conservation efforts and advise customers. Information only. STAFF COMMENTS There were no comments at this time. T hrough the p ro gres s ive design-build proc es s , Dis tric t s taff works alo ng s id e the d esign and cons truc tion team to d evelop the fac ility in a s treamlined manner while p ulling from the d ivers e exp ertis e to ensure that the S NR C is a world class p ro jec t. T he Dis tric t c o ntinues to work with the c urrent outs id e fund ing s o urces on finalizing agreements and gathering information fo r regular rep o rting. C urrently, the p ro jec t is fully fund ed through a low interes t S tate lo an, and s uc ces s ful award o f P ropos itio n 1 and Urban G reening grants totaling o ver $8 million in funding. S taff continues to p urs ue ad d itional fund ing oppo rtunities , includ ing s ales tax exc lus io ns and new p ark grants . C o nstruc tio n is underway with effo rts fo c using o n the treatment facilities. T he found ational elements of the Influent P ump S tation and Aeratio n Basins are und erway, with initial rebar in p lac e and c o nc rete p o urs und erway. T hes e proc es s es will continue o ver the c o ming weeks , inc luding raising the c o nc rete walls o f the influent pump s tatio n. T he team is meeting with the various agenc ies regarding cooperative effo rts and regulato ry ap p ro vals nec es s ary fo r the p ro jec t. Agencies currently coord inating in the S N R C inc lude the S tate Water R es ourc es C ontrol Board Division o f Drinking Water, R egio nal Water Q uality C ontro l Bo ard , S an Bernard ino C o unty F lo o d C o ntro l, S an Bernard ino Internatio nal Airport Authority, S an Bernard ino C ity Unified S c hool Dis tric t, C ity of Highland , C ity o f R edlands, and C ity of S an Bernardino . R eliability during emergency and non- emergency times req uires extensive preparatio n. A critical element of this effo rt is taking s teps to p rep are for emergencies before they hap p en and to id entify areas of imp ro vement that c an be inc orporated in future C apital Improvement P rograms . T he Dis tric t continues its effo rts to wo rk with Arc adis to gather info rmation and begin as s es s ments fo r the four different emergenc y plans including the R is k and R esiliency As s es s ment, Hazard Mitigation P lan, Emergenc y R es ponse P lan, and the T hreat and Hazard Identific ation and R is k Assessment. T hes e plans are being completed c o nc urrently in o rd er to maximize informatio n c o nsistenc y and to c o mp lete nec es s ary doc uments within the regulatory approval requirements . T hes e separate plans c onsider the risks both man-made and natural to the o p eration of the Dis tric t and the step s that can be taken to b o th prevent and respond to tho s e types of inc idents . Additionally, the District has prepared an updated S ewer S ys tem Management P lan, whic h mus t b e updated every five years . T his d o c ument is bas ed o n results from the S ewer S ystem Master P lan and desc rib es the s ystem, operatio nal p ro grams and polic ies , emergency res p o ns e p lans, and o ther es s ential elements to maintaining both s taff and the p ublic 's safety while operating a was tewater c o llectio n s ystem. T his up d ate was completed thro ugh the c o o p erative effo rt of an internal team c o nsisting o f memb ers o f the Engineering, O perations, and P ublic Affairs Departments. C ompletion o f thes e p lanning and p rep aration d o cuments are a valuab le exercise in und ers tand ing the day-to- day operatio ns of the Dis trict and how tho s e elements could b ec ome d is rupted in an emergency. By includ ing outreach materials in the water bill, the Dis tric t ensures c o mmunity memb ers within the s ervic e area receive and engage with the ins ert. In the mo s t recent bill ins ert, res id ents received info rmation regarding S mart Irrigatio n Mo nth. Additio nally, the Dis tric t continues to ad vertis e in the loc al newspaper year-ro und . Advertisements typ ic ally foc us o n multip le c amp aigns . T he current c amp aign invites res id ents to register fo r the up coming C o nservation Wo rksho p : Designing Yo ur Dream Landsc ap e and informs c usto mers of the upc o ming lo nger b illing c yc le in Augus t. In c ultivating effec tive outreac h efforts , the Dis tric t c o nsiders divers ity within its s ervic e area and their d ifferentiating c o mmunic ation p references , bac kgrounds and p rimary language.
