FINANCE AND HUMAN RESOURCES STANDING COMMITTEE MEETING
MINUTES
Ms. Koide called the meeting to order at 3:39 p.m. and Director Coats led the flag
salute.

The Senior Administrative Assistant declared the public participation section of the
meeting open at 3:41 p.m.
There being no written or verbal comments, the public participation section was closed.
REVIEW ENGAGEMENT LETTER AND PLANNING DOCUMENT FROM
CLIFTONLARSONALLEN, LLP (CLA) FOR PREPARATION OF THE DISTRICT'S FY 2017-
18 AUDIT
The Chief Financial Officer introduced Renee Graves and Leslie Ward from
CliftonLarsonAllen, LLP and discussed the following: audit process, litigation review,
and new Governmental Accounting Standards Board (GASB) statements.
Director Coats inquired about the impact the SNRC project will have on the audit. CLA
explained there will be additional testing due to increased population that will impact
future audits as construction of the facility commences.
Director Morales asked CLA to explain the litigation review process. CLA stated by law,
they are required to circulate letters to various attorneys handling any significant legal
matters, and to identify possible litigation that may impact the District's finances.

REVIEW DELINQUENT WATER AND WASTEWATER CHARGES TO TAX ROLLS 2018-19
The Chief Financial Officer gave a brief overview of the collection process and stated
that this method has proven to be the most effective way of collecting delinquent
charges.

REVIEW VOLUNTEER PROGRAM
The Human Resources/Risk & Safety Manager gave a brief overview of the qualifications
and hiring process for the Volunteer Program. In addition, she also highlighted the
benefits to both the community and the District.
