Fred Yauger led the flag salute. PRESENT: Directors: Carrillo, Smith ABSENT: None STAFF: John Mura, General Manager/CEO; Kelly Malloy, Public Affairs/Conservation Manager; Cecilia Contreras, Senior Administrative Assistant; Stephanie Guida, Community Relations Officer GUEST(s): Members of the public PUBLIC COMMENTS The General Manager/CEO declared the public participation section of the meeting open at 3:00 pm. The General Manager/CEO thanked the board members for attending the first committee meeting and looks forward to being able to provide more information to help with recommendations to the full board. There being no written or verbal comments, the public participation section was closed. REVIEW EXISTING STRATEGIC COMMUNICATION PLAN AND LEGISLATIVE PLATFORM Ms. Kelly Malloy, Public Affairs/Conservation Manager, provided an overview of the original strategic communication plan that has successfully been completed. She provided information about building the EVWD brand and the District’s communication outreach to include social media. Ms. Malloy expanded on the legislative programs to include the legislative advocates that work with the District who have clear roles and responsibilities, a list for standing priorities that help for a rapid response, and that the District is engaged with ACWA, CSDA, and WaterReuse. Information only. DISCUSSION REGARDING OVERVIEW OF UPCOMING COMMITTEE TOPICS Ms. Malloy stated that moving forward the committee can begin to update the Strategic plan to align with the District’s current ideals and endeavors, update the style guide, 2 Minutes 03/4/2016 cmc increase our social media program, continue with communications training, provide online videos about the District, increase legislative activity, and increase organization participation. Information only. SET THE DAY AND TIME FOR HOLDING RECURRING COMMITTEE MEETINGS The committee agreed to have the meetings quarterly on the first Friday of the month at 3pm. BACKGROUND / ANALYSIS: East Valley Water Dis tric t has ad o p ted a Legis lative P latform that id entifies p rio rities and p o s itions regarding legislatio n that c o uld imp act the District. Bas ed o n that d irectio n, staff has b een working with The Onate Group and Go nzales , Quintana & Hunter, LLC to partic ipate in legis lative ac tion regarding p rio rity issues . The District c ontinues to mo nito r a numb er o f different items o f c o nc ern and interes t that are b eing c o nsid ered in 2016 whic h c o nc ludes the c urrent two -year legis lative session. Meeting Date: June 3, 2016 Discussion Item To: LEGISLATIVE AND PUBLIC OUTREACH COMMITTEE Members From: General Manager/CEO Subject: Review District Outreach Efforts RECOMMENDATION: Receive an update on the District's recent public outreach activity. BACKGROUND / ANALYSIS: East Valley Water District takes great pride in actively communicating with community member, public agencies, and other stakeholders. In order to effectively convey complex topics to a broad audience, the District utilizes a number of different communication methods. This effort resulted in the District receiving recognition by the California Association of Public Information Officers for the Budget Based Rate outreach. Recent public outreach activities have included: Implementation of bus shelter posters to promote the “When in Drought Check it Out” campaign. In-house development of the Consumer Confidence Report and Fiscal Year 2016/17 Budget document. Updating the visual theme for Fiscal Year 2016/17. Distribution of press releases highlighting activities including the visitors from Dubai and the water main replacement at Sterling and Highland Avenue. Check presentation with San Bernardino Valley Municipal Water District to the San Bernardino City Unified School District for the Weather-Based Irrigation Controller Installation Program. Completion of District program videos. Increased social media activity which has included: Posting for water quality, National Love a Tree Day, Home Depot Plant Sale, Demonstration Garden, Inland Empire Landscape Contest, student tours, and Water Awareness Month. Additionally, staff directly responds to posts that relate to the District either in public forums or through direct messaging. Extensive photographing of District facilities and activities. Advertisements for the summer water conservation workshops. Communication material for the Sterling Natural Resource Center. Preparation and participation in Career Day events at local schools. Student tours of District facilities. District staff continues to evaluate outreach activities and adjust accordingly. This information will be incorporated in the development of the Strategic Communication Plan update, which will begin in Fiscal Year 2016/17 and include the members of the Legislative and Public Outreach Committee.
