PRESENT: Directors: Carrillo, Morales ABSENT: None STAFF: Kelly Malloy, Public Affairs/Conservation Manager; Cecilia Contreras, Senior Administrative Assistant GUEST(s): Members of the public PUBLIC COMMENTS The Senior Administrative Assistant declared the public participation section of the meeting open at 3:02 pm. There being no written or verbal comments, the public participation section was closed. APPROVE THE JUNE 2, 2017 COMMITTEE MEETING MINUTES M/S/C (Morales-Carrillo) to approve the June 2, 2017 committee meeting minutes as submitted. LEGISLATIVE UPDATE Ms. Kelly Malloy, Public Affairs/Conservation Manager, provided an overview of the current legislations that the District is monitoring that includes lead in drinking water, affordable rates, conservation discussions, recycled water issues, and water bonds. Ms. Malloy stated that staff has been participating in multiple workshop discussions and are able to give input on the topics discussed. Information only. FACILITY USE UPDATE Ms. Kelly Malloy provided an update on the Facility Use Program; that the facility has been booked every weekend and quite a bit of weekdays; that it was becoming challenging to book District events due to the lack of availability; that changes need to be made to the policy and fees to help with the wear and tear. Those changes included the following: Group C would include our Districts customer and Group D would be for applicants that are not in our District; requirement to have a server at all events that are serving alcohol and that the server would be on contract with the District; adjusted the fees to help cover costs of staff being on site, cleaning, and 2 Minutes 09/01/2017 cmc usage. The Directors inquired into how many of the events were District residents. Ms. Malloy stated that the majority of our rental events are by referrals which mostly leads to the applicant residing outside of the District. Director Morales stated that he believes that this facility should be available for our District residents first. Director Carrillo suggested a one-year period trial for the Facility Use to be limited to District residents only for private events. Ms. Malloy stated that we can incorporate the Directors suggestions into the policy and will report back in one year to provide an update of the program with the new changes. Information only. DIRECTORS COMMENTS There were no comments. STAFF COMMENTS Ms. Malloy stated that the Committee meeting scheduled for December 1, 2017 will possibly be canceled. Information only.
