LEGISLATIVE & PUBLIC OUTREACH COMMITTEE
MINUTES
Kelly Malloy, Public Affairs/Conservation Manager, called the meeting to order at
3:17 p.m. M r. Charles Roberts led the flag salute.
PRESENT: Directors: Carrillo, Smith
ABSENT: None
STAFF: Kelly Malloy, Public Affairs/Conservation Manager; Cecilia
Contreras, Senior Administrative Assistant
GUEST(s): None
PUBLIC COMMENTS
The Public Affairs/Conservation Manager declared the public participation section of
the meeting open at 3:18 pm.
There being no written or verbal comments, the public participation section was
closed.
APPROVE THE MARCH 4, 2016 COMMITTEE MEETING MINUTES
Ms. Contreras stated that there was a correction to the time the meeting was called
to order from am to pm.
M/S/C (Smith-Carrillo) to approve the March 4, 2016 Committee meeting
minutes as amended.
REVIEW DISTRICT OUTREACH EFFORTS
Ms. Malloy stated that she was going to present the items out of order on the agenda.
She reviewed the new look that the District is using for templates, covers, and
handouts; she went into detail about the social media engagement that the District has
been using through Facebook, Instagram, and Twitter and the challenges that come
along with those media outlets; that through boosts that the District can send out, it is
another way to reach out to our customers to inform them of what is currently going
on at and with the District.

2016 SPRING LEGISLATIVE UPDATE

Ms. Malloy provided an overview of the legislative activity that the District and it’s
legislative advocates are currently reviewing to include SB 814, SB 1350, AB 938, and
AB 2890; that these are addressing water issues adjusting from a drought emergency
to long term planning; and that the District is actively participating in working groups
with ACWA and the State Water Resources Control Board. Ms. Malloy stated that the
District is continuously monitoring the changes to the drought regulations.

Kelly Malloy, Public Affairs/Conservation Manager, called the meeting to order at
3:02 p.m. Mr. David Smith led the flag salute.
PRESENT: Directors: Carrillo, Smith
ABSENT: None
STAFF: Kelly Malloy, Public Affairs/Conservation Manager; Cecilia
Contreras, Senior Administrative Assistant; Stephanie Guida,
Community Relations Officer

PUBLIC COMMENTS
The Public Affairs/Conservation Manager declared the public participation section of
the meeting open at 3:02 pm.
There being no written or verbal comments, the public participation section was
closed.
LEGISLATIVE UPDATE
Ms. Kelly Malloy, Public Affairs/Conservation Manager, provided an overview of the
bills that the District and its legislative advocates have been involved in; that District
representatives have been participating in group discussions through ACWA and CSDA.
Ms. Malloy reviewed AB 779, AB 1520, AB 1928, AB 2087, SB 1069, SB1298, drinking
water fees, minimum wage increase, and the 2016-17 State Budget as it relates to the
Recycled Water Proposition 1 funding.
Ms. Malloy stated that with this upcoming election, there may be a lot of changes
taking place and would like to schedule meetings with the field office representatives
of newly elected or incumbents after the election has completed.

CANCEL DECEMBER 2, 2016 LEGISLATIVE AND PUBLIC OUTREACH COMMITTEE
MEETING
Ms. Malloy requested to cancel the meeting due to a scheduling conflict with the
Annual ACWA conference; and the meeting would be scheduled for some time in
January or February after the new legislative session begins.
