MINUTES
Kelly Malloy, Director of Strategic Services, called the meeting to order at 1:02 pm. Mr.
Smith led the flag salute.

PUBLIC COMMENTS
The Senior Administrative Assistant declared the public participation section of the
meeting open at 1:03 pm.
There being no written or verbal comments, the public participation section was closed.
APPROVE THE DECEMBER 21, 2017 COMMITTEE MEETING MINUTES
M/S/C (Carrillo-Smith) approved the December 21, 2017 committee meeting
minutes as submitted.
FACILITY USE UPDATE
Ms. Malloy provided information regarding the facility use to date, including the
upcoming Highland Chamber-Evening Under the Stars Event; she provided information
regarding the change in policy to only rent the facility to local government agencies
and residents within the District; and that this change is very effective in the success
of the facility rental.

LEGISLATIVE UPDATE
Ms. Malloy stated that due to the abundance of proposed bills, the District is prioritizing
its efforts; she reviewed the list of bills that are being monitored and discussed the
impacts and benefits of the District’s position including that the District is continuing
to watch the water tax, proposed changes to service disconnection; and that staff is
staying very involved in conversations regarding these items.

CONSERVATION UPDATE
Ms. Malloy gave an update that the District is promoting conservation workshops to our
customers; that the Weather Based Irrigation Controller Direct Install program is very
successful. Ms. Malloy stated that the rebate programs are still in effect and that the
Districts’ Demonstration Garden is in the process of being restructured; and that the
toilet distribution program will be held on June 2, 2018 at the Sterling Natural Resource
Center site.

OUTREACH UPDATE
Ms. Malloy reported on the District’s outreach efforts including distribution of program
handouts in bills and the Sterling Natural Resource Center. That the District’s recent
tour was a success; that the District is hosting the Annual Inland Solar Challenge Event;
that the Internal Communication Committee discussed the proposed website redesign.
Ms. Malloy provide an update on the outreach efforts for Sterling Natural Resource
Center. She stated that the District is currently working on a historical video which
showcases the evolution of the District from 1954 to the present and have included
information from the Kiel and Wright family history.

CANCEL JULY 6, 2018 MEETING
The members of the committe discussed cancelling the July 6, 2018 meeting and
rescheduled the meeting for July 13, 2018 at 1pm.

SET THE DAY AND TIME FOR HOLDING RECURRING COMMITTEE MEETINGS
The Committee discussed and established that they will meet the first Friday of every

In June 2018, new p ermanent cons ervatio n guidelines were s igned into law b y G o verno r Brown. T hro ugh
ap p ro val of S B 606 and AB 1668, the S tate Water R esources C o ntrol Board and the C alifo rnia Department of
Water R es o urc es must no w take s teps to adopt regulations s o that water agency's c an have new water-us e
o b jectives estab lis hed by November 1, 2023.
Ad d itionally, there are cons ervation meas ures that remained in p lace fro m the rec ent dro ught. W hile many of
thes e regulations are triggered with a drought dec laratio n, s o me remain in p lace permanently. S p ecific ally,
cons ervation meas ures that relate to home o wners as s o c iations are p ro tec ted in o rder to prevent residents from
b eing dis couraged to have water efficient land s caping, inc luding artificial turf.
In an effort to c ontinue enc o uraging c onservation, the Dis tric t is p rep aring for a s ec ond toilet d istrib utio n event.
T he initial event in June was highly succ es s ful and rec eived pos itive feedbac k from the c o mmunity.
Ad d itionally, the weather-bas ed irrigatio n c o ntro ller d irect installatio n p rogram continues to maintain high levels
o f interes t. T his rebate d irec tly as s is ts c usto mers with adjus ting their irrigation times whic h s upp o rts the effo rts
o f bud get b as ed rates.
Lo o king ahead at F is cal Year 2018/19, staff is p rep aring for additio nal outreach p ro jec ts, inc luding the
enhanc ement of plant name s ignage in the demo nstration gard en to c o mp liment the upgrad es that took plac e in
F Y 2017/18. Additionally, the Dis tric t is lo o king to ho st a community event at the Head q uarters F ac ility whic h
will s erve to maintain c o mmunic ation with residents while encouraging water us e effic ienc y in a fun and creative
manner.

T he District c o ntinues to enhanc e the c o mmunic ation efforts . T his includ es preparation, training, creative
d evelopment, and p rovid ing project sup p o rt.
During F Y 2018/19, the Dis trict will b e updating multiple c o mmunications documents . F irs t, the S trategic
C o mmunic ation P lan will be updated to reflect are higher level p erspec tive and approach to outreac h. T his
d o cument will be des igned to b e helpful fo r s taff within and o uts id e o f the P ublic Affairs team in o rder to
enc o urage maintenanc e and s up port of the Dis tric t's b rand .
Ad d itionally, the emergency planning d o cuments will als o b e up d ated this fis c al year. T he Emergenc y R es p o ns e
P lan, Hazard Mitigatio n P lan, and Vulnerab ility As s es s ment are all d oc uments that will be useful in p lanning for
and res p o nding to emergenc y's within the District. T his will b e sup p o rted b y an Issues Management To o lkit,
which s p ecific ally relates to the c o mmunic ation needs o f p o tential emergencies identified in the planning
d o cuments.
O nce the planning doc uments are p rep ared , then there will be an effo rt to ensure that staff and the Board are
familiar with this tools and c o nfident in their ab ility to s up port thes e efforts in their s p ecific ro les. T his may
inc lude training's o n presentatio ns , writing, interac ting with the community, and res p o nding in emergencies.
In o rd er to imp lement these efforts in a world class manner, the District will continue to c o nsider c reative ways
o f c o mmunic ating with target audienc es . A portio n o f this effo rt will continue to enhance internal communicatio n
metho d s into d aily o p erations. Ad d itionally, it will b e engaging with c o mmunity memb ers through spec ial events ,
s o cial media, c o mmunity o rganizatio ns, c o mmittees, and o ther metho d s .
Unders tand ing the intentions o f c o mmunication is critical to its s uc ces s ful delivery. T he Dis tric t's outreach effo rt
will provide sup p o rt to the various p ro jec ts taking place. Namely, the S terling Natural R esourc e C enter will
req uire extens ive community outreach to enc o urage c o mmunity involvement and to ens ure that the Dis tric t s erves
as a reliable res o urc e fo r projec t info rmation.
With these priorities for the upc o ming year, the Dis tric t will c ontinue to have an active outreach effo rt fo r o ur
community.
