MINUTES
Kelly Malloy, Director of Strategic Services, called the meeting to order at 3:02 pm.
Mr. Smith led the flag salute.

PUBLIC COMMENTS
The Senior Administrative Assistant declared the public participation section of the
meeting open at 3:03 pm.
There being no written or verbal comments, the public participation section was
closed.
APPROVE THE DECEMBER 21, 2017 COMMITTEE MEETING MINUTES
M/S/C (Carrillo-Smith) approved the December 21, 2017 committee meeting
minutes as submitted.
CONSERVATION UPDATE
Ms. Malloy gave an update that the State Board will be holding their hearing about the
conservation legislation in March or April which allows time for comments; that the
District is still encouraging conservation with our customers and continues to report
the water production numbers to the State. Ms. Malloy stated that the rebate
programs are still in effect and that the Weather Based Irrigation Controller Direct
Install program is so successful that District staff will be recommending to amend the
current contract to be able to keep up with the increase of participation; that the
District is also considering a toilet distribution program.

LEGISLATIVE UPDATE
Ms. Malloy stated that the bill entry deadline was February 16 and that there are 113
bills being monitored. She reported that the District is watching closely on the water
tax, proposed changes to service disconnection, union legislation, fees for granny flats
and park bonds; that staff is staying very involved in conversations regarding these
items.

OUTREACH UPDATE
Ms. Malloy reported that the District is continuing to boost their social media and
posting more consistently; that the District’s Clerk is promoting for individuals to sign
up to receive agenda notifications to allow residents to learn about District activities;
that as we continue to maintain the District brand, the next step is to help staff with
internal communication. Ms. Malloy stated that an Internal Communication
Committee was formed which includes staff from every department to come up with
ways to share information and to help staff feel confident about knowing about the
District. Ms. Malloy also gave an update on the outreach efforts for Sterling Natural
Resource Center.

T he District c ontinues to maintain a s uc cessful F ac ility R ental P rogram, offering the Headquarters facility for
private events including weddings , anniversary parties , recognition events, and c ompany retreats.
In 2017, the Dis tric t amended the polic y to limit events to Dis tric t cus tomers and add a contrac ted s erver for
events with alcohol. T hes e adjus tments have enhanced the succ es s of the programs and resulted in pos itive
feedback from the c ommunity. C urrently, the fac ility has events sc heduled every weekend through mid-
December with the exception of three weekends, to allow for s cheduled facility maintenance. C ommunity
members are already s cheduling events for 2019 as well.
T he District has begun c ontracting with Bartender G irl, a professional serving c ompany.T his addition s upports
s afe and respons ible events , while relieving a friend or family member from having to monitor alc ohol
cons umption. Event participants welc ome this enhanc ement to the program.
Additionally, s taff is working to inc orporate F acility R ental c os ts into the Dis tric t's financial s ystem in a manner
that eas es the creation of c os t acc ounting reports. C urrently, s taff compiles a number of different reports to
evaluate the c os t effectivenes s of the program.
T he District continues to receive overwhelmingly positive feedback regarding this program. I t has proved to be a
much needed amenity for this community.

Efficient use of water continues to be a s tatewide topic of dis cus s ion. T he Dis tric t continues to enhanc e
programs in an effort to as s is t cus tomers throughout the service area increase their knowledge and use of
cons ervation tec hniques.
C urrently, the Dis tric t's cumulative water us e reduction compared to 2013 is 9%. T his figure highlights the
effectivenes s of permanent changes made by the c ommunity during the drought, even though we have
experienced an warm and dry winter. S taff continues to promote attendance at free workshops , partic ipation in
the no-cost weather-bas ed irrigation program, and providing eas y tips through paid advertisement and s ocial
media. T he District is preparing for a pilot event, to as s es s the interes t in toilet distribution events for
community members with little to no outdoor water s avings potential.
