MINUTES
Kelly Malloy, Public Affairs/Conservation Manager, called the meeting to order at
12:30 pm. Mr. Morales led the flag salute.
PRESENT: Directors: Carrillo, Morales
ABSENT: None

PUBLIC COMMENTS
The Senior Administrative Assistant declared the public participation section of the
meeting open at 12:31 pm.
There being no written or verbal comments, the public participation section was
closed.
APPROVE THE DECEMBER 1, 2017 COMMITTEE MEETING MINUTES
M/S/C (Morales-Carrillo) approved the December 1, 2017 committee meeting
minutes as submitted.
LEGISLATIVE PLATFORM
Ms. Malloy reviewed the revised draft Legislative Platform with the comments
incorporated from the last committee meeting.
Director Carrillo and Director Morales gave some additional comments and stated that
they were good with the changes made and look forward to the completed document.
Ms. Malloy stated that she will incorporate these last comments and will be providing
this document at the January board meeting for approval.

There were no comments.
STAFF’S COMMENTS
Ms. Malloy stated that the District’s legislative lobbyist will be presenting an update
at the January regular board meeting.

T he Dis tric t c ontinues to maintain a water c onservation program that emphas izes p artners hips and continual
educ ation.
T he S tate Water Bo ard c ontinues the efforts to c o nsider adopting p ermanent prohib itions o f wasteful water
practices as direc ted in G overnor Bro wns Executive O rders B-37-16 and B-40-17. T his effo rt is part o f a
broader framework to make cons ervation a C alifornia Way of Life and to s trengthen loc al drought res ilienc e.
T he following was teful prac tic es are propos ed to be permanently prohibited:
Us ing potable water to hose off sidewalks, driveways , and other hards capes;
Allowing more than incidental runoff when irrigating turf and other ornamental landsc apes ;
Us ing hos es without automatic s hutoff nozzles to wash motor vehic les ;
Us ing potable water in ornamental fountains or decorative water features that do not recirc ulate the water;
Irrigating turf and ornamental lands cape during and within 48 hours following measurable rainfall;
Hotels and motels laundering to wels and linens d aily without p ro viding gues ts the o p tion o f us ing them
again;
During a d ro ught emergency, the serving o f drinking water in res taurants and b ars witho ut it being
requested; and
As of January 1, 2025, irrigating turf on public street medians and parkways.
T he S tate Water Board propos ed the p ro hibited water uses to the Bo ard in Novemb er and allowed public
comment through Dec ember. C o nsideratio n o f the p ro p o s ed regulatio n was sc heduled fo r F ebruary 20, 2018
but was p o s tponed to allow ad d itional time fo r comments on changes made to the p ro p o s ed regulations . No
date has been s et for final Board c onsideration of the prohibitions agains t certain wasteful water us e prac tic es .
W hile these regulation changes are being p ro p o s ed , the Dis tric t c ontinues to promote various rebate programs
and works hops. T he Weather-Based Irrigation C ontroller P rogram c o ntinues to b e popular. Inc reas es in
cus tomer participation c o ntinue to be direc tly correlated to c o ntent inc luded in d irect mailers and bill ins ert
material. A s eries of works hops have been sc heduled to promote water use efficiency within the c ommunity.

T he District maintains an ac tive legis lative program throughout the year, with varying degrees of engagement
depending on the legis lative c yc le and spec ific initiatives .
Beginning on January 3, when the Legis lature rec o nvened until F eb ruary 16, bills were introduc ed in both
hous es . As a res ult o f this deadline, the Dis tric t has develo p ed a list of 113 b ills that are b eing monitored based
on the adopted Legis lative P latform.
Additionally, the G overnor's Bud get was releas ed in January which includ ed a bud get trailer b ill that would
es tablish a water tax without having to fo llo w the legis lative ap p ro val proc es s . T he Dis tric t is working with our
advoc ates in S acramento and actively c oordinating with AC WA and C S DA regarding this matter.
S taff will c o ntinue to engage is legis lative activities and provid e updates to the C ommittee and G overning
Board.

development o f a C o mmunic atio ns C ommittee, which cons is ts of representatives from eac h department. T he
mis s ion o f this group will be to enhanc e internal communic ation and identify the mo s t effective metho d s to
provide s taff with the resources needed to s hare cons is tent information.
Additionally, external communic ation efforts have varied bas ed on the s pecific needs of projects and programs .
Utilizing the broad range o f to o ls available, the District c an interac t with stakeho ld ers inc luding res idents ,
property o wners , lo cal b usines s es , and other government agenc ies . We c o ntinue to be proac tive in outreac h
and to s trive to enhance engagement opportunities .
