Active engagement in the legis lative pro cess is imp erative to public adminis tratio n. T he d ecis io ns mad e b y
elected o fficials and s taff shap e the day-to -d ay ac tivities of the Dis trict. In o rd er to remain engaged in the
d is cus s io ns taking p lac e 500 miles away, the Dis tric t works closely with T he O nate G roup and Q uintana, Watts
& Hartmann. O ver the c o urse of the c urrent legis lative s es sion the primary effort remained foc us ed o n
alternatives to a p ro posed water tax. T his to p ic required extens ive o utreac h to the legis lators to voic e the
Dis tric t’s o p p o s itio n and c o ns id eration of other o p tio ns. Ultimately, the effo rt was defeated with a c ompromis e
imp lemented that would es tablis h a program using G eneral F und s .
As the year begins to wind d o wn, there are a few important upc o ming d ates to keep in mind:

Ad d itionally, a numb er of p revious legis lative items are navigating thro ugh the regulatory implementation proc es s .
AB 401 es tablished a target fo r the evaluation and plan for implementation o f an affo rd able rate program. T he
S tate Water R es o urces C ontrol Bo ard continues to d is cus s the lo ng-term c o ns ervatio n regulatio ns and rep o rting
req uirements .
T he level o f involvement and engagement in is s ues is guid ed b y the ado p ted Legis lative P latform. T his
d o cument p rovid es p illars fo r the p hilo s o p hy and approach o f the Dis tric t while providing the flexib ility to
res p o nd to circ ums tances as they unfold. During the winter recess, s taff will work with the C o mmittee and
legislative advo cates to review the Legis lative P latform to ens ure that it remains consistent with the polic y
d irectio n of the G o verning Board .

Eas t Valley Water Dis tric t provid es es sential servic es to the c o mmunity. R eliability d uring emergency and no n-
emergenc y times requires extens ive preparatio n. A critical element of this effort is taking s teps to prepare for
emergenc ies before they hap p en and to identify areas of imp rovement that can be inc o rporated in future C ap ital
Improvement P ro grams .
T he Dis tric t c o ntinues its efforts to wo rk with Arc ad is to gather information and b egin as s essments for the fo ur
d ifferent emergency p lans inc luding the R isk and R es ilienc y Assessment, Hazard Mitigatio n P lan, Emergenc y
R es p o ns e P lan, and the T hreat and Hazard Id entificatio n and R is k As s essment. T hes e p lans are being
completed concurrently in order to maximize info rmatio n cons is tenc y and to comp lete nec es s ary doc uments
within the regulato ry approval req uirements . T hes e s ep arate plans c o ns id er the risks both man-mad e and natural
to the operation of the Dis tric t and the s teps that c an b e taken to bo th prevent and res p o nd to those typ es of
inc id ents .
Ad d itionally, the District has p rep ared an up d ated S ewer S ystem Management P lan, whic h must b e up d ated
every five years . T his d o cument is bas ed on res ults from the S ewer S ys tem Mas ter P lan and d es c rib es the
s ystem, o p erational programs and p o lic ies , emergency res p o ns e p lans , and o ther essential elements to
maintaining both s taff and the pub lic 's s afety while operating a was tewater collec tion s ystem. T his up d ate was
completed through the cooperative effo rt o f an internal team cons is ting o f members of the Engineering,
O peratio ns , and P ublic Affairs Departments .
C o mp letio n of thes e p lanning and p rep aration doc uments are a valuab le exercise in und erstanding the d ay-to -d ay
o p erations of the Dis tric t and ho w tho s e elements c o uld b ecome d is rupted in an emergenc y. T hese res ults will
continue to be inc o rporated into training p ro grams , p o lic y d evelopment, and ind ividual program imp lementatio n.
W hile thes e p lans are in the development proc es s, the Dis tric t c ontinues with emergenc y prepared nes s efforts ,
inc luding partic ip ation in the upc o ming G reat S hakeO ut and regio nal training opportunities . As we id entify
o p p o rtunities to enhanc e our ap p ro ac h to preparatio n we cons id er whether it is b es t implemented immediately or
thro ugh a lo ng-term plan.

F acebook, Twitter, and Ins tagram, the Dis tric t p ro vides the public with S terling Natural R es ource C enter projec t
b enefits and pro gress , news up d ates, community event informatio n, conservation tips , rebate p ro gram
information, and servic es available to c us tomers. S taff is currently developing a S o c ial Media S trategy, to
maximize the effec tiveness of p o s ts and to us e s taff res ourc es as effic iently as p o s s ib le. Bill ins erts are o ne of
the mos t effective outreac h o utlets . By inc luding outreac h materials in the water bill, the Dis trict ens ures
community members within the s ervic e area rec eive and engage with the ins ert. I n the mo s t rec ent bill ins ert,
res id ents rec eived informatio n regarding S mart Irrigation Mo nth. Additionally, the Dis tric t continues to advertis e
in the loc al news pap er year-ro und. Ad vertis ements typ ically foc us o n multiple campaigns . T he c urrent campaign
invites res id ents to regis ter for the upc o ming C ons ervation Wo rksho p : Designing Your Dream Land sc ap e and
informs c usto mers of the upc o ming lo nger billing c yc le in Augus t.
In c ultivating effec tive outreac h efforts , the Dis tric t c o nsiders divers ity within its s ervic e area and their
d ifferentiating c o mmunic ation p references , bac kgrounds and p rimary language. As res ult, the Dis tric t no w
p ro vides its most c ritical o utreac h materials in multiple languages .
