T he District maintains an ac tive legis lative program throughout the year, with varying degrees of engagement
depending on the legis lative c yc le and spec ific initiatives .
Beginning on January 7, when the Legis lature rec o nvened until F eb ruary 22, bills were introduc ed in both
hous es . As a res ult o f this deadline, the Dis tric t has develo p ed a list of 14 b ills that are being monitored based
on the adopted Legislative P latfo rm. T his lis t will continue to change as d is cus s io ns bec o me mo re c lear, and
the potential impac ts to the District are better understood.
Dis cus s ions have c o ntinued regard ing key topic s includ ing a potential water tax and the effo rt to d evelop a
s tatewide affo rd ab le rate program. Legis lative advo c ates are actively engaged in thes e c o nvers ations o n a
variety o f levels , inc luding c o nveying the District’s o p p o s ition to a tax at a recent joint wo rksho p in
S acramento.
S taff will c o ntinue to engage is legis lative activities and provid e updates to the C ommittee and G overning
Board. C urrently, meetings are being coordinated for memb ers of this committee to attend offic e vis its in
S acramento in early Marc h.

S terling Natural R esource C enter
T he District's 65th annivers ary is an opportunity to highlight his toric al events. T his theme will be p res ent in key
documents and activities . Items s uc h as the email signatures, b udget document, P ipeline newsletter, bill inserts ,
print advertisements, promotio nal material, and other single event communic ation material are an id eal platform
to celebrate this miles tone.
S taff continue to work with the pub lic relations firm, Idea Hall to develo p a S trategic C o mmunicatio ns P lan. A
bas ic element o f this effo rt inc ludes the development o f a Brand ing G uide which c an s erve as a reference tool
for s taff when develo p ing new materials . Additio nally, this effo rt will look at the most effective way to s hare
project updates and mes s ages with both internal and external stakeholders .
T he S terling Natural R esource C enter is an important projec t that requires on-going outreac h efforts . Webs ite
content is being up d ated to reflec t the changing status of the p ro ject. T he community in encouraged to watc h
cons truction p ro gress through the c amera feed whic h s hows the time-lap s e of progres s . Additio nally, s ocial
media, bill ins erts , and p rint ad vertis ements are being utilized to promote a c o nsistent level of information
regarding the projec t.
It is important that we cons id er the intend ed audienc e o f outreac h material. T he Dis tric t interacts with a broad
range o f individ uals with d iffering tec hnic al background, p rio rities, and c o nc erns. Unders tanding who we are
communic ating with allo ws us the ability to tailo r o ur mes s aging to maximize the o p p o rtunity for relations hip
building.

Maintaining efficient water-us e as a way of life c o ntinues to be the Dis tric t's foc us. T he water s eas o n is on
trac k to exc eed the average annual rainfall, with s now pack continuing to remain at healthy levels.S taff
continues to s ub mit monthly water c o nservation rep o rts, which s ho w that the community implemented
permanent water saving measures .
In an effo rt to maintain interes t in this topic d uring non-emergency times , the Dis tric t c o ntinues to host a
number of ac tivities that provid es opportunities to interac t with the community. C urrent c o nservation events
inc lude:

S tudent P oster C ontest
P artic ipation in c ommunity event
C ustomers c ontinue to have an interes t in rebate programs. T he Dis tric t is monitoring partic ipation to better
unders tand the programs that p ro vide the most o p p o rtunity fo r water s avings , p ro vide a res o urc e to encourage
water use efficiency, and minimize the up front costs o f implementing c o nservation measures . T he Weather
Based Irrigation C o ntro l (W B I C ) direc t ins tallatio n program continues to have c usto mer interes t, with
cons is tent positive feedbac k from participants. T he Toilet Dis tribution Events have also been very well
received.
T he Dis trict continues to look fo r new and innovative opportunities to enc o urage efficient water use and to
s erve as a res o urc e for tho s e looking for additional informatio n. Alo ng with these p ro grams, s taff is monitoring
the d evelopment of p ermanent cons ervatio n mand ates and other programs that imp act the definition of
acc eptable use of potable water.
