S pec ifically, the S tafford Ac t requires s tate, lo cal, tribal, and territo rial governments to develo p and ado p t F EMA-ap p ro ved Hazard Mitigatio n P lans as a cond itio n for receiving c ertain typ es of non-emergency dis as ter as s is tance. T he F ederal Emergenc y Management Agency (F EMA) and C alifo rnia O ffice o f Emergency S ervices (C al O ES ) req uire communities and organizatio ns to d evelop and maintain a Hazard Mitigatio n P lan (HMP ). T his p lan allows the District to b e eligible for grant as sistanc e after a d is as ter and is to b e up d ated every five years and s ub mitted to F EMA for review and ap p ro val. T he HMP is the only emergenc y related plan that is available fo r pub lic review, however with the additio n o f informatio n req uired b y the Americ an Water and Infrastruc ture Act o f 2018's R isk and R esiliency Assessment, s ensitive portio ns of this doc ument have been red ac ted . T his community-driven, living d o cument examines vulnerabilities to natural and man-made hazard s and then id entifies strategies to red uc e or eliminate imp ac ts . Within the HMP is a review of p ro jects c o mp leted within the las t five years, rec ent natural and man-made events, and mo s t recent s cientific d ata o n hazards whic h is then us ed to d evelop the Hazard Mitigation P lan’s s trategy to id entify and prioritize the most effec tive mitigation ac tions . Muc h like other s trategic planning elements in p lace thro ughout the Dis tric t, the HMP inc ludes a series of meas urable go als and objec tives that facilitate succ es s evaluatio n and p ro ject p rogres s . In the Dis tric t’s c as e, the Hazard Mitigation P lan foc uses o n red uc ing damage to infras truc ture and interruptio n in c ritic al lifeline s ervic es that could be impac ted within the s ervic e area. Hazard mitigation p ro jects such as s ewer and main pipeline replac ement with earthquake res is tant material, c an help protect the community from the effec ts o f a d is as ter. A P lanning Team with rep res entatives from the Dis tric t’s internal p ro grams was develo p ed to provid e input to the document update. The District also hosted a Community Advisory Commission meeting which included inviting outside stakeholders to provide additional input. CalOES and FEMA have both reviewed the document and provided comments. The final step in the five-year process requires consideration of formal approval by the Governing Board. Meeting Date: October 8, 2020 To: LEGISLATIVE AND PUBLIC OUTREACH COMMITTEE From: Director of Strategic Services Subject: Community Advisory Commiss ion Vacancy Update BACKGROUND / ANALYSIS: The District strives to maintain high degrees of engagement with the pub lic. Input from residents is a key part of the planning process for District operations. The Community Advisory Commiss ion provides an opportunity for a group of res idents to discuss projects and programs of interest. Over the last few months, the District called for application submiss ions to fill vacancies on the Community Advisory Commission. As a result of the process, staff is recommending the fo llowing appo intments: Reappointment of Current Commiss ioners: Vincent Laster Dr. Pamela Miller Fred Yauger Appo intment of New Commiss ioners: Dr. Alan Kay Gail Shelton All ind ividuals recommended for appo intment are highly motivated members of this community that have taken an interest in the future of the District. This item is scheduled for consideration at the October 14 Board meeting. If approved, the new Community Advisory Commission would meet in November. Meeting Date: October 8, 2020 To: LEGISLATIVE AND PUBLIC OUTREACH COMMITTEE From: Director of Strategic Services Subject: Sterling Natural Resource Center Update RECOMMENDATION: This item is for information only, no action is recommended at this time. BACKGROUND / ANALYSIS: Construction activities continues for the Sterling Natural Resource Center. Since the project is using the progressive design-build model, construction continues while design efforts are underway in a collaborative team environment with the project partners. The design team is incorporating the bio-energy enhancement into the various elements of the treatment process, offsite improvements, and pipeline. Efforts continue to work through the various regulatory approvals necessary for the project, working closely with Southern California Edison, the Regional Water Quality Control Board, and the cities of Highland and San Bernardino. This is an on-going process in tandem with the construction effort. The District continues to provide information through website content, social media posts and bill inserts. Additional outreach is being sent bi-monthly to residents living in the vicinity of the site. Maintaining dialogue with the community in spite of the C OVID restrictions and gathering limitations. Bill inserts c o ntinue to be one of the mo s t effective o utreac h outlets. By inc luding informational materials in the water bill, the Dis trict ensures community members within the s ervic e area have information readily acc es s ib le and are enc ouraged to engage with the District as a res ult o f the ins ert. Additionally, the D istrict is involved in a number of construction projects within the service area. A focused effort is undertaken on each project to inform residents that could have their service directly impacted along with residents that could be indirectly impacted by lane closures or equipment staging. T he Dis trict works clos ely with T he O nate G roup and R esolute who are b as ed in S ac ramento and have excellent wo rking relations hips with regulato ry agencies, elected officials , and ad minis tration s taff. Due to C O VID-19, the legislative session has b een s ignificantly d ifferent than a typic al year. T he legis lature s us p ended ses s io n twic e due to elected officials and their staff being c o nfirmed to have c ases o f C O VID-19. T his has s ignific antly c o mp ressed time for req uired hearings lead ing up to an Augus t 30 c ons titutional dead line. C O VI D-19 als o had signific ant impacts o n the revenue projec tio ns fo r the F isc al Year 2020-21 S tate Budget, resulting in the need to p rep are fo r expend iture cuts . T his includes addressing the ability to disconnect utilities for delinquency during and immediately following an C O VI D -19 emergency, and the impacts that this has on both water agencies and property owners. S taff will c o ntinue to work c lo s ely with legis lative advoc ates in S ac ramento. T hrough the District’s member in AC WA and C alifornia Municipal Utilities As s o ciation (C MUA), staff is rec eiving b riefings , p artic ip ating in wo rking gro ups , and advo cating fo r regulatio ns and legis latio n that c o uld impac t our c ommunity. Additio nally, the Dis trict is monito ring ac tivity for the upc oming G eneral Elec tio n in November. T his inc lud es the rac es for As s embly and S enate seats alo ng with ballot initiatives. T hes e res ults will shap e the topic s fo r d isc uss io n in the next two-year s es s ion which begins in January 2021.
