C o ns tructio n activities continue fo r the S terling Natural R es ource C enter. S inc e the p ro ject is using the
p ro gres s ive d esign-build mo del, c o ns truc tion c o ntinues while d es ign efforts are underway in a c ollaborative
team environment with the p ro jec t p artners . In recent weeks , the construc tio n has reached the highes t p oint on
the pro ject. T he d esign team is incorp o rating the bio-energy enhancement into the vario us elements of the
treatment p ro c es s , comp leting des ign of o ffsite imp ro vements , and ins talling pip eline to the rec harge b as ins .
Effo rts continue to work through the various regulato ry ap p ro vals nec essary for the p ro jec t, wo rking c lo sely
with S outhern C alifornia Edison, S outh C o as t Air Q uality Management Dis tric t, C alTrans , Metropolitan
Water Dis trict, R egio nal Water Q uality C o ntrol Bo ard , and the c ities of Highland and S an Bernard ino . T his is
an o n-going p roc es s in tand em with the construc tio n effo rt.
T he Dis tric t c o ntinues to provid e info rmatio n through webs ite c o ntent, s ocial media posts , and b ill ins erts.
Ad d itional outreach is b eing s ent bi-monthly to res id ents living in the vicinity o f the s ite. S taff maintains
d ialo gue with the community in s p ite o f the C O VI D res trictio ns and gathering limitations , es p ecially res idents
d irectly adjac ent to the facility.

O ver the p as t four years, the District’s branding and c reative des ign has evolved to b etter engage, inform, and
c o nnect with the c o mmunity. To pro vide world-c lass servic e, the Brand S tandard s G uide has been develo p ed to
o utline the effec tive and standard appro ach fo r staff when develo ping external and internal c o mmunic atio ns .
Many pub lic agenc ies, bus ines s and c o mmunity gro ups ad opt a b rand s tandard to c reate cons istent
c o mmunic ations and b uild brand equity. Brand eq uity is the value p laced on a b rand in the minds of c usto mers,
s takeho lders, and community. Eas t Valley Water Dis tric t s taff have c reated the s tandards to help enhanc e the
District’s b rand equity and ens ure a unified voic e within the c o mmunity.

legis lative s es s io n which will soon adjo urn for s ummer rec es s . With C O VI D-19 c o ntinuing to imp act the 2021
s ession, many of the bills have failed to progress at the p ac e they would have in p revious years .
During this s es s io n, there have been s everal piec es o f legislatio n propos ed req uiring c areful attention relating to
c o nservatio n, water affo rdability and the C O VI D-19 pandemic . With June 4 as the dead line for introduc ed b ills
to mo ve out of their hous e o f o rigin, it is important to trac k bill status . S inc e this is the firs t year o f a two -year
c yc le, items can b e 1) revis ited next year as a two -year bill, 2) no lo nger cons idered, o r 3) s till moving through
legis lative proc ess this s es s io n. Ad d itio nally, Distric t staff is tracking and mo nitoring the S tate Budget, especially
given the us e of funds resulting from the current s urp lus in preparation for the June ad optio n deadline.

C ons is tent with the adopted Legis lative P latform, the Dis tric t has been ac tive p articipants in this legis lative
s ession to vo ice o ur p o s ition of thes e items. T his inc ludes p articipatio n in virtual meetings with elec ted o ffic ials
and s taff memb ers, d irect c o ntact b y the Dis trict’s legis lative ad vo cates , s igning o nto c o alitio n letters , and
s ub mitting individual agency letters of pos ition.
In addition to legis lative ac tivities , s taff c ontinues to mo nito r ac tivities relating to the C O VI D-19 emergency.
Many of the S tatewid e C O VI D-19 restric tions will s o o n to be lifted on June 15, as a result staff will continue to
monitor changing regulations and exec utive ord ers . O ne item of interes t in the s tatus o f the moratorium on
s ervice d is c o nnec tions , es p ec ially as it relates to add res s ing delinquent acc o unts and resuming s ervic e
d isc o nnec tions . S taff is ac tively p artic ipating in dis cus s io ns intended to distrib ute state and federal fund to assist
c usto mers negatively imp acted b y the p andemic.
