BACKGROUND / ANALYSIS:
T he Operations Dep artment us es a variety o f to o ls and metho d s to monito r and track all maintenanc e ac tivities
that oc c ur within the dep artment. T he attac hed monthly rep o rt p rovid es annual his tory activity of the mo s t c ritic al
items . The trac king of thes e items helps ensure that the d epartment achieves the go als and o b jec tives determined
to be imp o rtant fo r each year. A few imp o rtant items routinely tracked is water p roduction, water sourc e, and
energy us age. By c o mparing the p res ent year to the prior year on thes e items gives us key information regard ing
water us age, cons ervation effo rts , how effic ient energy is us ed within the Dis trict as well as p ro viding valuab le
info rmatio n us ed to develop the next years ’ o p erating bud get.
A numb er of maintenance ac tivities are als o trac ked and mo nitored s uch as leak repair, valve and fire hyd rant
maintenance, sewer main line cleaning and s ewer main line c amera. Mos t of the ac tivities are ro utine and
p reventative maintenance that is p erformed every d ay to maintain and ens ure that the Dis tricts infras tructure is in
top shap e. Every year maintenanc e ac tivities are p ro grammed fo r c o mp letio n and the monthly monito ring ensures
the goals are met. Leak rep air is a reactive ac tivity and us ually as s o ciated with aging water pipes . Trac king leak
repairs p ro vides valuable insight into the areas that are in mo s t need of cons idering a Cap ital Imp ro vement
Pro ject.

RECOMMENDATION:
T his repo rt is pro vided to the Engineering and Op eratio ns Co mmittee fo r review and c o mment.
BACKGROUND / ANALYSIS:
T he c urrent Development Guidelines and Proc edures Manual was c reated in 2015 and approved b y the Bo ard on
No vember 18, 2015. The manual was modeled after one in us e b y a neighboring water district. The proc edures
o utlined in the manual have been a go o d s tarting po int ho wever as the manual has been us ed , it b ec ame apparent
that refinements were need ed to tailor the proc esses and pro cedures to more spec ific ally reflec t the Ideals and
Endeavo rs es tab lis hed by the Dis tric t.
T he majo rity of c hanges p ro p osed are effo rts to remove repetitivenes s within the doc ument and to streamline the
p roc es s es to make them clear and s imp le. Also ad ded to the manual is an Engineer’s Co s t Es timate fo rm which
will als o be us ed to es tablis h d eposit amo unts that will b e used for p lan c hec k and inspec tio n c os t rec o very
s ervices .
Developers may be req uired to enter into Develo pment Agreements with the Dis trict depend ing upon
infras truc ture need s to sup p ort the development. This agreement form has b een revis ed and reviewed b y the
Dis tric ts legal couns el. Development Agreements will be required and approved at the d is cretion of the General
Manager.

MINUTES
Ms. Van Meter called the meeting to order at 2:30 p.m. and Mr. Milroy led the flag salute.
PRESENT: Directors: Coats, Shelton
ABSENT: None
STAFF: Steve Nix, Director of Engineering and Operations; Patrick Milroy,
Operations Manager; Brenda Van Meter Administrative Assistant
GUEST(s): None
PUBLIC COMMENTS
Ms. Van Meter declared the public participation section of the meeting open at 2:30 p.m.
There being no written or verbal comments, the public participation section was closed.
APPROVE THE JULY 25, 2016 MEETING MINUTES
Director Coats and Director Shelton approved the minutes for the July 25, 2016 meeting.
APPROVE THE SEPTEMBER 26, 2016 MEETING MINUTES
Director Shelton approved the minutes for the September 26, 2016 meeting and Director
Coats abstained.
OPERATIONS & MAINTENANCE UPDATE
The Operations Manager presented an update on maintenance and production activity
during September. He indicated that the charts represented the source of water used
production and the volume of water produced. The report also included an update on
maintenance activity throughout the District, noting the amount of after-hours calls,
number of hydrants flushed, and the number of leaks repaired.
DISCUSSION ON QUARTERLY ENGINEERING AND OPERATIONS COMMITTEE MEETINGS
The committee discussed the frequency of future committee meetings. After some
discussion, the committee agreed to meet every other month beginning January 23, 2017.
The committee will not hold any further meetings in 2016 due to upcoming holidays.
