MINUTES
Ms. Duran called the meeting to order at 2:30 p.m. Mr. Morales led the flag salute.
PRESENT: Directors: Morales, Goodrich
ABSENT: None
STAFF: Jeff Noelte, Director of Engineering & Operations Patrick Milroy,
Operations Manager; Martha Duran, Senior Administrative Assistant;

PUBLIC COMMENTS
Ms. Duran declared the public participation section of the meeting open at 2:30 p.m.
There being no written or verbal comments, the public participation section was closed.
APPROVE THE NOVEMBER 27, 2017 ENGINEERING AND OPERATIONS COMMITTEE MEETING
MINUTES
Director Morales asked for a clarification on whether a motion and second was required as
there are only two Directors present for these meetings. Ms. Duran will inquire with the
District Clerk and provide an answer to the Directors. Both Directors motioned to approve
as submitted. The minutes were approved.
SET THE DAY AND TIME TO HOLD RECURRING COMMITTEE MEETINGS
Mr. Noelte stated that in the past the meetings were held on the 4th Monday every other
month and recommended that the committee continue the course of that schedule. The
committee agreed. Ms. Duran will ensure the committee calendar is updated to reflect this
schedule.
OPERATIONS AND MAINTENANCE UPDATE
Mr. Milroy presented the Operations and Maintenance Update. He explained that this report
is also provided monthly with the General Manager’s report, but wanted to provide some
explanation in more detail. He stated that there are approximately 8,000 valves in our
system that staff rotates exercising throughout the years, and reviewed the various section

of the maintenance and operations reports in detail. When asked about where we find out
about leaks, he responded that our best information about leaks typically comes from
customer reports.
ENGINEERING OVERVIEW FOR MAY 2018
Mr. Noelte presented plant 134’s hydro-electric completion. He stated that a high-pressure
turnout was built to provide high-pressure imported water (State Water Project) to the
hydro-electric generating equipment. The commissioning of this project took two weeks.
It will be important to watch water quality going forward since the organic of the imported
water varies, which impacts the formation of disinfection by-products like TTHM. Only
imported water can be used to generate electricity due to the high pressures needed.
The committee discussed the interconnection agreement with Southern California Edison as
it applies to the hydro-electric generators and the benefits of the cost savings involved.
State Water has a set price, but the availability can potentially change based on drought
conditions.

T he O perations Dep artment regularly inspec ts wells, res ervo irs and pump sites to determine what maintenance is
req uired to ensure maximum water produc tion and s torage capabilities. S taff bud gets nec essary fund s every
year fo r P lant rehab ilitation and maintenanc e. P lant 28 was identified in fis cal year 2017-18 in need of
maintenanc e and up grad es .
P lant 28 is lo cated at 25385 C ourt street, the s o uth s id e o f C o urt s treet just wes t o f Del R o s a Ave. in S an
Bernard ino . T his site contains a ground water well that p ro duces approximately 1500 gallo ns per minute in the
lo wer zo ne. Do wns tream of the well there are four granular ac tivated c arb o n (G AC ) pressure vessels with
20,000 pound s of G AC mad e fro m c o conut s hell that remo ve Tetrac hloroethylene (P C E) b y adsorptio n. T he
vessels were ins talled in 1998 and were identified in need o f maintenance.
S taff inspec ted the vessels and d etermined the following defic iencies. T he internal coating s howed c o rro s io n and
rust, s o they were s andblasted and rec oated with NS F ap p ro ved epoxy. Exis ting internal filter nozzles were
p las tic and brittle; therefo re, they were rep lac ed with s tainless s teel nozzles . Due to the failing external o p erating
valves and the vario us op erating modes , all 28 exterior valves were rep lac ed with uniform operation. Exterior
coating was p rep p ed and p ainted with Dis trict S tandard G ro use Tan.
Las tly, the ves s els eac h rec eived 20,000 p o und s of fresh G AC . T he ves s els were then sampled to ens ure the
water meets all water quality s tand ard s and placed b ac k into servic e.
T he p ro jec t d uration o f P lant 28 rehab ilitatio n was 3 months and a total cos t o f $96,000. T he new plant has an
anticipated life exp ec tancy of ano ther 20 years .
