MINUTES
Ms. Duran called the meeting to order at 2:32 p.m. and Mr. Milroy led the flag salute.

APPROVE THE JULY 22, 2019 ENGINEERING AND OPERATIONS COMMITTEE MEETING
MINUTES
The minutes for July 22, 2019 were approved as submitted with one correction.
RESERVOIR INSPECTIONS
Mr. Milroy, Operations Manager, presented a report regarding reservoir inspections. He
noted that Production staff is responsible for inspecting reservoirs, pumps, valves, etc., and
that these inspections are done daily, weekly, monthly, and annually depending on the site
and necessity. He further noted that a complete inside and outside tank inspection takes
place every five years. Mr. Milroy explained that the District has 18 large reservoirs and can
hold up to 30 million gallons of water. The District currently has about 25 million gallons of
water on hand. There is one underground tank and the rest of the tanks are above ground.
Mr. Milroy stated that in order to inspect the inside of the tanks, a certified diver is
required. The diver inspects the tank, takes pictures of areas that need attention, and
cleans the tank during the dive. The information provided by the diver allows the Operations
division to plan for future tank rehabilitation.
Director Morales asked about our seismic vulnerabilities in the tanks. Mr. Milroy stated that
the District has taken measures to secure some of the tanks and have included those that
need attention in the Emergency Response Plan, which is currently under review. Director
Goodrich asked if the testing is required due to legislation passed. Mr. Milroy stated that

the inspections are not legislation driven, but provide the District with information for
making decisions on Capital Improvement Projects. The inspection reports are also shared
with the Department of Health, showing that the District is following best practices for
reservoir inspection and maintenance.
ENGINEERING UPDATES
Mr. Milroy presented Engineering Updates on Mr. Noelte’s behalf.
Sterling Natural Resource Center (SNRC)
Concrete continues to be placed for influent pump station and aeration basins. Concrete
work has started on the headworks and membrane tank.
Plant 39-1
Plant 39-1 needs rehabilitation. Mr. Welborn assisted with an RFP process in preparation for
the rehabilitation. This yielded eight companies that could potentially assist. Staff has
selected three of the eight to continue in the process.
Disinfection Byproduct (2017 Water Quality)
TrussellTech was contracted to conduct bench testing using Plant 134 water to assess the
impact of various factors on the disinfection byproducts.
The Engineering and Operations divisions are working together closely to address the needs
of the District.

At the b eginning of this b udget year O p eratio ns s tarted working o n two imp o rtant projec ts . T he firs t p ro ject is
an upgrad e to the sec urity fence at Water Treatment P lant 134 to better pro tec t the critic al fac ility. App ro ximately
2,000 linear feet of 6-foot chain link fence was removed , and an 8-fo o t s ecurity wro ught iron fenc e has b een
installed . T he majo r c o nstruc tion is c o mp lete, with jus t a few p ending clean up items s uc h as to uc h up painting
and elec tric openers on the fro nt gate. O nc e completed, a tho ro ugh inspec tion will b e p erformed by staff. T his
p ro ject is on sc hedule and will b e 100% comp lete b y the end o f 2019.
T he s econd project underway is in-hous e water main rep lac ements . S taff identified seven different s treets with
und ers ized, 3-inc h P VC water mains with no fire p rotectio n o n the street. In the pas t thes e types o f projec ts
would go o ut to bid fo r a c o ntracto r to rep lace the water mains . T his b udget year it was determined that it wo uld
b e best to have s taff tackle some o f thes e water main p ro jec ts. To date, s taff has ins talled o ver 1,000 linear feet
o f new 6-inc h ductile iro n p ip e and fo ur new fire hyd rants , c o mp leting four of the s even s treets . C rews are
currently wo rking o n the fifth s treet and p lan to comp lete the sixth street b y the end of the c alend ar year. T he
s eventh and final s treet is under Engineering review and in the planning stage. T he las t s treet will be s ched uled at
the beginning o f 2020.

T he Dis tric t is hosting a pilot study by Nanos tone Water. T he p urpos e o f the pilot study is to valid ate the
o p eratio n o f the Nanos tone C eramic Membrane for the S tate o f C alifornia Division of Drinking Water to
allow the membrane to be us ed in drinking water treatment.
Nano s tone Water is b earing all the c os ts o f the p ilot study. By hosting the study, the District is sup p o rting
the ad vancement of technologies fo r the water indus try. A p hoto o f the p ilot study eq uipment is s hown in
Exhibit 1.
