MINUTES
Ms. Duran called the meeting to order at 2:30 p.m. and Mr. Noelte led the flag salute.

APPROVE THE MARCH 25, 2019 ENGINEERING AND OPERATIONS COMMITTEE MEETING
MINUTES
There being no objection to the minutes, the March 25, 2019 minutes were approved as
submitted.
OPERATIONS REPORT FOR JUNE 2019
Jeff Noelte presented the Operations and Maintenance reports. He reviewed the fact that
we have a dedicated staff member that manages the USA program and walked the Directors
through the report. Mr. Noelte discussed that we have an annual goal to service hydrants,
which is higher some months based on staff availability. Mr. Noelte discussed the Operations
Report and pointed out that due to the hydro-generation that we can turn out water and
use it to recharge the ground water. He explained that the reason that the sewer was not
videoed in March was due to staff being pulled to manage other areas.
ENGINEERING UPDATES
Sterling Natural Resources Center (SNRC):
Mr. Noelte presented the SNRC time lapse picture to show the progress of what is happening
at the site. He discussed the concrete walls that are going up and how the walls are being
built. Over a thousand yards of concrete have been poured to date. The picture presented

was one of three aeration basins. Mr. Noelte illustrated that baffles will be installed to
ensure the water flows through properly. He said by installing the baffles now we can avoid
a retrofit later. The membranes will be housed in a separate tank that will allow the water
to be housed separately from the pollutants.
Plant 134:
Mr. Noelte reviewed the changes taking place at Plant 134. He said that sludge builds up on
the lagoons. Staff keeps up with it now, but when we expand the amount of water, we
produce we will need to find a better way to manage it. We know a lot of people use press
management to deal with sludge. Mr. Noelte stated that we need to investigate our options
in order to find the best solution, and that a contractor has been secured to do this for us.
The contractor will take about four months to evaluate the best solution for dealing with
the sludge. Mr. Noelte presented how we are also dealing with TTHM’s at the plant. We do
not have the chemistry and the purity at this plant to deal with this. East Valley Water
District hired a consultant to help us establish an appropriate treatment plan. Mr. Noelte
specified that we want the best fit for our rate payer to find a good effective solution for
EVWD. He described how organics come through the water change over time and that other
surface water treatment plants also deal with organics. Many use radio activated carbon,
but that may not be the best option for us, which is why we are working with a consultant
to find the best options for us.
Water Source Tank Rehabilitation:
Mr. Noelte provided Operations and Engineering’s plan for tank rehabilitation. He said most
of our tanks are more than 20 years old. A routine asset management strategy is that you
get in and drain in and recoat it, replace things that need to be replaced. East Valley Water
District is in the process of securing a contract to begin routinely updating, evaluating, and
replacing tanks on an annual basis. Mr. Noelte offered that with the nature of our system,
we would want to do this when we are not in high demand. The idea is to increase storage
capacity. Director Morales asked about earthquake retrofitting. Mr. Noelte responded and
said that the retrofitting is part of the process.

T he P ro ductio n Department is res p o ns ib le for all maintenanc e and ins pectio n ac tivities of ap p roximately 40
d ifferent p lants that ho s t wells , b o o s ter p ump s , valves and res ervo irs . T hese p lants req uire a daily visit and visual
ins p ection of equip ment to ens ure ac curate water p roduction, water s torage, prop er c hemical dosing, calibrations
and sec urity. Minor maintenance o r repairs of eq uipment are comp leted d uring daily ro und s and extensive rep airs
are p lanned and bud geted.
O ne impo rtant p reventative maintenance ac tivity for the P roduction Dep artment is reservoir ins pec tion. T he
District’s reservo irs s tore a to tal of 30 million gallons of water. T hese reservoirs are monitored d aily to ensure
adequate water s upply. Ins p ec ting the outs id e of a reservoir is eas y, req uiring an o perato r to s imp ly walk aro und
the reservo ir, b e observant and take notes. I ns p ecting the ins id e o f a res ervo ir, however, is a little mo re
c hallenging and req uires the o perato r to climb up to the to p o f the reservoir and look inside o f the ac c es s hatch.
To get a b etter look and pro p erly inspec t the ins ide of a reservoir, a c ertified S C UBA diver is req uired to get in
the water. T hes e efforts are c o ntrac ted o ut by the Distric t. After getting disinfec ted and s p rayed down with
c hlorine, the S C UBA d iver c an enter the reservo ir. T he diver uses an under-water c amera recording and
ins p ecting all interio r surfac es o f the res ervo ir then p rovid es the Dis tric t with a rep ort and rec ommendation. T he
District rec ently c o mpleted a five-year diving ins p ection which will pro vide us with information o n tank
rehab ilitation.
R eservo ir inspec tions are c ritic al for water quality purposes , monito ring us eful life of the reservo ir and planning
rehab ilitation efforts . T he Dis tric t takes p ride in ins p ec ting infras tructure and p lans o n c ontinuing an aggressive
reservo ir inspec tio n p rogram.

Mas ter S ervice C ontracts for Water Tank R ehab:
- An R F P was is s ued to engage q ualified c ontracto rs for upcoming water tank rehabs. Eight propo s als were
rec eived, and the p ro posal evaluatio n committee selec ted three c o ntrac tors to initiate master c o ntrac ts with for as
need ed tank rehab servic es .
- T he d es ign p ac kage fo r the rehab o f R es ervo ir 39-1 is b eing completed to allow fo r rehab wo rk to be done
d uring the winter.
Disinfec tion Byp ro d uc t Inves tigatio n:
- T he Dis trict’s c ons ultant, Trussell Technolo gies , is c o nd uc ting benc h-sc ale testing using P lant 134 water to
assess the imp act of vario us fac tors o n d is infectio n byp ro d uct formation (e.g., T T HM). T he findings of this
effort will b e pres ented in a rep o rt intend ed to info rm Dis tric t dec is io ns on managing d is infectio n byp ro ducts
and c o mplying with the C o rrec tive Ac tion P lan that c ame o ut of the 2017 T T HM vio latio n.
