ENGINEERING AND OPERATIONS COMMITTEE MEETING
MINUTES
Mrs. Van Meter called the meeting to order at 4:00 p.m. Mr. Morales led the flag salute.
PRESENT: Directors: Morales, Goodrich
ABSENT: None
STAFF: Jeff Noelte, Director of Engineering & Operations; Patrick Milroy,
Operations Manager; Jason Wolf, Associate Engineer; Brenda Van
Meter, Administrative Assistant

PUBLIC COMMENTS
Mrs. Van Meter declared the public participation section of the meeting open at 4:05 p.m.
There being no written or verbal comments, the public participation section was closed.
APPROVE THE NOVEMBER 26, 2018 ENGINEERING AND OPERATIONS COMMITTEE MEETING
MINUTES
There being no objection to the minutes, the November 26, 2018 minutes were approved
as submitted.
REVIEW OPERATIONS REPORT FOR 2018
Patrick Milroy reviewed the 2018 Operations Report with the committee. He explained that
the District has several preventative maintenance programs in place such as valve
maintenance, fire hydrant flushing, and sewer maintenance; and that these programs assist
in avoiding major problems within the system. Mr. Milroy stated that December water
production was lower due to cooler weather and rainfall during the month.
PRESSURE ZONE PRESENTATION
Jeff Noelte discussed the District’s six pressure zones and explained how they work together
to provide water to East Valley Water District customers. He stated that the District has a
challenging topography which requires several pressure zones throughout the system to
ensure all customers have the appropriate pressure at the point of use. He also explained
that the Treatment Plant produces large amounts of water in the Upper, Foothill and Canal

zones and that pump stations move water among these pressure zones which are
strategically operated to optimize energy use; and that storage is an important
consideration in the overall performance of the system.

Up d ates are p ro vided below for three items that Engineering s taff are working o n.
S terling Natural R es ource C enter:
E fforts are underway to complete design packages for construction of the influent pump station and aeration
basins.
An evaluatio n is b eing p erfo rmed to as s es s how anaero bic diges tion can bes t be incorporated into the
p rojec t.
Wastewater Main R ehabilitation:
T he replac ement o f und ers ized sewer main has b een c o mp leted on Mo d es to Dr (735 feet), 35th S treet
(315 feet), and F ernd ale Ave (650 feet).
T he p avement patching was mo re extensive than expec ted d ue to the c onditio n o f the exis ting p avement.
Water Transmission Main – P lant 134 to Upper Zo ne:
T he des ign pac kage (drawings and s p ec ificatio ns ) fo r the 16-inch transmis s io n in Highland Ave (about
10,000 feet) is complete.
Encroac hment permits and eas ement work is in p rogres s .
T he engineer ’s cost es timate for cons truc tion is $2.9 millio n.
