ENGINEERING AND OPERATIONS COMMITTEE MEETING
MINUTES
Ms. Duran called the meeting to order at 2:33 p.m. Mr. Goodrich led the flag salute.
PRESENT: Directors: Morales, Goodrich
ABSENT: Jeff Noelte, Engineering and Operations Director
STAFF: Patrick Milroy, Operations Manager; Jason Wolf, Associate Engineer;
Martha Duran, Senior Administrative Assistant; Brenda Van Meter,

Ms. Duran declared the public participation section of the meeting open at 2:35 p.m.
There being no written or verbal comments, the public participation section was closed.

There being no objection to the minutes, the minutes were approved as submitted.
PLANT 28 REHABILITATION PRESENTATION
Mr. Milroy presented the Plant 28 Rehabilitation presentation, noting the highlights of the
project. Mr. Milroy pointed out that this plant distributes water directly into the
distribution system; the plant operates using granulated activated carbon or coconut shell
carbon; he discussed the process of draining the old carbon sandblasting, refinishing,
replacing the filter nozzles, refinishing the interior and exterior and replacing the valves.
ENGINEERING UPDATE FOR NOVEMBER 2018
Mr. Milroy presented the Engineering update for 2018, which focused on the Hydroelectric
System. Mr. Milroy discussed that the system has been operational since April of 2018 at
Plant 134 and allows the plant to generate its own electricity; he also presented a live
online link showing the progress since the equipment was installed; the link showed the
total generated equivalency in trees, water, gasoline and methane for the month, based on
the amount of energy saved from the hydroelectric generator; the link also showed the
metered production for various intervals that were selected.

that o cc ur within the d epartment. T he attached report provides d ata fo r c alendar year 2018. Mo nito ring thes e
items ens ures that the dep artment is on trac k to ac hieve the go als and objec tives fo r each year and to d evelop
histo rical record s fo r important items inc luding water produc tion, water source, and energy us age. Analyzing the
yearly report p ro vides us with a fac t-bas ed und ers tanding of water usage, c o ns ervatio n effo rts, and how efficient
energy is used within the Distric t, whic h as s ists us in developing the next years ’ operating b udget.
Many maintenanc e ac tivities are als o tracked and monitored s uc h as leak repair, valve and fire hydrant
maintenanc e, s ewer main line c leaning and s ewer main line video ing. T hes e are imp ortant ind icato rs of o ur
reactive versus p roac tive efforts and are us ed in the d evelop ment o f C apital Imp ro vement P ro jec ts. Mos t of the
activities are ro utine and preventative maintenanc e p erfo rmed every d ay to ens ure that the District’s infras tructure
is in to p s hape. Every year maintenance activities are sc heduled and the monthly monito ring ens ures these goals
are met. Leak rep air is a reactive activity and usually as s o c iated with aging water p ip es . Tracking leak repairs
p ro vides valuable ins ight into the areas that are in mo s t need of considering a C ap ital Impro vement P rojec t.

T he main reas o n for having d ifferent p ressure zones is to regulate and control water p ressure for different
elevatio ns . East Valley has a challenging to p o graphy with elevations near the F oo thills muc h higher than the
s o uthern portio n of the Dis tric t. Elevations on the far east end of the Dis tric t near Headquarters are higher than
the west end . Wells , Treatment P lants , R eservo irs, Bo o ster P umps, and all the pipes play an imp o rtant role
d elivering water to each zone. T he P roduc tion dep artment is respons ib le fo r mo nito ring the zo nes to ens ure
cus tomers always rec eive ac ceptable water pres s ure. T he District’s distrib utio n s ystem cons is ts o f s ix major
p res s ure zones . Zo ne name and elevatio n ab ove sea level are lis ted below.
Lo wer Zone - 1249 feet
Intermed iate Zone - 1366 feet
Up per Zo ne – 1560 feet
F o othill Zo ne – 1665 feet
C anal Zone – 1800 feet
Mountain Zone – 1894 feet
Each zone has its own uniq ue features. T he Lo wer Zone sto res 1 million gallo ns o f water and has a hydro-
p neumatic s tatio n at P lant 34 whic h feeds ab o ut 25 ho mes . T he Intermediate Zone has b ig p ro d ucing wells and
s tores 6.8 million gallo ns o f water. T he Upp er Zone sto res the mo s t water at 13.8 million gallo ns als o ho s ting
Treatment P lant 134 whic h boos ts up to T he C anal and F o o thill Zones . T he C anal Zo ne is uniq ue with two
hyd ro -p neumatic stations at P lants 59 and 101. T he Mo untain Zo ne s to rage is .75 millio n gallo ns at the highes t
elevatio n in the Dis trict with a hydro tank at P lant 149.
