P a g e | 1 Minutes 3/22/2021 bvm DRAFT EAST VALLEY WATER DISTRICT March 22, 2021 ENGINEERING AND OPERATIONS COMMITTEE MEETING VIA TELECONFERENCE MINUTES Ms. Van Meter called the meeting to order at 2:31 p.m. and Director Smith led the flag salute. PRESENT: Directors: Smith, Coats ABSENT: None STAFF: Jeff Noelte, Director of Engineering and Operations, Patrick Milroy, Operations Manager; Rocky Welborn, Sr. Engineer; Nathan Carlson, Sr. Engineer; Brenda Van Meter, Administrative Assistant GUEST(s): None PUBLIC COMMENTS There being no written or verbal comments, the public participation section was closed. APPROVE THE JANUARY 25, 2021 ENGINEERING AND OPERATIONS COMMITTEE MEETING MINUTES The minutes for January 25, 2021 were approved by unanimous roll call vote as submitted. Engineering Updates - Sterling Natural Resource Center (SNRC) Mr. Noelte presented the Engineering Report for March 2021. Images of digesters, storage tanks, electrical metering equipment, chemical storage, biosolids, electrical and headworks buildings, were provided to show how the Sterling Natural Resources Center (SNRC) construction is progressing. Development Updates Mr. Noelte stated that Mediterra, a 50-unit residential development project north of Santa Ana Canyon Road is underway and that the District is working with the developer on the formation of a Community Facilities District. He stated that the developer will be responsible for costs associated with water and sewer main inspection work for the project. P a g e | 2 Minutes 3/22/2021 bvm Elm Street Water Main Replacement Mr. Noelte presented an update on the Elm Street Water Main Replacement Project. He stated that the disinfection process has been completed and the installation of service laterals and meters has begun. Operations Update – Lillian Sewer Main Project Mr. Milroy provided an update on the Lillian Sewer Main Project. He presented a map indicating areas where repairs are needed, and displayed images showing the condition of the main line where cracks are present. The project includes the replacement of 1,270 linear feet of main line. Mr. Milroy stated that 11th Street is also in need of repairs and that this project will be scheduled next fiscal year. B AC KGR O UN D / AN ALYS IS : P lant 141 is lo c ated to the no rth of the S an Bernard ino Airport, o n the no rth s id e of 3rd S treet, s o uth of 5th S treet and eas t o f S terling Avenue. T his plant is o ne o f the Dis trict’s highes t producing wells , d elivering ap p ro ximately 2,000 gallons per minute into the Intermed iate Zone and acc o unts for 10% of the Dis trict’s to tal water prod uc tion. S taff takes p rid e in maintaining the s ys tem and s p end s mos t of their time maintaining mechanic al c omponents . T hey also unders tand the importance of p erimeter s ecurity and overall aes thetics. S taff has s et annual go als to imp ro ve sec urity around plants by remo ving the c hain link fenc ing and unsightly barb wire and replac ing it with the new District s tandard eight-foot-tall wrought iron with a c urvature o utward. P lant 141 was onc e s urrounded b y 7.33 acres of Dis tric t owned unused land that was s o ld to the C ity o f S an Bernard ino in 2019.T he District has no good us e fo r the land and the C ity of S an Bernard ino o wns the connec ting land, 14.3 acres jus t to the wes t, s o land trans fer mad e s ense for both parties. It was important that the District identify and keep the required land to ac ces s and maintain the P lant 141 well site. A s urvey was cond uc ted , and a lo t line ad jus tment was cond uc ted . S hortly after the lot line adjus tment staff determined it imp o rtant to s ec ure the p lants new perimeter. Q uotes were received and the lo wes t bidding fence company was hired to ins tall the new standard wro ught iron fenc e at a c o s t o f $70,000. A new as p halt driveway and leveling out the property was nec es s ary to acc ess the property c o s ting $30,000. In late Ap ril of 2021, all fenc e c ons tructio n and grading were c o mpleted giving this fac ility a muc h better o verall look and pro tec ting the o nsite equipment. S taff is pleas ed with the ac complis hment and exc ited to move o n to the next fac ility that needs up grades . S taff thanks the Distric t for unders tand ing the importance of inves ting funds to keep o ur facilities looking and o p erating at a high level.
