Page | 1 Minutes 5/24/2021 bvm DRAFT EAST VALLEY WATER DISTRICT May 24, 2021 ENGINEERING AND OPERATIONS COMMITTEE MEETING VIA TELECONFERENCE MINUTES Ms. Van Meter called the meeting to order at 2:30 p.m. and Director Coats led the flag salute. PRESENT: Directors: Smith, Coats ABSENT: None STAFF: Jeff Noelte, Director of Engineering and Operations, Patrick Milroy, Operations Manager; Brenda Van Meter, Administrative Assistant GUEST(s): None PUBLIC COMMENTS There being no written or verbal comments, the public participation section was closed. APPROVE THE MARCH 22, 2021 ENGINEERING AND OPERATIONS COMMITTEE MEETING MINUTES The minutes for March 22, 2021 were approved by unanimous roll call vote as submitted. Engineering Updates - Sterling Natural Resource Center (SNRC) Mr. Noelte presented the Engineering Report for May 2021. Construction progress photos were shown of the food waste and digester tanks, sludge thickening equipment skids, renewable energy generator location, truck loadout bays, RAS pump well, the recycled water pumps and discharge piping, and electrical metering equipment. He described how each structure will be used to process the waste, and how the pumping system is designed to function. Planning Documents for Urban Water Management Mr. Noelte discussed the work by Engineering and Conservation staff related to Urban Water Management Planning. There are two documents required every five years by the State of California. Valley District received approval to combine the two documents into a single plan to save time and effort by the regional stakeholders. This is a consultant supported effort led by Valley District, with participants from 16 agencies. The document, once finalized, will be presented to the Board. Page | 2 Minutes 5/24/2021 bvm Plant 134 GAC Project Mr. Noelte presented an update on the Plant 134 GAC Project. He reported that the project is at 60% design and is approaching the approval of the guaranteed maximum price. Staff is working with the State of California to obtain funding and determine the appropriate environmental documentation. The project is currently in phase one and will be presented to the Board for approval prior to beginning phase two. Operations Update – Plant 141 Mr. Milroy provided an update on Plant 141. The plant is located just north of 3rd Street, south of 5th Street. This is a high producing plant, making approximately 2,000 gallons per minute and accounts for about 10% of the District’s water production. Goals were set to remove the chain link around the plant and replace it with the eight-foot-tall wrought iron fence. The District previously owned seven acres and the City of San Bernardino owned 14 acres of adjacent land. A lot line adjustment was performed following a survey that provided access to the land to avoid being land locked. The District sold a portion of the seven acres to the City of San Bernardino that was not needed. Following the line adjustment, the site was improved to set clear boundaries, and follow the District’s standard of appearance for our facilities. ADJOURN The meeting adjourned at 3:00 p.m. David E. T he hydro tank and b o o s ters p ro vide water to the fo urteen hous es just wes t o f the plant that are up o n the hill at an elevation that’s too high to be fed fro m the reservo ir. S taff takes p rid e in maintaining the s ys tem with a foc us on maintaining mec hanical c omponents . T hey als o und ers tand the importanc e of p erimeter sec urity and o verall aesthetics . S taff has s et annual goals to imp ro ve s ecurity around plants b y remo ving the c hain link fencing and uns ightly barb wire and rep lac ing it with the new Dis tric t s tandard eight-fo o t-tall wrought iro n with a curvature outward. P lant 34 was id entified as the next P lant in line fo r fenc ing up grad es during the develo p ment o f the fisc al year 2020-21 c apital bud get. Q uo tes were received and the lowes t bidding fenc e c o mpany was hired to ins tall the new standard wro ught iro n fenc e at a c os t of $90,000. A new as p halt d riveway and curb ing was ins talled to ac cess the p ro p erty c o s ting $40,000. In late June o f 2021, all c o ns tructio n was completed giving this fac ility a much better o verall look and p ro tec ting the o ns ite eq uipment. S taff thanks the Bo ard for unders tand ing the importanc e of inves ting funds to keep o ur facilities looking and o p erating at a high level.
