Each speaker is limited to three (3) minutes, unless waived by the Chairman of the Commission. Under the State of California Brown Act, the Board of Commissioners is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter will automatically be referred to staff for an appropriate response or action and may appear on the agenda at a future meeting. 1.APPROVAL OF CONSENT CALENDAR All matters listed under the Consent Calendar are considered by the Board of Commissioners to be routine and will be enacted in one motion. PRESENT: Commissioners: Amaya, Gamboa, Goodrich, Jaurigue, Miller ABSENT: None STAFF: John Mura, General Manager/CEO; Jose Martinez, Assistant General Manager; Kelly Malloy, Public Affairs/Conservation Manager; Cecilia Contreras, Senior Administrative Assistant; Janett Robledo, Conservation Coordinator GUEST(s): None PUBLIC COMMENTS The General Manager/CEO declared the public participation section of the meeting open at 6:19 pm. There being no written or verbal comments, the public participation section was closed. INTRODUCTION TO EAST VALLEY WATER DISTRICT INCLUDING: A) VISION STATEMENT; AND B) ORGANIZATIONAL IDEALS & ENDEAVORS The General Manager/CEO welcomed the commissioners to their first meeting. During the first few meetings staff will be providing background information on the District including reviewing the vision statement, core values, and the agency ideals and organizational endeavors. Information only. OVERVIEW OF DISTRICT FINANCES The Chief Financial Officer reviewed the budget highlights including the California drought, recycled water facility, conservation program, budget based water rates, transparency and accountability, labor and benefits, and the capital needs. He explained the water and sewer fund summary, breakdown of revenues, District wide expenses, and the cost distribution. Information only. 2 Minutes 04/14/2016 cmc REVIEW OF WATER MASTER PLAN, SEWER MASTER PLAN, AND CAPITAL IMPROVEMENT PROGRAMS The Chief Financial Officer discussed the Water Master Plan, Sewer Master Plan, and the Capital Improvement projects that are upcoming. Mr. Patrick Milroy led the flag salute. PRESENT: Commissioners: Amaya, Gamboa, Goodrich, Miller ABSENT: Jaurigue STAFF: Jose Martinez, Assistant General Manager; Kelly Malloy, Public Affairs/Conservation Manager; Patrick Milroy, Operations Manager; Cecilia Contreras, Senior Administrative Assistant; Janett Robledo, Conservation Coordinator GUEST(s): None PUBLIC COMMENTS The Senior Administrative Assistant declared the public participation section of the meeting open at 6:18 pm. There being no written or verbal comments, the public participation section was closed. INFORMATION REGARDING WATER A)REGIONAL OVERVIEW B)SOURCES OF SUPPLY The Assistant General Manager and Public Affairs/Conservation Manager provided an overview of the District to include water and sewer main lines, population, gallons of sewer conveyed daily, gallons of water delivered daily, and gallons of potable water storage. They discussed the District’s sources of water from the Santa Ana River, Bunker Hill Basin, and imported State Water Project and how the neighboring water agencies collaborate with each other to share these resources. Mr. Martinez went into detail about the water distribution system, pressure zones, and capital improvement projects. Mr. Martinez described the new developments that are upcoming and the approval which begins with a will serve letter, Information only. 2 Minutes 04/28/2016 cmc INFORMATION REGARDING SEWER A)CURRENT AGREEMENT B)STERLING NATURAL RESOURCE CENTER The Public Affairs/Conservation Manager reviewed the District’s Joint Powers Agreement (JPA) with the City of San Bernardino Municipal Water District to treat the sewer that comes from East Valley Water District’s customers; that the JPA has been in place since 1957 with East Valley having no ownership of the treatment facility; that there are two charges on customers’ bills to cover the conveyance of the sewer set by EVWD and the treatment charge set by San Bernardino Municipal Water Department. The Public Affairs/Conservation Manager gave an overview of the Sterling Natural Resource Center, a project of San Bernardino Valley Municipal Water District that the District is working in cooperation with. This facility will allow for the capture and treatment of the sewer flows from the District to recharge the groundwater basins; that this facility will be a community asset for learning, career paths, and publicly accessible space.
