Mr. Wayne Brown led the flag salute. PRESENT: Directors: Carrillo, Shelton ABSENT: None STAFF: Kelly Malloy, Public Affairs/Conservation Manager; Janett Robledo, Conservation Coordinator; Cecilia Contreras, Senior Administrative Assistant GUEST(s): Members of the public PUBLIC COMMENTS Ms. Contreras declared the public participation section of the meeting open at 1 :02 p.m. There being no written or verbal comments, the public participation section was closed. APPROVE THE FEBRUARY 26, 2016 WATER CONSERVATION COMMITTEE MINUTES M/S/C (Shelton-Carrillo) to approve the February 26, 2016 committee minutes as submitted. APPROVE THE APRIL 22, 2016 WATER CONSERVATION COMMITTEE MINUTES M/S/C (Carrillo-Shelton) to approve the April 22, 2016 committee minutes as submitted. APPROVE THE JULY 28, 2016 WATER CONSERVATION COMMITTEE MINUTES M/S/C (Shelton-Carrillo) to approve the July 28, 2016 committee minutes as submitted. DROUGHT UPDATE Ms. Malloy provided a drought update regarding the Executive Order, conservation goals, long term stability and what we have learned from the drought and moving forward. She stated that the District submitted a self-certification which based on the State calculations would have required a zero percent conservation target, but to help the 2 Minutes 08/23/2016 cmc region and part of long term planning, the District submitted a voluntary fifteen percent conservation goal. Ms. Malloy reviewed the current drought measures in place and provided some changes that could be made to help sustain conservation in the District; implement Stage One with mandatory measures, Stage Two for water storage, and Stage Three being emergency conservation. She stated that in Stage Two, the General Manager will have the authority to implement measures for efficiencies; that the District will remove the prohibiting of watering on Mondays but adjust the time limit to 6pm to 6am; that budget based rates will continue to help with water efficiencies. Ms. Malloy stated that the Conservation Commission will remain in place and will be a good resource to encourage public engagement. Director Carrillo and Director Shelton agreed that they feel comfortable with the proposed changes. Ms. Malloy stated that there will be a public hearing to approve the changes and staff will outreach to update the community and gear up the campaign for the change into cooler weather, and the District will return to the position of encouraging efficiency. The next Water Conservation Committee meeting will be scheduled at a later date in 2017 and staff will update the committee on the implemented changes and program. Information only. Ms. Shelton led the flag salute. PRESENT: Directors: Shelton, Smith ABSENT: None STAFF: Kelly Malloy, Public Affairs/Conservation Manager; Janett Robledo, Conservation Coordinator; Cecilia Contreras, Senior Administrative Assistant; Stephanie Guida, Community Relations Officer GUEST(s): Members of the public PUBLIC COMMENTS Ms. Contreras declared the public participation section of the meeting open at 3 :32 p.m. There being no written or verbal comments, the public participation section was closed. DROUGHT UPDATE Ms. Malloy stated that the current emergency drought regulations expire in February; that she attended a meeting by the State Water Resources Control Board and heard discussions about what to do moving forward; that the State is leaning towards leaving the regulations in place another 270 days with water agencies still having to submit monthly reports. Ms. Malloy explained that staff is looking towards a new campaign to maintain conservation to help break the reactive cycle of drought, continue to follow the Urban Water Management Plan. Ms. Malloy showed a map comparing the state of drought throughout California from January 2015 to January 2017; the current map shows that there is still a moderate drought with the extreme drought being isolated in one pocket of the State; that the snow pact levels are in good condition with the recent storms; and that water is actually being released from reservoirs to ensure capacity for upcoming storms. Ms. Malloy stated that the District’s water conservation mandate is fifteen percent and the District’s cumulative system reduction to date is nineteen percent. She presented an overview of the current rebate programs. Ms. Malloy reviewed the series of conservation workshops that are coming up with unique topics, hosted by staff, children’s activities included, and that they are free to attend. She explained that outreach continues to be 2 Minutes 02/02/2017 cmc important to explain the need to be efficient; that staff is working on a new campaign to target specific items such as winter watering and understanding your bills rate structure. Ms. Malloy informed that she will be attending the State Water Resources Control Board meeting on February 8 in regards to the final decisions regarding the emergency drought regulations.
