WATER CONSERVATION COMMITTEE
MINUTES
Ms. Malloy called the meeting to order at 4:30 pm. Wayne Brown led the flag salute.

PUBLIC COMMENTS
Ms. Bateman declared the public participation section of the meeting open at 4:30 p.m.
There being no written or verbal comments, the public participation section was closed.
APPROVE THE APRIL 11, 2017 COMMITTEE MEETING MINUTES
M/S/C (Shelton-Smith) that the Committee approve the April 11, 2017 Committee
meeting minutes as submitted.
CONSERVATION PROGRAM UPDATE
Ms. Malloy provided a brief update regarding the drought state of emergency lifted by the
governor, temporary conservation requirements stay in place until November 25, 2017; the
District’s watering regulations include but not limited to the following: watering times
between 6pm and 6am, avoid watering two days after a measurable rainfall, no excessive
water waste, avoid irrigating turf or high water use plants within public street, medians and
parkways, use of automatic shut-off nozzles on hoses while washing vehicles, restaurants
and hotels provide options with serving water and reuse towels options to assist with
conservation, swimming pools should be covered when not in use for an extended period of
time to limit the loss of water, and fountains that recirculate water.
Ms. Malloy also gave an update to the District’s cumulative system reduction to date of 18%
compared to 2013 and acknowledged that customers are maintaining conservation
guidelines; review of the participation of the rebate programs for 2016-17 and the renewal
of the WBIC Direct Installation Program for a third year; the free Southern California Yard
Transformation guide for homeowners to achieve their landscapes full water potential with
a step-by-step guide and recommendations and continued outreach efforts.

REGULATIONS UPDATE
Ms. Malloy gave a brief overview of the Legislative proposed bills to keep up on water
regulations from a Water District perspective including Assembly Bill 1654 and 1668
regarding water task forces; Assembly Bill 1323 regarding basic guidelines and temporary
solutions for water efficiencies for the San Diego Water Authority; Senate Bill 606 amended
to include that conservation is a way of life; keeping in perspective that climate and region
use water differently and system designs.

DIRECTORS COMMENTS
Director Smith stated that the Southern California Yard Transformation Guide is a great
looking book and inquired about the construction of the guide book.
Ms. Malloy stated that the guide was made possible due to a federal grant and partnership
with San Bernardino Valley Municipal Water District, Western Municipal Water District and
Eastern Municipal Water District.
