BOLPD OF DIRECTORS - REGUL'.R MEETING OF
DECEMBER 7,_1955 _ _ _ _ _ _
The Board of Directors met at 7:30 P.M., December 7, 1955, at the
regular meeting place.
Directors present: Botts, Brooks, Gesler, Littleton, Wall
Directors absent: None.
Also present: Manager Rickert, Attorney Holcomb, Superintendents
White, Poole, Kier, Engineer Rowe, J. B. Hanauer
of Hanauer & Co., and the Secretary
MINUTES Upon indication that each member present had read -the minutes of the
previous meeting and that there were no additions or corrections, the
minutes were declared approved.
Mr. Jess Stout was present requesting information regarding possible
service to land situate south and east. The future plans of ex-
tending service was explained.
SEWER1:GE A letter from the firm of Daniel, Mann, Johnson & Mendenhall and
W. P. Rowe & -Son was -read by- the - Secretary. Said letter was sub-
mitted as a sui- plement to the proposal of November 16, 1955. Open
discussion follwed .regarding- prorosed Agreement.
RE RATE 1NCRFASE The Secretary presented a report based on the period from January 15,
Upon motion by Director Wall, duly seconded by Director Littleton,
and carried unanimously, Ordinance No. 27 was adopted as follows:
to December 1, 1955, regarding water revenue, expenses, etc. Open
discussion was held regarding coverage of maintenance and operation
of the District as well as proper bond coverage under the existing
rates. Attorney Kenneth Jones of Kirkbride, Wilson, Harzfeld &
Wallace was present and stated a study of the finances would be
made by his firm and suggestions presented to the Board by letter
before the next meeting.
WORKS PROGRESS Manager Rickert report on all phases of work progress within the
District.
ADJOURNMENT There being no further business the meeting was adjourned.

of J. B. Hanauer & Co., and the Secretary
RE RATE INCREASE A letter from Attorney Kenneth Jones of Kirkbride, Wilson, Harzfeld
Wallace regarding rate increase and the financial position of the
District was read and discussed. It was evident that bond coverage
and maintenance and operation of the District could not be met
properly under the present revenue of rates now in effect; therefore
Upon motion by Director Wall, duly seconded by Director Littleton,
and carried unanimously, Ordinance No. 27 was adopted as follows:

AN ORDINANCE OF THE EAST SAN BERNIRDINO COUNTY WATER DISTRICT,
AMENDING ARTICLE '5, PARAGRAPH 78, AND ARTICLE 17, PARAGRAPH
ORDINANCE NO. 27 270 THEREOF, OF ORDINANCE NO. 4, ENTITLED, "ESTABLISHIBIG
RATES, RULES 71 , 1D REGULATIONS FOR WATER SERVICE BY THE EAST
SAN BERMi,RDII;O COUNTY WATER DISTRICT ".
Be it ordained by the Board of Directors of East San Bernardino
County Water District as follows:
SECTION 1. Article, 5, Paragraph 78, of Ordinance No. 4, adopted
November 3, 1954, is hereby amended to read as follows:
78. Installation charges Where a regular charge has been fixed
for the type of service connection desired, such regular charge
shall be paid in advance by the applicant. Where there is no
regular charge, the District reserves the right to require the
applicant to deposit an amount equal to the estimated cost of
such service connection. The schedule of regular service connec-
tion charges is as follows:

All service connections of sizes larger than 1 ' shall be made
at cost. plus 107.. Only duly authorized employees or agents of
the District will be authorized to install service connections.
SECTION 2. Article 17, Paragraph 270 of Ordinance No. 4, adopted
November 3, 1954, is hereby amended to read as follows:
270. Rate Schedule Pates for water service are hereby estab-
lished as follows:

All grater service not covered by the above classifications shall be
furnished on a metered basis.
Meters may be installed at the option of the District or the customer
for above classification and meter rates applied.
SECTION 3. This ordinance shall take effect on January 1, 1956.
SMJERAGE Discussion was held as to the Agreement regarding engineer services
from the firm of Daniel, Mann, Johnson & Mendenhall and W. P. Rowe
Son. The Agreement was referred to Attorney Holcomb for approval.
