Upon advise of Attorney Holcomb,who stated public relations should be considered in this matter, the following action was taken: Upon motion by Direbtor Littleton, duly seconded by Director Gesler, and carried unanimously, it was ordered that the lien filed by Hubbs Dquipment Company against Tract #3589 Anchor Land Company) be paid upon satisfaction that the money is due and owing. EXTENSION OF Discussion was held regarding extension of service to Tract SERVICE 5202 (South of dypress and West of Palm -85 lots) and Tract 4815. Since further study world be needed regarding this matter, it was tabled to the -next regular meeting. ADJOURNI•ENT There being no further business, the meeting was adjourned. APPRO ; llyr G. Dana Brooks, President March 21, 1956 EAST SAN BERNARDINO COUNTY WATER DISTRICT BOARD OF DIRECTORS - REGULAR MEETING MARCH 21 1956 The Board of Directors met at 7:30 P.M., March 21, 1956, at the regular meeting place. Directors present: Botts, Brooks, Littleton, Wall Directors absent: Gesler Also present: Manager Rickert, Engineer Rowe, Attorney Holcomb, Secretary North and Mr. and Mrs. J. B. Hanauer of Hanauer & Co. MINUTES Upon indication that each member present had read the minutes of the last meeting and that there were no additions or corrections, the minutes were declared approved. Acting President Botts announced that this was the time and place for the Board to consider certain annexations to the District. ANNEXATION The Secretary presented the petition of Annexation 1956 -1, 1956 -1 together with the Affidavit of Publication showing that the WATSON- COOPER publication had been made as required by law. The President announced that this was the time and place, as set by the Notice of Hearing, to hear all protests and consider all written objections to the proposed annexation of certain territory to the East San Bernardino County Water District. The Secretary presented her certificate that the petition is signed by all of the holders of title to the ' lands proposed to be annexed. There being no written protests and there appearing no persons to offer written or oral objections to the proposed annexation, and discussion had and evidence taken relating to the benefits to the District and the terri- tory proposed to be annexed which would result from the annexation, it was moved by Director Littleton, seconded by Director Wall, and carried unanimously, that the hearing be closed. ORDINANCE No. 29 Ordinance No. 29 was presented to the Board. On motion of Director Wall, seconded by Director Littleton, Ordinance No. 29, Altering Boundaries of the East San Bernardino County Water District, was passed on roll call vote. The Secretary was directed to post in three public places within the District copies of the above entitled Ordinance. The Secretary presented her certificate that she had examined the petition and compared it with the records on file in the office of the County Assessor and that it had been signed by a majority of the owners of title to the lands proposed to be annexed. There being no written protests and there appearing no persons to offer written or oral objections to the proposed annexation, and discussion had and evidence taken relating to the benefits to the District and the territory proposed to be annexed which would re- sult from the annexation, it was moved by Director Wall, seconded by Director Littleton, and carried unanimously, that the hearing be closed. The President announced that this was the time and place, as set by the Notice of Hearing, to hear all protests and consider all written objections to the proposed annexation. The Secretary testitifed that she had examined the petition and compared it with the records on file in the office of the County Assessor and that it had been signed by a majority of the owners of title to the lands proposed to be annexed. The Secretary was directed to post in three public places within the District copies of the above entitled Ordinance. The Secretary presented her certificate that the petition is signed by all of the holders of title tothe lands proposed to be anpexed. There being no written protests and there appearing no persons to offer written or oral objections to the proposed annexation, and discussion had and evidence taken relating to the benefits to the District and the terri- tory proposed to be annexed which would result from the annexa- tion, it was *oved by Director Littleton, seconded by Director Wall, and carried unanimously, that the hearing be closed. ORDINANCE NO. 33 Ordinance No. 33 was presented to the Board. On motion of Director Wall,,seconded by Director Littleton, Ordinance No. 33, Altering Boundaries of the East San Bernardino County Water District, was passed on roll call vote. The Secretary was directed to post in three public places within the District copies of the above entitled Ordinance. REPORT OF Office Manager Myrle North presented for discussion a General OFFICE MANAGER Information Report concering District finances, consumers, and capital additions. SEWERAGE REPORT Engineer Rowe report on the sewerage preliminary report, stating that the system has been designed and the engineers are now working on the plant design. INSURANCE - Director Littleton presented certain facts regarding insurance VANDALISM coverage,by the District of all equipment for vandalism, re- gardless of where the equipment may be located., Manager Rickert was ordered to get quotations from the insurance company re- garding cost of such coverage. McGOWAN PROEERTY Discussion was held regarding the condition of the house located at Baseline and Alamo Streets. Manager Rickert was ordered to get quotations regarding the cost to repair, etc., the house. WATER WASTAGE The Office Manager asked the Board to set a policy regarding the wastage of water in the flat rate areas. It was the decision of the Board that each offender should be personally contacted and if after this contact, the water was still wasted, they should be metered without further notice. PIONEER GARDENS RESOLVED, by the Board of Directors of the East San Ber- WATER CCMPANY nardino County Water District, San Bernardino County, California, ESCROW as follows: RESOLUTION NO. 45 MZEAS, final settlement in escrow for the purchase of the Pioneer Gardens Water Company is now ready for proper signa- tures and authorization for the acceptance of all deeds con- cerning property of the Pioneer Gardens Water Company by said District, said Deeds having been presented to this Board for study and consideration at a regular meeting held November 2, 1956; 0 v u 75 March 21, 1956 NOW, THEREFORE, IT IS ORDERED that the President and Secretary of this Board is hereby authorized to execute and accept conveyances on behalf of said District the real property and interests therein conveyed in said Deeds, and the Secretary of this•Board is hereby directed to affix thereto the corporate seal of this District. APRIL 4,_1956 -- - - - - -- The Board of Directors met at 7:30 P.M., April 4, 1956, at the regular meeting place. Directors present: Botts, Brooks, Littleton, Taylor, Wall Directors absent: None Also present: Engineer Rowe, Attorney Holcomb, Supt. White, the Secretary and Mr. Wagner of the firm of Daniel, Mann, Johnson & Mendenhall. MINUTES Upon indication that each member present had read the minutes of the previous meeting and that there were no additions or 1W corrections, the minutes were declared approved. ORGANIZATION Mr. Peyton Taylor, new elected Director, was introdueed and NEW DIRECTOR congratulated. Mr. Venn Botts, -re- elected Director and Mr. Peyton Taylor reported that they had taken and filed his Oath of Office. ELECTION OF The President stated that nominations were in order for President. PRESIDENT Director Wall nominated Director Brooks. There being no_ further L" nominations the Secretary cast a unanimous ballot for Director Brooks as the duly elected President of the East San Bernardino County Water District for a term of two years. President Brooks conveyed compliments to the newly elected Directors from Attorney Ernest Wilson of San Mateo. Attorney Wilson also complimented Attorney Holcomb, Engineer Rowe, General Manager Rickert and Mr. Snyder of Pioneer Title Trust and Savings Assn for the splendid work in expediting the closing of escrow regarding Pioneer Gardens Water Company. SEWERAGE REPORT Mr. Wagner of the firm of Daniel, Mann, Johnson & Mendenhall report on the progress of the sewerage preliminary report stating the following: 1. Layout of the sewers has been completed for existing District, excluding the Eadie Tract. 2. Sized all lines within the 9Wt4 boundaries which take in all territory as follows: North -the mountains; South -Third Street; East- Victoria Avenue; West -City limits, Tippecanoe Avenue and Waterman Avenue. 3. Sized treatment plant - exiking district - 3 million gallons per day - saturation point - population study in boundaries set out in No. 2 above. 4. Cost of the collection system was estimated at $1,600,000.00. Treatment plant, $500,000 to $600,000. Engineering fees, right of way, land acquisition, legal fees, etc., $488,000.00 Contingenaies,= $275;000:00. Total Capital Cost to.be approximately.$3,023,000.00 with Annual Operation and Maintenance Expense $21,000.00.
