The Secretary was directed to post in three public places within the District copies of the above entitled Ordinance. Upon motion of Director Littleton, duly seconded by- Director Wall, and carried unanimously, Ordinance No. 44 Altering Boundaries of the East San Bernardino County Water District, was passed on roll call vote. Ordinance No. 45 was presented to the Board. Upon motion by Director Littleton, duly seconded by Director Wall, and carried unanimously, Ordinance No. 45, Altering Boundaries of the East San Bernardino County Water District, was passed on roll call vote. The Secretary was directed to post in three public places within the District copies of the above entitled Ordinance. Open discussion was held regarding inves of current surplus monies of the 5750,000.00 Bond Issue. Upon motion by Director Botts, duly seconded by Director Littleton, and carried unanimously, - the Secretary was ordered to direct the American National Bank to invest X500,000.00 from the General Fund of the District, in ninety day Treasury notes. UnTS III, IV Upon motion by Director Wall, a'uly seconded by Director Botts, and d'D V carried unanimously, April 9 was set for opening of bids on Units III, IV and V and for discussion on a program to budget cost on Units I to V. inclusive. OPTIONS ON Director Taylor presented "Option to Purchase Real Property" executed vL'iTER Ld,'DS by Jack Boesch and Melissa Roesch for a,--proximately twelve acres of land located at Waterman Avenue one - quarter mile North of Mill Street Purchase Price 324,000.00; and "Option to Purchase Real Property" executed by ,'T. E, Balcom and Luree L. Balcom for approximately fif- teen acres of land on the Easterly portion of property of W. E. Bal- con. at 237 South u7atonaan ':venue, Purchase Price $30,000.00. Upon motion 'oy Director Littleton, duly seconded by Director Wall, and carried unanimously, said options ,.sere ar+rroved, and Director Taylor was authorized to negotiate for the purchase of an additional three and one - half acres adjacent to the Balcom property at a reasonable cost, for access to the property now under option to purchase. PATiO'N ST1;TE Mr. Carter from Patton State Hoa:ital was present and open discussion HOl'ITAL SRHI.GE was held regarding the treatraent of sewage from the Hosr.ital by the SERVICE District. A meeting Was arranged between the District Engineers and Mr. Carter for discussion of trunk lines, costs, etc. EQUIPHU lianager Richert requested authorization to secure bids for renlacement PURCHI SE of the District Station T'Tagon end tile' purchase of a one -ton flat rack truck. Upon motion by Director Botts, duly seconded by Director TTall, and carried unanimously, Manager Rickort was directed to secure bids and present same at next meeting. C.'"i17il s -The Secretary reported that seven 7) absentee ballots had been issued 3, 300,000 SE.2 and that all 7 of said absentee ballots a,d been returned. The Board EIUE BOND of Directors pe canvassed said absentee ballots and counted ELECT ION the same, whereupon it was found that the result of the ballots cast by said absentee voters, .iiti: out regard to the precincts rrit' in which the voters were registered, was 3 votes for and 4 votes against said proposition. The returns of the se::er revenue bond election of March 12, 1957, were presented to the Board. They i;ere examined and found to be intact. The returns were opened and the results of the election at the precincts were read aloud. 12.1 March 19, 1957 Thereupon, resolution canvassing returns and declaring result of bond election held Larch 12, 1957 - sewer project, was pre- sented and read by the Secretary. The .resolution was unanimously adopted on roll call vote, upon motion of Director Botts, seconded by Director Littleton. The resolution was in words and figures as follows: RESOLUTION NO. 86 'RESOLVED, by the Board of Directors of the East San Bernardino County Water District, San Bernardino County, California, that WHEREAS, said Board by Resolution No. 79 adopted on the 15th day of January, 1957, duly called and ordered held in said District a s ecial bond election on the 12th day of March, 1957, for the purpose of submitting to the qualified electors thereof the pro - position therein set forth; WIIL"REAS, said special bond election was held and conducted on said day, as required by law and said resolution; it appears that notice of said election was duly and legally given, that voting precincts were properly established therefor, that polling place cards and sample ballots were mailed to all registered voters in the District, election officers were appointed and election supplies furnished; and that in all respects said election was held and conducted and the votes cast thereat received and canvassed, and the returns thereof made, determined and declared in time, form and manner as requirud by law; dH T2E ?S, the Board of Directors of said District met at the regular r.Octing place of said Board on March 19, 1957, to canvass the recusns of said election and declare the result thereof; said canvass was duly completed and he results thereof are as hereinafter set forth; Lj,1, a L RLPCRE, IT IS i rr:EBY P UID, ;ETE;'L.II.ED and RESOLVED, as follows: 1. That said special bond election was held and conducted in the East Sari Bernardino County Water District, County of San Bernardino, State of California, on Tuesday, Larch 12, 1957, in the ti -a form and r.anit er as required by law. 2. That there were seven voting precincts established in said District for the purpose of holding said election, which con- sisted cf consolidations of State and County Election Precincts as last established by Eno Board of Su e rvioors of t.:e County of San Bernardino. That there were a total of 1653 ballots issued at the polls in said election of which one (1) ballot was spoiled and one 1) ballot was rejected. 6. That seven duly registered voters, who expected to be absent from their res ;ective election precincts on the day of the election securod -ballots from the Secretary of said District. 7. That the Secretary has certified to this Board that all of said absentee ballots issued- by her have been cast within the time required by law. 8. That the Board of Directors canvassed said absentee ballots and counted the same personally, whereu;on it was found that the result of the ballots cast by said absentee voters, without regard to the precinct within .,hick the voters are registered, were 3 votes for and 4 votes against said proposition. That at said election, a majority of the votes cast thereat were in favor of and authorized the issuing of said bonds in the amount and for the purpose set forth in said proposition herein stated; that said proposition has been accepted and approved by the electors of said District, and that said bonds will be issued to defray the costs of the improvement heretofore specified and to the amount stated therein.. 11. That the Secretary of this Board be, and she is hereby instructed to enter this resolution, in full, in.the minutes of this Board as a statement of the result of said Specia•1 District Bond Election. Directors Present: Brooks, Botts, Littleton, Taylor, Wall Directors Absent: None Also Present: Manager Rickert; Engineer Rowe; Attorney Holcomb; Ernest Wilson of Kirkbride, Wilson, Harzfeld & Wallace; James Reiter of Daniel, Mann, Johnson & Mendenhall; Mr. Ray Odell, Departmental Construction Maintenance Supervisor, State of California De- partment of Mental Hygiene; Mr. Schultz, Division of Architect, State of California; Mr. E. V. Ben - bow, Chief of Institutional Maintenance, Patton State Hospital; and the Secretary. MINUTES Upon indication that each member present had read the minutes of the previous meeting and that there were no additions or corrections, the minutes were declared approved.
