WATER POLLUTION The Secretary reported that she was in receipt of certain
CONTROL BOARD data, one of which was a copy of the Notice of Hearing to
APPLICATION be held on June 5 for the purpose of adopting regulations
GRANTS to be used in processing next year's grant applications,
under Publio Law 660, Federal Construction Grants. It was
the decision of the Board that the proposed changes in
rules and regulations should be studied by each member.
ADJOURNMENT There being no further business the meeting was adjourned
to June 4, 1957.

BOARD OF DIRECTORS - ADJOURNED REGULAR MEETING

The Board of Directors met at 2:00 P.N:., June 4, 1957, at the
regular meeting place.
Directors Present: Botts, Brooks, Littleton, Taylor, Wall
Directors Absent: None
Also Present: Attorney Wilson, J. B. Hanauer, Engineers
Rowe and Reiter, Manager Rickert and the
Secretary' ' '
MINUTES Upon indication that each member present had read the minutes
of the previous meeting and that there were no additions or
corrections, the minutes were declared approved.
500,000.00 Director Wall reported that the $500,000.00 Treasury Bills
TREASURY BILLS purchased in March would be due June 6. Director Wall was
authorized to purchase $400,000.00 U. S. Treasury Bills as
follows:
100,000.00 due June 24, 1957
100,000.00 due July 25, 1957
200,000.00 due August 22, 1957
THREE -UNIT Manager Rickert reported that the cost of installation of a
MOBILE COMMUNI- three -unit Mobile Communication System would be $3,346.00.
CATION SYSTEM He also reported that maintenance of the equipment could be
handled by Carl Anderson, County Radio Department.
Upon motion by Director Littleton, duly seconded by Director
Botts and carried unanimously, pdrehase of a three -unit system
was authorized and the Secretary was ordered to contact County
Administrative Services for approval to maintain the units
through the County Radio Repair Department.
SEWERS Engineer Reiter reported on the progress of the sewerage program
stating written reports would be submitted to the Board June
13. Discussion was held regarding installation of sewers within
new tracts. Upon motion by Director Wall, duly seconded by Director
Botts, and carried unanimously, Ordinance No. 51 was adopted, and
Ordinance reads as follows:
ORDINANCE NO. 51 BE IT ORDAINED by EAST SAN BERNARDINO COUNTY WATER DISTRICT
as follows:
I. The District has authorized the issuance of $3,800,000.00
Sewer Revenue Bonds for the acquisition and construction of a sani-
tary sewerage system for the District.
II. The District has employed engineers to and said engineers
are, drawing plans and specifications for the construction of a sani-
tary sewerage system for the District.

June 4, 1957 III. The work of constructing said sanitary sewerage system will
be undertaken within 12 months from this date.
IV. The sub - divisions which are hereafter submitted to the
Planning Commission and Board of Supervisors of the County of San
Bernardino shall install in the streets thereof 'a dry sanitary sewerage
collection system, including laterals to property lines of each lot
therein, in the streets thereof, as a part of or in addition to
public improvements to be required by the County.
V. Plans and specifications for said sewers shall be submitted
to the District for approval by its District Engineers and the sub-
divider shall pay to the District the reasonable cost of approval
and inspections by the District to be fixed by it.
VI. The sub - divider shall transfer to the District the legal
titles to said system.
VII. All septic tanks installed prior to the time that the
District sewerage system is constructed shall be installed in front
yards, and not in back yards, or, in lieu thereof, a temporary,
cesspool for such sub - division in accordance with County standards
and approval, shall be constructed by sub - divider and operated by
him until the District's sewerage collection system is in operation.
VIII. Certified copies of this Ordinance shall be forwarded to
the County Planning - Commission and the County Board of Supervisors
and be enforced by - them in approving sub - divisions.
CONEJO MUTUAL Representatives from the Conejo Mutual Water Company were present
requesting information regarding annexation to the District, a Master
Meter Plan, and costs involved. Discussion was held as to ways and
means of serving water to the Mutual. Upon motion by Director Botts,
duly seconded by Director Littleton and carried unanimously, the
following action was taken: That the District would agree to serve
said Mutual through a Master Meter; that the Mutual would pay the
cost of the meter and installation; that the District would maintain
the Mutual systan and charge it for all costs of material and labor,
all providing the entire area annex to the District and providing an
existing contract between the Mutual and the Base Line Gardens Mutual
dater Company be severed.
CF:ANGE'OF It was the decision of the Board that due to the work load within the
MEETING DATES District it was necessary for the Board to meet twice a month. Upon
motion by Director Botts, duly seconded by Director Littleton and
carried unanimously, Ordinance No. 52 was adopted, said Ordinance reads
as follows:
ORDINANCE NO. 52 BE IT ORDAINED by the Board of Directors of the EAST SAN BERNARDINO
COUNTY WATER DISTRICT as follows:

SECTION I. Ordinance No. 2, entitled, 'An Ordinance Fixing
Time and Place for the Regular Meetings of the Board of Directors
of the East San Bernardino County Water District, and Providing
the Manner in Which Special Meetings of Such Board may be Called,'
Designating an Official Mailing Address, and Establishing the
Order of Business and Rules for its Proceedings", is hereby
amended by amending Section 1, 3 and 7 thereof to read as follows,
and repealing Ordinances 3, 5, 13 and 34.
Section 1. REGULAR MEETINGS. The regular meetings of
the Board of Directors of East San Bernardino County
Water District -shall hereafter be held on the 'second
Monday of -each and every calendar month at the hour of
2:00 o'clock P.M., and the fourth Monday of each and every
calendar month at the hour of 7:30 o'clock P.M.

June 4, 1957 "Section 3. MEETING PLACE. All meetings of the Board of
Directors shall be held at the office of the District,
unless they shall adjourn to or fix another place of meet-
ing in a notice to be given thereof, or unless prevented
by flood, fire or other disaster. Said office is hereby
fixed and established at and in the office at 7337 Del
Rosa Avenue, San Bernardino, California, in said District.
Section 7. MAILING ADDRESS. The official mailing address
of said District is hereby established as 7337 Del Rosa
Avenue, San Bernardino, California."
SECTION 2. Ordinances No. 3, No. 5, No. 13 and No. 34 are
hereby repealed.
SECTION 3. This ordinance shall take effect and be in force
July 1, 1957.
ADJOURNMENT There being no further business the meeting was adjourned to June
13, 1957, at 4:00 P.M.

BOARD OF DIRECTORS - ADJOURNED REGULAR MEETING
JUNE 13,_1957
The Board of Directors met at 4:00 P.M., June 13, 1957, at the
regular meeting place.
Directors Present: Botts, Brooks, Littleton, Taylor, Wall
Directors Absent: None
Also Present: Attorneys Wilson and Jones, Engineers
Reiter and Rowe, J. B. Hanauer and William
Feldman, Manager Rickert, and the Secretary
SEWERS Engineer Reiter submitted a report for the Board's consideration,
said report consisting of: A tabulation of 'Service Unit Values
for Types of Connections "; Tables I through VII showing houses,
commercial connections and vacant lots that presently exist;
and a growth projection for the first three years of the Bond
Issue. Engineer Reiter stated that a detailed estimate of cost
of the proposed current and future sewers would be submitted at the
next regular Board Meeting.
CONEJO MUTUAL Representatives from the Conejo Mutual Water Company were present
requesting additional information regarding possible annexation
to the District and costs for obtaining District service.
ADJOURNMENT There being no further business the meeting was adjourned.
