HomeMy WebLinkAboutMinutes - EVWD Board of Directors - 03/28/1960March 28, 1960 To my many old and new frieds within the District, I wish to state that it was with pride I served you as a public employee, and be assured that I have always served you to the best of my ability. It is with regret that I have witnessed the integration of political pettiness into this organization the past two years, which has led to the loss of prestige and admiration fhis District enjoyed fhroughout the Slate of California during the firsf four years of operafion. It is with regret that I must state it will be difficult for me to forget the treatment the office staff has experienced through certain members of this organization the past few months, in order that they might expedite their own personal petty desires at the cost of those who have been faithful to the District and ifs people. The re/harks and malicious gos- sip concerning the office staff bear no truth, and is evidence that these certain individuals are ignoranf concerning fhe operations of fhe office, parti~llarly in view of the tremen- dous growth of the District, the additional service of sewers, the trials and tribulations of three bond issues, and the com- plefe reorganization of office procedure and records due to the new sewer department. Because of the added work load in- volved in effecting these changes this past year, there has not been sufficient time nor man power to make many changes that we know are, and will be necessary, but each phase must be considered carefully and accomplished singly in order to preserve daily, efficient operation for the people. To the people in the District who knowingly and with intent voted at the last election to permit a controlled Board to gain the majority, it is my opinion that fhey have now taken the first step necessary for dictatorial control of their monies, taxes and laws. In the future they will have no right nor be free fo complain of water or sewer rates or service charges, for it has been publicly announced that three members of the new Board have teamed together to control the majority vote. Can the people in the District be assured that in the future individual thinking and opinions concerning their interests will be permitted on the new Board? sig/ Myrle C. Director absent, Botts~ I move that Myrle's resignation be accepted under the tetras requested and that it be set our in full in the minutes of this Board." The following motion was made by Director Wall, duly seconded by Director Taylor, and carried: Ayes, Directors Brooks, Littleton, Taylor, Wall; Director absent, Botts: I mOve that a resolution be adopted at this time by this Board and set out in full in the minutes, commending Myrle on her dedicated service to this District the past seven years, including an acknowledgement by this Board of her ability and her application fo fhe many services performed, and that Attorney Holcomb prepare this resolution and a copy be given to Myrle," March 28, 1960 RESOLUTION #253 The following Resolution was adopted in accordance with the COMMENDING above motion: MYELE G. NORTH BE IT RESOLVED by the Board of Directors of East San Bernardino County Water District, as follows: WHEREAS, the East San Bernardino County Water Distric~ was organized for the purpose of solving a serious water distribu- tion problem; and WHEREA~, the District has expenaded and grown to a point where it is now operating and maintaining one of the most modern and up-to-date water and sewage systems in the State of California; and WHEREAS, the progress and growth of said Distribt could only have come about through the combined efforts of many people, including the officers, directors and employees of the District; and WHEREA~, MYRLE NORTH has served the District since its inception as the Secretary-Auditor to the District, and as general office manager; and WHEREAS, the Board of Directors is desirous of commending said MYRLE NORTH for her outstanding services to the District, BE IT RESOLVED AS FOLLOWS: That the Board of Directors of the East San Bernardino County Water District does hereby officially commend MYRLE NORTH for her exemplary service and loyalty to the District, and the Board does hereby officially express its appreciation for the many contributions that the said MYRLE NORTH has made to the District through her untiring efforts in the exercies of her many abilities. BE IT FURTHER RESOLVED that all members of the Board do hereby express their personal gratitude to the said MYRLE NORTH for the service she has performed to the District since its incep- tion.'' VACATION PAY - The following motion was made by Director Taylor, duly seconded MYRLE NORTH by Director Wall, and carried: Ayes, Directors Brooks, Littleton, Taylor, Wall; Director absent, Botts: I move that Myrle receive one months vacation pay at her present salary of $612.00. That she receive her present salary until date of ten~ination of employment, and that she be reimbursed for her transportation costs to San Marco on March llth, plus the 24.00 for subsistence." RESOLUTION #254 Upon motion by Director Wall, duly seconded by Director Brooks, ACCEPTING GRANT and carried unanimously, the following resolution is adopted: OF EASEMENT - STATE OF CALIF. BE IT HEREBY RE~DLVED AND O}~DE~ED that the hereto attached Grant of Easement executed by the STATE OF CALIFORNIA, to the EAb~f SAN BERNANDINO COUNTY WATER DISTRICT, dated February 24, 1960, for installation of pipe lines across the property described therein, be and the same is hereby accepted for and on behalf of said Water District. BE IT FUI~4E~ RESOLVED, that a copy of this resolution be attached to said Grant of Easament and that the same be recorded in the office of the County Recorder, County of San Bernardino, State of California, and filed in the records of this Board. PAYMENT-ADDITIONAL Manager Ricker~ reported that additional work had been required COSTS - HEERS of the H. W. Heers, Inc., for the installation of sewer maine CONTRA~2T and appurtenances in Highland Avenue and Arden Avenue. Cost mrch 28, 1960 of the canvess of votes cast and one absentee ballot, it was moved by Director Wall, duly seconded by Director Brooks, and carried unanimously, the following resolution be adopted: RESOLUTION ' WHEREAS, the Board of Supervisors of the County of San Bernardino 25§ at its meeting of February 15, 1960, directed that an election be held in the East San Bernardino County Water District to fill two vacancies for the office of Director of said District, for which vacancies three persons were nominated, and WHEREAS, said election was held March 22, 1960, with the following result s: Venn W. Botts 658 G. 3. (3erry Levesque 697 Peyton W. Taylor 276 now therefore, BE IT RESOLVED by the Board of Directors of the East San Bernar- dino County Water District that it does find and determine the following persons to be elected as Directors of said County Water District: Venn W. Littleton, President EAST SAN BERNARDINO COUNTY WATER DIb~fRICT SPECIAL MEETING - BOARD OF DIRECTORS APRIL 4, 1960 The Board of Directors met at 7:30 P.M., at the r~ular meeting place. Directors present: Botts, Brooks, Levesque, Littleton, Wall Directors absent: None Also present: Manager Rickert, Secretary North APPOINTMENT ~ The special meeting was called by President Littleton by mailing OFFICE MGR notice to each Director under date of April 1, 1960. Said meeting called for the appointment of an Office Manager, as well as an Auditor to audit the records and funds of the District. Manager Rickert reported he had three applicants for the position. He set forth the qualifications of each applicant. It was the recommendation of Manager Rickert that Mr. Herb Bragg be employed since his qualifications met the needs of the District. Upon motion by Director Botts, duly seconded by Director Levesque, and carried unanimously, the employment of Mr. Herb Bragg for Office Manager of the East San Bernardino County Water District was authorized at a monthly salary of $700.00, employment to commence the 2nd day of Ma]~, 1960. Director Littleton recommended that Mr. A. W. Brannfors be employed to conduct the audit. It was the opinion of other members of the Board that the firm of Eadie & Payne should be contacted to conduct the audit since they wer~e familiar with the records and would thus save time costs.
