MINUTES Upon indication that each Board member present had read the minutes of the May 23rd, 1961 meeting, and there were no additions or corrections, the President declared the minutes approved as written. MOTION Upon motion by Director Littleton, duly seconded by Director LeVesque and carried unanimously, bids will be called for and opened at the District office, 7337 Del Rosa Avenue at 7:30 p.m. on June 9.7, 1961 for the Main extension and facilities in the easegaent from Del Rosa Avenue to the Del Rosa Bowling Alley. AUTHORIZATION TO The Secretary asked for authorization to call for and open CALL FOR BIDS FOR bids for the installation of a water system and appurtenant INSTALLATION OF facilities in Tract 4815 - the Northeast corner of Marshall WATER SYSTEM AND Blvd. and Arden Avenue, on June 9.7, 1961 at the District FACILITIES IN office. Upon motion by Director LeVesqlle, duly seconded by Director MOTION Wall and carried unanimously, authorization was given to call for and open bids for the installation of a water system and facilities in Tract 4815 at the District office, 7337 Del Rosa Avenue at 7:30 p.m. on June 9.7, 1961. P. Upon motion by Director Wall, duly seconded by Director M(YI~ON LeVesque and carried unanimously, authorization was given to call for and open bids for the water system and appur- tenant facilities for the Stubblefield Tract 6436 at the District office,7$37 Del Rosa Avenue at 7:30 p.m. on June 9.7, 1961. W. Heers Tract 6173 at the District office, 7337 Del Rosa Avenue at 7:30 p.m. on June ~-7, 1961. RESOI//TION NO. 366 A Certificate of Completion was filed by the Associate CERTIFICATE OF Engineer, certifying to the completion of Job W-352, COMPLETION JOB Tract 6375, on May 26, 1961 in accordance with plans W-352, TRACT 6375. and specifications. MOTION Upon motion by Director Littleton, duly seconded by Director LeVesque and carried unanimously, Resolution No. 366 accepti~ Job W-352 in Tract 6375 on May 26, 1961, Robert Simon, Contractor, was adopted and the President and ~ecretary ordered to sign and file Notice of Completion. RESOLUTION NO. 367 A Certificate of Completion was filed by the Associate CERTIFICATE OF Engineer certifying to the completion of Job W$341, COMPLETION 3C~ installation of water distribution system in Tract 6344, W-341, TRACT 6344. on June 8th,. 1961, in accordance with plans and speci fi cations. MOTION Upon motion by Director LeVesque, duly seconded by Di~rector Littleton and carried unanimously, Resolution No. 367, accepting Job W-341 in Tract 6344, Michael E. Mize, contractor, was adopted and the President and Secretary ordered to sign and file Notice of Completion. RESOLUTION NO. 368 A Certificate of Completion was filed by the Associate CERTIFICATE OF Engineer certifying to the completion of Job W-353, COMPLETION JOB additions to the Water Distribution system, Citrus Street, W-353. 12' main to Date Street Reservoir, Elmer W. Funkhouser, contractor, on June 8th, 1961 in accordance with plans and specifications. MOTION Upon motion by Director Littleton, duly. seconded by Director LeVesque and carried unanimously, Resolution No. 368, accepting Job W-353, Elmer W. Funkhouser, Contractor, was adopted and the President andSecretary ordered to sign and file Notice of Completioh. RESOI/ITION NO. 369 A Certificate of Comp~etion of Job W-350, was filed by CERTIFICATE OF Engineer Joseph A. Rowe, certifying to its completion - COMPLETION 3OB construction of the 900,000 gallon steel reservoir, W-350. Pittsburgh-Des Moines Steel Company, contractor, on June 8th, 1961 in accordance with plans and specifica- tions. MOTION Upon motion by Direc~tor Littleton, duly seconded by Director Wall and carried unanimously, Resolution No. 369, accepting Job W-350, Pittsburgh-Des Moines Steel une 13, 1961 Company0 contractor, was adopted and the President and Secretar~ ordered to sign and file Notice of Completion. RBCOMMENDATION The General Manager-Secretary reco~mnended a merit raise MERIT RAISE FCR for Meter Reader, Charles F. Golden who was employed CHARLES F. GOLDEN 12-5-60 at classification 25A, $1.88 per hour, to Classification 25B at $1.97 per hour to be effective June 1, 1961. MOTION Upon motioh by Director LeVesgue, duly seconded by Director Littleton and carried unanimously, the recommended raise for Charles F. Golden from Classification 25A to 1.97 per hour to be effective as of June 1, 1961, was approved. APPOINTMENT OF The President asked for expressions from the Directors AUDITING FIRM FOR regardirg the ap~ointment of an auditing firm to audit FISCAL YEAR 1960- the records and funds of theDistrict for the fiscal 1951 AUDIT. year 1960-61. Director LeVesque feels the price paid is high and possibly it could be done for less. There can be no bids as that is against the ethics of that profession. Eadie & Payne are f~mtliar with the District's records and have done an excellent job. MOI~ON Upon motion by Director LeVesq~e, duly seconded by Director Brooks and carried unanim~usly, the accounting firm of Eadie and Payne was recommended to conduct the audit for the fiscal year 1960-61. SEWER RE'(JRT AREA The Presideht called upon Engineer Don Miller for a sewer B" HIGHLAND AREA report on Area "B" of the Highland Area Sewer Proj act - SEWER PROJECT. Pacific and Victoria - which has been brought up to date. He reported that two years ago there were 85 homes in this area and now there are 108 with a possible $ or 8 additional with short extensions. The total cost would be about 45,000.00 at $417 per connection including the entineering costs. It seems to be a favorable project at this time. A possible motion was discussed but abandoned as this area is not a part of the District and annexation requests would have to come from the residents of the area. The fact may only be made known that the District is favorable to this matter if approached with an annexation request. The directors were unanimous in this feeling. GENERAL SEWER The General Manager-Secretary reported that the Colich DISCUSSION Construction Company has been paid except for one ite~ the damages to McDaniels Dairy - approximately ~329.50 which has been withheld from the final payment to Colich until the differences are resolved. The District is getting real good results from the Deed and Agreement on Water Rights forms being sent out. WARD STREET Director Brooks reported a problem which needs to be RESIDENTS resolved regarding a portion of the District in the CONNECTIONS Ward Street area whose residents were anxious to have sewers at the time of the election when there was no connection charge and the District could not supply them with sewers at that time. Now they are to be provided with sewers, but are being asked to pay $102.00. Provision of sewers in that area at the time of the bond issue was not economically feasible, but now it is, due to the main outfall line having been built to serve the Highland Area. It was felt that what few residents of the District who would fall in this category could be permitted to connect on the same basis as they would have if sewer facilities were installed originally. Foreclusure would be the only alternative, which would eliminate liens Junior to the deed of trust. The directors expressed no objection to releasing the lien and filing the demand as suggested. REPRESENTATIVES W.P. Rowe & Son, Engineering firm, is to represent the IN WATER b~JIT defendants in the water suit as engineering consultants and Attorney Denslow Green is to represent the East San - Bernardino County Water District only.
