Upon motion by Director Botts, duly seconded by Director
Taylor, and carried unanimously, fencing of Plant No. 12
is hereby authorized in the amount not to exceed $148,00.
STEP INCREASE Upon motion by Director Wall, duly seconded by Director Botts
ASSOCIATE and carried unanimously, the automatic step increase for Asso-
ENGINE_ER COLE ciate Engineer, Charles Cole, is hereby authorized -- Range 34,
Step C in the amount of $559.00, effective November 1, 1958.
BASE MUTUAL Discussion was held regarding costs to the District for the
WATER COMPANY installation of water mains in the Base Mutual Water Company
and refunds to property owners.
Upon motion by Director Botts, duly seconded by Director
Brooks and carried unanimously, installation of water mains,
extensions, and services is hereby authorized as per the agree-
ment, and all financing to be handled by the people within the
Base Mutual Water Company.
ADJOURNMENT The meeting was adjourned to November 20, 1958 at 7:30 P.M. in
order that a discussion could be held regarding budget and to
complete the agenda under the date of November 10, 1958.

BOARD OF DIRECTORS - ADJOURNED REGULAR MEETING
November 20, 1958
The Board of Directors met at 7:30 P.M., November 20, 1958 at
the regular meeting place.
Directors Present: Botts, Brooks, Littleton, Wall
Directors Absent: Taylor
Also Present: Engineer J. A. Rowe, Manager Rickert,
Associate Engineer Cole, Secretary North
The President stated the Regular Meeting of November 10 had
been adjourned to this date for the purpose of studying and
discussing budget reports, etc. The following reports were
submitted:
1) Comparison Reports covering fiscal years ending 1956,
1957, 1958, regarding operating revenue, expenses and various
other comparisons, not including capitalized items.
2) Water Revenue Report, first four months of 1957 and 1958;
maintenance and operation, bond expense, payroll, and capital
additions.
3) Water Production, 1955 -1956; 1956 -1957; 1957 -1958; in-
cluding power costs and costs per consumer.
4) Anticipated water production for 1958 -1959.
The above reports were submitted and discussed in detail.
Manager Rickert and Associate Engineer Cole were requested

ADJOURNMENT
to submit a report at the next Board meeting, setting forth the
approximate capital expenditure to be made at the various plants
to enable the District to produce a greater amount of water for
the coming year.
It was the decision of the Board that in accordance with the
reports as submitted, that maintenance and operation costs would
be lowered if the flat rate services were metered.
Upon motion by Director Botts, duly seconded by Director Wail
and carried unanimously, metering of 250 flat rate services
located in the Intermediate System is hereby authorized, work
to commence immediately and each consumer to be notified in
advance that their service is to be metered within the next
30 days.
There being no further business,

MODIFICATION
OF 2 -WAY RADIO
EQUIPMENT
The Board of Directors met at 7:30 P.M., November 24, 1958 at
the regular meeting place.
Directors Present: Botts, Brooks, Littleton, Taylor, Wall
Directors Absent: None
Also Present: Manager Rickert, Associate Engineer Cole,
and Secretary North
Upon indication that each member present had read the minutes
of the meeting of November 10, and that there were no additions
or corrections, the minutes were declared approved.
A letter addressed to the Board, signed by W. A. Sidler, Flood
Control Engineer, was read regarding Zone 2, LittleSand Creek,
Annexation No. 1958 -6. Said letter states in part as follows:
On Monday, November 10, 1958, the Board of Supervisors of
this District reviewed the proposed annexation and as the result
thereof on their behalf, it is requested that this Flood Control
District and properties held thereby be::excluded from assessments
which might be levied or incurred by virtue of the annexation.
This is predicated on the proposition that improvements can be
of no benefit to this District by nature of the District's acti-
vity on the property and purposes for which it is held.... .

District, at the present time, does not tax nor are there any
assessments.
Manager Rickert reported that a recent Federal Communications
Commission ruling required all 2 -way radio equipment to be modi-
fied by February 1, 1959, This action is required to make room
