HomeMy WebLinkAboutMinutes - EVWD Board of Directors - 09/08/1958220 EAST SAN BERNARDINO COUNTY WATER DISTRICT BOARD OF DIRECTORS - REGULAR MEETING September 8, 1958 The Board of Directors met at 2 :30 P.M., September 8, 1958 at the regular meeting place. Directors Present: Littleton, Botts, Brooks, Taylor, Wall Directors Absent: None Also Present: Attorney Holcomb; Edith Oberg of J. B. Hanauer and Company; Associate Engineer Cole; Manager Rickert; and Secretary North MINUTES Upon indication that each member had read the minutes of the previous meeting and that there were no additions or corrections, the minutes were declared approved. WARRANTS Warrants for July, 1958 in the amount of $17,468.31 was pre - July 1958 sented for approval. Upon motion by Director Taylor, duly seconded by Director Wall and carried unanimously, the July warrants in the amount of $17,468.31 was approved for payment. SEWER SERVICE Associate Engineer Cole presented a study of the costs and LANKERSHIM MUTUAL cost ratio for services in the Lankershim Mutual Water Company WATER COMPANY AREA area in accordance with the authorization of the Directors at the regular board meeting of August 25, 1958. It was the decision of the Board that the report be studied further and be presented at the next Board meeting. SEWERS- SCHEDULE NO. I Field Change Order No. 10 in the amount of $5,388.77 was CHANGE ORDER NO. 10 presented for approval. Upon motion by Director Botts, duly seconded by Director Taylor, and carried unanimously, Change Order No. 10, Schedule No. I is hereby approved and the President autho- rized to sign on behalf of the District. WATER MAIN Associate Engineer Cole presented a report setting forth EXTENSION STUDY the total costs for water service to Tract 4460 which lies TRACT 4460 south of Ninth Street and east of Victoria. Said report states this area may be served feasibly by the District's intermediate system. The total estimated cost for construc- tion of mains, gates, fire hydrants, and services is $7,887.00, approximate cost per connection, $219.08. This area is now served by the Southern California Water Company. The average monthly billing on the present rates is $9.52 paid to the Southern California Water Company while the District rate would be $5.38. The study shows the consumer to be paying an average of approximately higher water rates. The report also states that it would be a direct benefit to the people within the area to join the District and pay for the water main extension costs. Upon motion by Director Botts, duly seconded by Director Taylor, and carried unanimously, the report as submitted by Associate Engineer Cole was authorized and approved for pre- sentation to the residents within Tract 4460, j WATER SERVICE Manager Rickert stated he was in receipt of a request from REQUEST -J. B. Wallace for water service to Tract 5085, 56 lots. Said TRACT 5085 tract located in the area of 7th and Cunningham. Associate Engineer Cole reported that this tract is immediately south of Tract 4460, discussed above, that Mr. Wallace had been the subdivider of that tract and in all probability would again take water service from the Southern California Water Company due to the fact said company refunds for main extensions. It was the decision of the Board that Manager Rickert meet with Mr. Wallace and discuss the main extension and his intentions before a letter was written by the District stating water service was available. 221 September 8, 1959 Page 2 BASE MUTUAL Attorney Holcomb reported that the title on Base Mutual Water WATER COMPANY Company well is not perfect technically but, from a practical standpoint, there would probably be no trouble. He stated that there were approximately five or six that have 1/70 interest in said well but it was his recommendation that this should not hinder the deal as it is very remote that there would be any trouble from those involved. SEWER EASEMENTS' Discussion was held regarding the re- routing of the sewer HARRINGTON & collection lines from the South end of Rogers Lane ( Harring- TORBETP ton and Torbett, property owners) to an easement across the Warm Springs School ground to Sterling Avenue. A further report is to be submitted to the Board at a later date re- garding the re- routing. PATTON STATE i Secretary North read a letter from James D. Reiter, Daniel HOSPITAL AGREEMENT Mann, Johnson & Mendenhall and W. P. Rowe & Son, dated FOR JOINT SEWAGE September 4, 1958, in reference to that "Agreement for DISPOSAL Joint Sewage Disposal" as submitted by Attorney Wilson, be- tween the District and Patton State Hospital. Mr. Reiter set out certain recommendations and stated that inasmuch as the City of San Bernardino is mentioned through- out the proposed agreement that perhaps their comments should be obtained. REPORT WATER Office Manager North submitted a report on the increase for SERVICES water charges in those areas that were previously on a flat rate charge and are now metered. Office Manager North submitted a letter which had been sent to each of the above mentioned consumers. Said letter setting forth what the metered bill would have been and stating that this month only, they would be charged on a flat rate basis until they become accustomed to the conservation of water. I£ the meter charges had been submitted for payment, the increase from flat rate charge to the metered charge for 62 services would have been over 8400. Discussion was held in reference to the lowering of maintenance and operation charges after all the flat rate services had been metered. PUBLIC LAW 660 Secretary North submitted a letter from the State Water Pollu- FEDERAL CONSTRUCTION tion Control Board and attached thereto, a questionaire addressed GRANT to past and present applicants for Federal Sewerage Constructions Grants. It was the decision of the Board said letter and appli- cation should be submitted to James D. Reiter for his comments. PLANT 11-Manager Rickert reported that Mr. and Mrs. Snow were still LANDSCAPING AND complaining of the noise from the gas engine at Plant 11. It COMPLAINT was his recommendation that if trees and shrubs were planted, perhaps the noise would be quieted. It was the decision of the Board that the District had complied and had received the approval of the County Planning Commission and that no further work should be done or expenditures made on the well itself. Upon motion by Director Brooks, duly seconded by Director Botts, and carried unanimously, planting of trees and shrubs were approved bu the work should be delayed until cooler weather, approximately December 1, in accordance with the advice of the nursery. i METER SETS Upon motion by Director Botts, duly seconded by Director Wall VALARIA AREA and carried unanimously, Bob Simon was authorized to set approxi- mately 50 meteres in the flat rate area in the intermediate system (Valaria area) providing costs of each meter set was in accordance with his previous contract. 222 September 8, 1958 Page 3 ABANDONMENT A letter from the County of San Bernardino Flood Control WEIR BOX District was submitted for discussion. The Flood Control PLANT 26 has requested the removal of an abandoned concrete collection weir box located at Plant 26, Cushing Well Site. Upon motion by Director Brooks, duly seconded by Director Wall and carried unanimously, abandonment was authorized in accordance with the letter from the Flood Control District. INSTALLATION A letter was read from the City of San Bernardino regarding CHARGE - WYE charges for installation of wye connections to City outfall CONNECTIONS lines on Del Rosa, Dwight Way, Base Line, Tippiecanoe, and Sixth Streets. Upon motion by Director Botts, duly seconded by Director Brooks, and carried unanimously, costs in the amount of $1,660.35 as submitted by the City of San Bernardino for approximately 159 wyes in the above mentioned areas is hereby approved and any future connections where construction is underway. DEL ROSA MUTUAL Director Littleton reported that fifty shares of the Del Rosa WATER COMPANY Mutual Water Company were now available for purchase. It was the decision of the Board that Attorney Holcomb should be con- tacted and that a special session be held at a later date re- garding any future purchases of Mutual Water Company stock. SEWER MANHOLES Associate Engineer Cole submitted construction costs for the PUMAIA AND DEL relief of sewage to the Pumalo and Del Rosa manholes reporting ROSA AVENUE that it was costing the District $200 a month to pump sewage from said manhole. Upon motion by Director Botts, duly seconded by Director Wall, and carried unanimously, it was authorized that the proper construction be installed to relieve the cost of pumping said manhole. SEWER SERVICE Manager Rickert reported that he had met with the City MARK, ILIA, ETC.Adminstrative Officer, C. C. Woods, in connection with the AREA District serving the area in the Park Avenue and Loma Street area which is located in the City of San Bernardino. He stated that Mr. Woods had agreed finally that it was the privilege of the District under the Joint Powers Agreement to serve this area and to connect to any city lines installed therein. SEWER MONIES Secretary North stated the Certificate of Deposit in the INVESTMENT amount of $1,160,000 was due September 18, 1958. In order to have monies available at the time contract payments were due, a recommendation was presented by Director Wall and Secretary North to purchase the following: 175,000 U.S. Treasury Bills - due October 30, 1958 Purchase price - $174,613.83 175,000 U.S. Treasury Bills - due December 4, 1958 Purchase price - $174,103,42 185,000 Certificate of Deposit - Due January 1, 1959 a 2%. 450,000 Certificate of Deposit - Due March 18, 1959 @ 2 1/2% Upon motion by Director Brooks, duly seconded by Director Taylor, and carried unanimously, the recommendation submitted by Director Wall and Secretary North for investment of Sewer Department monies, is hereby accepted and they are hereby authorized to purchase said U.S.Treasury Bills and Certi- ficates of Deposit as listed above.
