SERVICE CHANGES Manager Rickert reported there were approximately 150 services
FROM OLD MAIN that had not been changed from the old mains to the new mains.
TO NEW Upon motion by Director Wall, duly seconded by Director Taylor,
and carried unanimously, it was authorized that those services
that were still connected to the old main be changed and con-
nected to the new mains.
ADJOURNMENT There being no further business the meeting was adjourned.

Secretary North read the minutes for the previous meeting and
there being no additions or corrections the minutes were de-
clared approved.
The President announced that this was the time and place for
the Board to consider certain annexations to the District.
The Secretary presented the Petition of Annexation 1959 -1
together with the Affidavit of Publication of Notice of Hearing,
showing that the Publication had been made as required by law.
The President announced that this was the time and place as
set by the Notice of Hearing to hear all protests and consider
all written objections to the proposed annexation. The Secretary
presented her certificate that the petition is signed by a^
majority in number of the holders of title, or evidence of title
to a majority in acreage of the land proposed to be annexed.
There being no written or oral objections to the proposed annexa-
tion and discussion had and evidence taken relating to the bene-
fits to the District and the territory proposed to be annexed
which would result from the annexation, it was moved by Director
Botts, duly seconded by Director Wall and carried unanimously,
that the hearing be closed.
ORDINANCE NO. 88 Ordinance No. 88 was presented to the Board. Upon motion by
Director Botts, duly seconded by Director Wall and carried
unanimously, Ordinance No. 88 Altering Boundaries of the East
San Bernardino County Water District was passed on roll call
vote. The Secretary was directed to post in three public places
within the District copies of the above entitled Ordinance.

NO. 96 Director Wall, duly seconded by Director Taylor, and carried
unanimously, Ordinance No. 96 Altering Boundaries of the East
San Bernardino County Water District was passed on roll call
vote. The Secretary was directed to post in three public
places within the District copies of the above entitled Ordi-
nance.

he had not been asked to sign the petition for annexation,
nor had he received Notice of Hearing. The Secretary pre-
sented an envelope returned by the Post Office, containing

1216 Paloma Road, said envelope marked "No Such Street Number

The Secretary explained to Mr. Edmonston that all addresses
of persons who had not signed the petition were secured from
the County Assessor's Office and due to the fact Mr. Edmonton
had not reported a change of house number, the Notice of Hearing
had been returned to the District by the Post Office Department.
There being no furtherowritten or oral objections to the pro-
posed annexation, and discussion had and evidence taken relating
to the benefits to the District and the territory proposed to
be annexed which would result from the annexation, it was moved
by Director Botts, duly seconded by Director Taylor, and
carried unanimously, that the hearing be closed.
ORDINANCE Ordinance No. 97, was presented to the Board. Upon motion by
NO. 97 Director Botts, duly seconded by.Director Brooks, and carried
unanimously, Ordinance No. 97 Altering Boundaries of the East
San Bernardino County Water District was passed on roll call
vote. The Secretary was directed to post in three public
places within the District copies of the above entitled Ordi-
nance.
SEWER SERVICE The Secretary presented sixteen Applications For Sewer Service
CONNECTIONS- executed by various residents on Conejo Street. The Secretary
CONEJO DRIVE reported each had deposited the required $100.00 in accordance
with rules governing sewer connections outside District boun-
daries. Upon motion by Director Taylor, duly seconded by
Director Brooks, and carried unanimously, sewer service con-
nections for the following properties located on Conejo Drive
were approved: 6910, 6918, 6925, 2926, 6932, 7075, 7090, 7101,
7104, 7113, 7117, 7720, 7205, 7230 -32, 7238. 7249.
It was the decision of the Board that a card should be sent
to the residents on Conejo Drive between Base Line and Pacific,
that sewer service is available and if they desire, the service,
they should contact the District Office far further information,
SEWER PROGRESS The Sewer Progress Report for the week ending March 6, 1959
REPORT as submitted by Resident Engineer, Wallace D. Harkins, was
read: Percent time elapsed, 93.33 %; percent of work com-
pleted, 111.85 %.
SEWER EXTENSION Engineer Reiter reported the contractor had refused to install

ON BASE LINE TO the Base Line extension at the present contract price. Discus -
TWIN CREEK sion was had concerning possible legal proceedings andit was
the decision of the Board that Engineer Reiter negotiate fur-
ther with the contractor for a possible compromise rather than
have the expense of legal proceedings.
SEWER EXTENSION Manager Rickert reported the estimated cost for sewer collection
LANKERSHIM, LOTH lines on Lankershim between 10th and Base Line as presented by
TO BASE LINE the engineer, was $6,136.00, said cost not including laterals.
Upon motion by Director Brooks, duly secondedby Director Wall,

and carried unanimously, the Engineers were authorized to
design for installation, sewer collection line on Lankershim
between 10th and Base Line, and the residents on Lankershim
to install their own laterals to the main line at no cost
to the District.
SEWER EXTENSION Upon motion by Director Botts, duly seconded by Director Brooks,
LILLIAN LANE and carried unanimously, the Engineers were authorized to design
and present a Change Order for sewer line installation on Lillian
Lane.
SEWER EXTENSION The annexation of Paloma Road having been duly approved and
PALOMA ROAD accepted, upon motion by Director Wall, duly seconded by
Director Botts, and carried unanimously, the Engineers were
authorized to present a Change Order for sewer line installation
on Paloma Road, which had been previously presented under
Change Order No. 13.
SEWER SERVICE A letter from Engineer James D. Reiter was presented, said
TRACT 5877 letterradvising that the estimated cost of a new route to
Tract 5877 for possible sewer service is $24,600. This esti-
mated cost not including the cost of house connections. The
route under consideration is nCommencing at the Southerly
boundary of Tract 5877, thence south to a point south of Warm
Creek (crossing via a siphon), thence west along the easterly
extension of 13th Street to Sterling Avenue ". The new route
to said Tract would increase the cost approximately $6,600 .
Upon motion by Director Wall, duly seconded by Director Botts,
and carried unanimously, installation of sewer service to
Tract No. 5877, along the route hereinabove described is here-
by approved at an estimated cost of $24,600.
GRANT OF EASEMENT ' Secretary North presented a Grant of Easement, dated
RESLOUTION NO. 193 February 19, 1959, executed by City of San Bernardino School
District, for the purpose of installing pipe lines and appur-
tenances across the Warm Springs School Site. Upon motion
by Director Wall, duly seconded by Director Brooks, and
carried unanimously, Resolution No.,193 accepting said Grant
of Easement was adopted and order made.
GRANT OF EASEMENT ' Secretary North presented a Grant of Easement, dated
RESOLUTION NO. 194 February 19, 1959, executed by Title Insurance and Trust
Company, for the purpose.of installing pipe lines and appur-
tenances across the property described as: All of Lot 96,
Tract 4830. Upon motion by Director Brooks, duly seconded
by Director Botts, and carried unanimously, Resolution No. 194
accepting said Grant of Easement was adopted and order made.
DEDICATION OF Secretary N presented Dedication of Sewer to the East San
SEWERS -TRACT 4692 Bernardino County Water District, dated March 3, 1959, executed
RESOLUTION NO.195 by W. E. Stubblefield and Sons, said sewers constructed in
Tract 4692. Upon motion by Director Taylor, duly seconded by
Director Wall, and carried unanimously, Resolution No. 195
accepting said Dedication of Sewers in Tract 4692 was adopted
and order made.
GRANT OF LIEN Secretary N presented a Grant of Lien Affecting Real
BASE MUTUAL Property within the Base Mutual Area, executed by Lucille
RESOLUTION NO. 196 Gerry, Donald E. and S. Arlene Alexander, 7771 Lankershim,
Highland, California, in the amount of $147.22 for approval.
Upon motion by Director Botts, duly seconded by Director Taylor
and carried unanimously, Resolution No. 196 Accepting Grant of
Lien Affecting Real Property described above, is hereby adopted
and order made.
GRANT OF LIEN Secretary North presented a Grant of Lien Affecing Real Property
BASE MUTUAL within the Base Mutual Area executed by Lilburn Johnson, Vineta
RESOLUTION NO. 197 N. and Lory M. Bowen, 7733 Eucalyptus, Highland, California, in
the amount of $203.40 for approval. Upon motion by Director
Brooks, duly seconded by Director Wall, and carried unanimously,

Resolution No. 197 Accepting Grant of Lien Affecting Real
Property described above, is hereby adopted and order made.
SALE OF LOTS Manager Rickert requested the Board to set a minimum price
LYNWOOD & on the two lots at Lynwood and Harrison as he had received
HARRISON several inquiries from interested purchasers of said lots.
It was authorized that bids would be accepted for the pur-
chase of two lots located at Lynwood and Harrison, at the
regular meeting of the Board, April 13, 1958, and only bids
of $3,500 or more for each lot would be considered.
It was also authorized that bids would be accepted for the
purchase of the property located at 25435 Base Line and
only bids of $10,000 or more would be considered.
WARRANT APPROVAL Water Department warrants in the amount of $29,161.14 and
Sewer Department warrants in the amount of $58,911.23 was
presented for approval. Upon motion by Director Botts, duly
seconded by Director Taylor and carried unanimously, warrants
in the above amounts were approved and ordered paid as sub-
mitted.
EMPLOYEES Office Manager North presented for approval the automatic
STEP - INCREASE step increases for the following employees:
Elisabeth Perkins -23B to 23C- effective March 1, 1959
Dora Boyd -18B to 18C- effective April 1, 1959
Phyllis Hawkenson -19A tol9B- effective March 1, 1959
Mary Shoulders -$1.15 hr. to $1.21 hr.- effective March 1, 1959
Upon motion by Director Botts, duly seconded by Director Wall
and carried unanimously, the above step increases were approved
and ordered effective as listed above.
PRESENTATION Manager Rickert presented a budget for the Water and Sewer
OF BUDGET Departments for the next four months and for the next fiscal
year. Further study on said budget was postponed to the next
meeting.
ADJOURNMENT The meeting was declared adjourned to March 16, 1959 at
7:30 P.M. for budget purposes.
