Upon motion by Director Taylor, duly seconded by Director
Wall and carried unanimously, Resolution No. 214 accepting
said Grant of Easement was adopted and order made.
ADJOURNMENT There being no further business the meeting was adjourned.

BOARD OF DIRECTORS - REGULAR MEETING
May 11, 1959
The Board of Directors met at 2:00 P.M., May 11, 1959
at the regular meeting place.
ANNEXATION The Secretary presented the Petition of Annexation 1959 -9
1959 -9 together with the Affidavit of Publication of Notice of
Hearing, showing that the Publication-had been made as
required by law.
The President announced that this was the time and place
as set by the Notice of Hearing to hear all protests and
consider all written objections to the proposed annexation.

Also Present: Mr. Don Campbell and Don Miller of
the firm of Campbell and Miller;
Mr. Jerry Boyd of the Highland
Messenger; Manager Rickert; Associate
Engineer Cole and Secretary North
MINUTES Upon indication that each member present had read the
minutes of April 27, and that there were no additions or
corrections the minutes were declared approved.
ORDINANCE NO. 100 'The President announced that this was the time and place
Amending Ordinance as set by the Notice of Hearing to hear any protests to
NO. 62 -sEWER the amendment of Ordinance No. 62 relating to sewer service
SERVICE CHARGES charges. There being no written or oral objections to the
proposed amendment, it was moved by Director Wall, duly
seconded by Director Botts, and carried unanimously, that
the hearing be closed.
Secretary North presented Ordinance No. 100 entitled
An Ordinance Amending Ordinance No. 62, Relating to
Sewer-Service Charges".
Upon motion by Director Wall, duly seconded by Director
Brooks, and carried unanimously by roll call vote,
Ordinance No. 100 was adopted and the Secretary directed
to post in three public places within the District copies
of the above entitled Ordinance.
ANNEXATIONS The President announced that this was the time and place
for the Board to consider certain annexations to the Dis-
trict.
ANNEXATION The Secretary presented the Petition of Annexation 1959 -9
1959 -9 together with the Affidavit of Publication of Notice of
Hearing, showing that the Publication-had been made as
required by law.
The President announced that this was the time and place
as set by the Notice of Hearing to hear all protests and
consider all written objections to the proposed annexation.

The Secretary presented her certificate that the petition
is signed by a majority in number of the holders of title,
or evidence of title, to a majority in acreage of the land
proposed to be annexed. Evidence was taken relating to the
benefits to the District and the territory proposed to be
annexed which would result from the annexation.
Mrs. Catherine Johnson was present objecting to the annexa-
tion. Mrs. Johnson stated she had been tole there would
be a front foot charge, that the entire matter had been
misrepresented to her and therefore was objecting to the
annexation of her property. Manager Rickert stated
that Mrs. Catherine Johnson had requested annexation,
that in his opinion it was merely a misunderstanding
and the conditions were the same now as when she had
made her request to annex to the District.
Hearing no other objections, upon motion by Director
Brooks, duly seconded by Director Wall and carried
unanimously, the protest of Mrs. Catherine Johnson
was overruled and toe hearing ordered closed.
ORDINANCE NO. 101 Ordinance No. 101 was presented to the Board. Upon
motion by Director Wall, duly seconded by Director
Brooks, and, carried unanimously, Ordinance No. 101
Altering Boundaries of the East San Bernardino County
Water District was passed on roll call vote. The
Secretary was directed to post in three public places
within the District copies of the above entitled Ordi-
nance.
ANNEXATION 1959 -10 The Secretary presented the Petition of Annexation 1959 -10
TRACT 5095.EAST OF together with the Affidavit of Publication of Notice of
STERLING AVE. NORTH Hearing, showing that the Publication had been made as
OF LIME ST. (VAC.) required by law.
The President announced that this was the time and place
as set by the Notice of Hearing to hear all protests and
consider all written objections to the proposed annexation.
The Secretary presented her certificate that the petition
is signed by all the holders of title to the land proposed
to be annexed. There being no written or oral objections
to the proposed annexation and discussion had and evidence
taken relating to the benefits to the District and the
territory proposed to be annexed which would result from
the annexation, it was moved by Director Brooks, duly
seconded by Director Wall, and carried unanimously, that
the hearing be closed.
ORDINANCE NO. 102 Ordinance No. 102 was presented to the Board. Upon motion
by Director Wall, duly seconded by Director Brooks, and
carried unanimously, Ordinance No. 102 Altering Boundaries
of the East San Bernardino County Water District was passed
on roll call vote. The Secretary was directed to post in
three public places within the District copies of the
above entitled Ordinance.
ANNEXATION 1959 -11 The Secretary presented the Petition of Annexation 1959 -11
TIPPECANOE & 3rd St. together with the Affidavit of Publication of Notice of
Hearing, showing that the Publication had been made as
required by law.
The President announced that this was thetime and place
as set by the Notice of Hearing to hear all protests and
consider all written objections to the proposed annexation.
The Secretary presented her certificate that the petition
is signed by all the holders of title to the landproposed

from the annexation, it was moved by Director Wall,
duly seconded by Director Taylor and carried unanimously,

ORDINANCE NO. 103 Ordinance No. 103 was presented to the Board. Upon
motion by Director Brooks, duly seconded by Director
Wall and carried unanimously, Ordinance No. 103 Altering
Boundaries of the East San Bernardino County Water Dis-
trict was passed on roll call vote. The Secretary was
directed to post in three public places within the Dis-
trict copies of the above entitled ordinance.
ANNEXATION 1959 -12 ' The Secretary presented the Petition of Annexation 1959 -12
SOUTH SIDE SAN together with the Affidavit of Publication of Notice of
FRANCISCO & FRESNO Hearing, showing that the Publication had been made as
required by law.
The President announced that this was the time and place
as set by the Notice of Hearing to hear all protests and
consider all written objections to the proposed annexation.
The Secretary presented her certificate that the petition
is signed by a majority in number of the holders of title,
or evidence of title, to a majority in acreage of the
land proposed to be annexed. There being no written or
oral objections to the proposed annexation and discussion

District and the territory proposed to be annexed which

by Director Taylor, duly seconded by Director Wall, and
carried unanimously, Ordinance No. 104 Altering Boundaries
of the East San Bernardino County Water District was passed
on roll call vote. The Secretary was directed to post in
three public places within the District copies of the
above entitled ordinance.
WARRANT APPROVAL Office Manager North submitted warrants for the month of
April 1959 for approval as follows:
Sewer Department - $ 42,719.28
Water Department 32,871.58
Upon motion by Director Wall, duly seconded by Director
Brooks and carried unanimously, warrants for the month
of April 1959 in the amount of $75,590.86 were approved
for payment.
Office Manager North submitted an oral report concerning
number of sewer connections to date and water services
to date.
SEWER MAIN EXTENSION Discussion was had concerning the sewer main extension
ON 13TH ST. TO on Thirteenth Street to serve Tract 5877 under Change
TRACT 5877 Order No. 17.
Manager Rickert reported the State had returned the
easement which the District had requested over State
lands for the sewer main extension with a letter stating
it was the opinion of the Department of Mental Hygiene
that the easement should be located adjacent to the Flood
Control right-of-way instead of across their property, due
to the fact it would pass through the lands now occupied
by the radio station. The letter further stated that it
was their belief any change would be a long way in the
future and the State would be better served by having the
right -of -way located at the boundary of their property
rather than through the interior.

In view of the refusal of the State to sign the requested
easement, upon motion by Director Brooks, duly seconded
by Director Wall and carried unanimously, the 13th Street
extension under Change Order No. 17 was ordered deleted
and the General Manager authorized to submit a letter to
Daniel, Mann, Johnson & Mendenhall informing them of the
deletion.
Upon motion by Director Taylor, duly seconded by Director
Brooks and - carried unanimously, the Secretary was autho-
rized to submit a letter of commendation to Daniel, Mann,
Johnson & Mendenhall concerning the cooperation the Dis-
trict had received from Mr. Reiter representing the firm
of Daniel, Mann, Johnson & Mendenhall, and expressing
appreciation of the excellent performance of work under
the contract between the District and Daniel, Mann,
Johnson & Mendenhall and W. P. Rowe & Son, a Joint Venture.
PURCHASE OF DATE Discussion was held concerning the need for additional
ARDEN PROPERTY land for water storage in the area of Date Street and Arden
Street. Director Taylor was authorized to negotiate for
the property on behalf of the District, committing a pur-
chase price of not over $12,000.
HIGHLAND AREA Secretary North read a letter from Attorney Ernest A.
SEWER SERVICE Wilson concerning feasibility of installing sewer service
in the Highlands Community Service District. It was the
opinion of the Board that engineering studies should first
be made to determine the area which the District could
serve before annexation proceedings commenced.
It was the opinion of the Board that there would'be a
delay of approximately two months in securing the engi-
neering studies before any action could be taken as to
the amount of surplus money on hand to finance the High-
lands project.
Mr. Don Campbell from the firm of Campbell and Miller was
present and discussed with the Board, engineering services
for extended areas.
INSTALLATION OF Upon motion by Director Wall, duly seconded by Director
WATER MAINS Taylor, and carried unanimously, formal bids for offsite
and onsite main extension, installation of fire hydrants
and water service to Tract 5877 shall be called for, said
bids to be opened at the regular meeting of May 25, 1959,
ANNEXATION OF Upon motion by Director Botts, duly seconded by Director
DISTRICT PROPERTY Brooks and carried unanimously the President and Secretary
were authorized to sign on behalf of the District a
Petition for Annexation to the East San Bernardino County
Water District that property located at Mountain Avenue
and Marshall Blvd,
ADJOURNMENT There being no further business the meeting was adjourned
to May 18, 1959.
