Directors Absent: None. Others Present: General Manager-Secretary, Rickert; Associate Engineer, Cole; Auditor-Treasurer, Bragg; Assistant Office Manager, Lyons; Attorney, Kenneth R. Henry; Consulting Engineers, Joseph Rowe and Don Miller; Constitu- ent, John J. Droter of 3327 Fairfax Drive. MINUTES After ascertaining that the directors had read the minutes of the regular board meeting of November 27, 1962 and there were no corrections, but one addition recommended by the General Manager~Secretary. Page 6, paragraph 2, at the end of line 3 should be added the following: - for sewer collection system and appurtenant facilities." With this correction, the minutes were declared approved. DISCUSSION - The General Manager-Secretary reported that since DISTRICT WATER the inception of the District, the County has USED BY COUNTY used District water without charge and the County has done miscellaneous paving for the District without charge, but a business-like basis is sought whereby the water they use will be metered and charged to them and the District will make arrangements for paving or street patches, with private contractors, to County Specifications. MOTION Upon motion by Director LeVesque, duly seconded by Director Forrest and carried unanimously that the County or any other entity using Dist- rict water be billed for same, with notifica- tion to the County of this policy. CORRESPONDENCE The President read letters from Attorney DENSLOW GREEN Denslow Green dated November 28 and December 4, 1962 regarding the application to the Public Utilities Commission of the North San Bernardino Water Company. Following discussion, MOTION motion was made by Director LeVesque, duly seconded by Director Wall and carried unani- mously that the General Manager, Joseph Rowe and Attorney Henry proceed with drafting of a new Resolution reaffirming the Board's stand against the North San Bernardino Water Company's new application No. 44943 for a Certificate of Public Convenience. The President read two other letters from Attorney Denslow Green, both dated December 3, 1962 regarding the City's request through the Valley District, for cataloging County Dist- rict's prescriptive water rights. No action was necessary or taken. SEWER BUDGET Auditor-Treasurer, Bragg presented the Sewer STUDY Budget. Included in the budget are raises for the General Manager, Associate Engineer, Auditor- Treasurer and Secretary, as recommended by the Committee appointed by the President to study
