ROLL CALL Directors Present: President Botts, presiding; Disch, Forrest, LeVesque, Wall. Directors Absent: None. MINUTES OF The President asked for discussion of the minutes ADJOURNED REGULAR of the Adjourned Regular Meeting of December 26, W MEETING OF 1963 on which the Recording Secretary reported DECEMBER 26, 1963 following careful rechecking of the notes of the minutes, page 3, which had been questioned by Director Disch. The Stenographer's notes were exactly as reported in the minutes as submitted. After further discussion, the President declared the minutes approved as submitted. MINUTES OF SPECIAL The President called for consideration of the MEETING OF JANUARY minutes of the Regular Board Meeting of January 20 AND REGULAR 14, 1964 and the Special Meeting of January 20, 1964. MEETING OF JANUARY Since there were no additions or corrections to 14, 1964 either of these minutes, motion was made by Director LeVesque, duly seconded by Director Wall MOTION and carried unanimously, to approve these minutes as submitted. BID OPENING The President stated that this was the time and SEWER COLLECTION MA~N place to open bids for the installation of sewer IN LYNWOOD & PUMALO collection main in Lynwood Drive between Merito and Sterling Avenue and in Pumalo, east of Arden Avenue to approximately Eucalyptus Avenue. The following sealed bids were opened and read by the Secretary: 1. Lloyd R. Johnson $11,743.80 2. Pomona Valley Sewer Co. 9,621.76 3. AAA Construction Company 12,748.40 4. Michael C. Paulco 9,734.96 Engineer's estimate $12,000.00 ENGINEER'S Following review of the bid proposals, the RECOMMENDATION Engineers found an error in extension in the bid of Michael C. Mize, making his total corrected bid amount $9,894.00. However, the low bid was recommended for acceptance subject to the approval of legal counsel. MOTION Upon motion by Director Disch, duly seconded by Director LeVesque and carried unanimously, the low bid of the Highland Sewer Construction Company in the amount of $8,985.20 was accepted subject to the approval of legal counsel. DISCUSSION OF WATER Discussion was called for regarding the pur- STOCK PURCHASES chase of water stocks by the City of San WITH MALOY OF CITY Bernardino Water Department. The President OF S.B.WATER DEPT. called upon Mr. L. E. Maloy, Assistant General Manager of the San Bernardino Municipal Water Department. Mr. Maloy stated the Municipal Water Department had been offered, for purchase, some shares of North Fork Water Company stock and some Bear Valley water shares which had not been accepted until it could be determined if this District would be willing to trade this stock for Del Rosa Mutual Stock since the City has a connec- tion to accept delivery of Del Rosa Mutual Water, but could not in any way accept water from North Fork or Bear Valley. MOTION Following full discussion, motion was made by Director LeVesque, duly seconded by Director Forrest, approving study and negotiation of District's staff, attorneys and engineers with the City Water Department to work out an arrangement such as has been suggested, in a suitable manner. Motion carried unanimously. ~-~ PRESENTATION OF Don Halwes of Campbell & Miller was called upon CAMPBELL & MILLER to report on the Sewer Study for sewer main REPORT ON SEWER extension in Pacific, Orange Street to north STUDY OF PACIFIC, of Highland Avenue, and LaVerne Street, Love ORANGE, LOVE LANE & Lane to Highland Avenue. LA VERNE TO ABOVE HIGHLAND AVENUE In order to install a line in LaVerne Street to Orange Street, the sewer line in Orange Street would have to be installed at a depth of 13 feet. The cost of installing sewer mains in LaVerne and Orange Streets would be 44,320.00. The report also included costs for installing sewer mains in Millar Street at a cost of 4,070.00 and in Tract 4864 at a cost of 7,256.00, on 21st Street. A letter of request for sewer service in Tract 4864 was read. There are 25 lots in this tract on which four-unit apartments are being built, all of which should be complete in 90 to 100 days. ~, A letter was also read from George Hermann of the S an-Bab Development Company requesting sewer service for Tract 7098, located between Central and Orange, and Atlantic and Love Lane, which consists of 34 lots R-3 zoned. The General Manager asked to have Attorney Henry's letter of opinion on extension of sewer collection lines to areas in process Jan. 28, 1964 of annexation but not completed, in order to help in decisions regarding this area under consideration. Following much further discussion, and expressions MOTION by Attorney Henry, Director LeVesque made a motion to approve the project subject to annexations of the discussed areas. This motion lost for lack of a second. MOTION Director LeVesque then made an amended motion to AMENDED approve the project for Pacific, Orange, to above Highland Avenue after annexations to make the line feasible. This motion was seconded by Director Disch. MOTION AMENDED After further discussion, another amendment to the motion was made by Director LeVesque, seconded by Director Disch, that in addition to approving the project for the Pacific, Orange to above Highland Avenue, a line also be run into 21st Street which is in Tract 4864 and the annexation of Tract 4864 be handled on a single lot annexa- tion since they were reported as having been sold and in escrow by William Leonard. This amendment was voted on and carried unanimously. The First amendment was then voted upon and carried unanimously to approve the project for Pacific, Orange to above Highland Avenue, after annexations. MOTION Upon motion by Director LeVesque, duly seconded by Director Wall and carried unanimously, the engineers were authorized to make a feasibility study and report on sewering LaVerne Street, Love Lane to Highland Avenue and Central Avenue, Pacific to Highland Avenue. REQUEST FOR The President called upon Mr. W. E. Leonard who APPRAISAL OF NORTH discussed sale of North San Bernardino Water SAN BERNARDINO Company and suggested an appraisal of the North WATER COMPANY San Bernardino Water Company system be made by SYSTEM District engineer so there could be a basis of cost for such sale. He stated their stock holders are willing to go along with an appraisal such as the Utility Commission used, on a straight line basis. Explanations were made to bring the Directors up to date on the negotiations between the District's Water Committee, Staff, Engineers and Mr. Leonard of the North San Bernardino Water Company in connection with a tank site for the District and for furnishing water to the area of the North San Bernardino Water Company. It was pointed out that a tank site has been selected at a proper elevation. In order that a road could be built to the tank site for use by the middle of June so the tank could be constructed and put into use for the summer of 1964, immediate action is necessary. The road would be con- structed by the North San Bernardino Water Company and be a part of a road pattern for future development of the area. MOTION Upon motion by Director LeVesque, duly seconded by Director Forrest and carried unanimously, approval was given for consulting engineer Joseph A. Rowe to proceed with the appraisal on a straight line basis like the one used by the Public Utility Commission previously on the North San Bernardino Water Company hearings. Jan. 28, 1964 preparation of the brochure or supplement. The motion lost for lack of a second. After discussion by Legal Counsel and the Board, it was determined that no action is actually necessary as Jerry Boyd can go ahead with the supplement as that is his right. After it is published with his newspapers, if it is what the District would like to have, they may have 5,000 copies free and 5,000 copies at $200. RESOLUTION NO. 550 Resolution No. 550, Certificate of Completion, NOTICE OF COMPLETION was presented from Campbell & Miller on the OLIVE STREET SEWER installation of sewer line in Olive Street LINE from Bobbitt Drive to 543 easterly, by Contractor, Michael C. Mize. MOTION Upon motion by Director Wall, duly seconded by Director LeVesque and carried unanimously, Resolution No. 550 was adopted and the President and Secretary were authorized to execute and file a Notice of Completion with the County Recorder. RESOLUTION NO. 551 Resolution No. 551 was presented to accept ACCEPTING DEDICATION Dedication of Sewers in Tract 7039 from the OF SEWER COLLECTION Life Development Company. The General Manager- LINES IN TRACT 7039 Secretary recommended acceptance stating that a certificate of completion by Campbell & Miller indicating the sewer lines were constructed to District Specifications is in the mail. MOTION Upon motion by Director LeVesque, duly seconded by Director Wall and carried unanimously, Resolution No. 551 was adopted. APPROVAL OF The President inquired if the warrants had been WARRANTS reviewed for acceptance. MOTION Upon motion by Director LeVesque, duly seconded by Director Wall and carried unanimously, the following warrants were approved as submitted: Water Division 3420 3546 (General) $7,183.92 214 271 (Payroll) 11,128.73 $18,312.65 Sewer Division 480 - 497 $164,041.20 GENERAL SEWER DISCUSSION - EXTENSION REQUEST A letter was read from Mr. James L. King of LETTER JAMES L. KING 27178 Messina, Highland, requesting a 6 month extension of time in which to connect his property to the sewer line after having received a Notice to Connect. Mr. Bragg, Auditor, suggested Mr. King take the matter up with Trans-World Savings & Loan Association from whom he pur- chased the property and feels that not more than 90 days extension is warranted. MOTION Upon motion by Director Forrest, duly seconded by Director Disch and carried unanimously, a 90 day extension was granted to Mr. James L. King of 27178 Messina, Highland in which to connect the property to District sewer line, the 90 days to commence this date. LETTER FROM DONALD A letter was read from Mr. Donald Stevenson of STEVENSON - 3280 Garden Drive in which he requested an ex- EXTENSION REQUEST tension of time in which to connect to District sewer line. MOTION Upon motion by Director Disch, duly seconded by Jan. 28, 1964 Financial Report is to be taken home, studied, and any discussion or explanation carried over to the next Board Meeting, February tl, 1964. LETTER FROM DR. A letter from Mrs. Harriett B. Randall, dated HARRIETT B. RANDALL January 22, 1964, was read in which she asked for a letter from District stating that this District will serve water to her property, Lot 3, Block 3, West Highland tract. Discussion was that she should dedicate overlying water rights by Deed & Agreement, water rights and rights to water of her interest in the McGlothlen Well. Mrs. McGlothlen has already dedicated her interest to District. MOTION Upon motion by Director LeVesque, duly seconded by Director Wall and carried unanimously, it was recommended that a letter be sent to Dr. Randall stating that water will be served to the above described property conditioned upon receipt of her interest in water rights and rights to water in the McGlothlen Well and overlying water rights by Deed and Agreement. SAND EXTRACTOR IN Presentation was made of costs for Job 157A. PLANT 9-A Authorization was requested for installation of Sand extractor, electrical facilities and in- creased pumping facilities in plant 9-A at Temple and Victoria in preparation for the 1964 summer water demands. This job was budgeted in the 1963-64 budget at $7,189.60. Informal bids were obtained from Byron-Jackson, Layne-Bowler, and Peerless Pumps. The total cost of the in- stallation and parts will be $7,495.38, which is 305.78 higher than the amount set up in the budget. MOTION Upon motion by Director LeVesque, duly seconded by Director Forrest and carried unanimously, authorization was given to install sand extractor, electrical equipment, and increase pumping facilities at Plant 9-A at a cost of $7,495.38. AUTHORIZATION ASKED Authorization was requested to sell 51 shares TO SELL 51 SHARES of District's North Fork Water stock to Tract 7033 OF NORTH FORK WATER in lieu of their shortage of stock under District STOCK FOR TRACT water policy. This would be from the stock 7033 District has purchased in the past, and would merely be a book transaction. MOTION Upon motion by Director Forrest, duly seconded by Director LeVesque and carried unanimously, by book transaction, 51 shares of North Fork Water Company Stock will be credited to Tract 7033 in accordance with District annexation policy. Reimbursement to District shall be on the basis of $200.00 per share for North Fork. PURCHASE OF When District's surplus water stocks are credited DISTRICT'S WATER to an area such as Tract 7033 because they need STOCKS more stock and will pay 50% of the market value of it in order to have sewers installed without water in their area, what is done with the money received for this percentage of the stock? MOTION Upon motion by Director LeVesque, duly seconded by Director Wall and carried unanimously, reim- bursement from District owned water stock shall be earmarked for purchase of other stock when any is available. TEST WELL AT PLANT The drilling of a test well at the Date Street 39 ON DATE STREET plant, No. 39 was previously discussed and
