ROLL CALL Directors Present: President LeVesque pre- siding; Disch, Forrest and Wall. Directors Absent: Littleton. Others Present: General Manager-Secretary, Rickert; Associate Engineer, Cole; Auditor-Treasurer, Bragg; Assistant Office Manager, Lyons; Recording Secretary, Dudley; Attorney, Henry; Consulting Engineers, Joseph Rowe of W. P. Rowe & Son and Don Halwes of Campbell & Miller; Spencer Sparks of Southern California Water Company. MINUTES The President inquired if there were any additions or corrections to the minutes of the regular meet- ing of October 13, 1964. There being none, he declared them approved as submitted. PUBLIC HEARING OF The Secretary presented the Petition of Annexa- ANNEXATION 1964-14 tion No. 1964-14 together with the Affidavit of GERICKE Publication of Notice of Hearing showing that the publication had been made as required by law. The President announced that this was the time and place to hear any protests and consider written or oral objections to the proposed annexation. The Secretary certified to the fact that the petition was signed by all of the holders of title to all of the acreage proposed to be annexed. There being no written or oral objections to the proposed annexation, and discussion had and evidence taken relating to the benefits to the District and the territory proposed for annexa- MOTION tion, it was moved by Director Disch, duly seconded by Director Wall and carried unanimously by those directors present, that the hearing be closed. ORDINANCE NO. 242 Ordinance No. 242, being Annexation No. 1964-14, altering the boundaries of the present District, was presented to the Board. MOTION Upon motion by Director Disch, duly seconded by Director Forrest and carried unanimously by roll call vote of those directors present, Ordinance No. 242 was adopted. FINANCIAL REPORT Auditor Bragg brought out some of the figures FOR MONTH OF and matters of special interest and compari- SEPTEMBER 1964 sons in both the water and sewer divisions for the month of September, 1964. 2.63% of District accounts are water only, numbering 252. 77.38% are water and sewer, numbering 7402 and 19.99% are sewer only accounts, numbering 1912, for a total of 9,566 accounts being served by this District. COMMITTEE REPORT Director Disch reported for the committee PER DIEM RATE FOR appointed to study per diem rates for duties OTHER DUTIES BY required or desired of directors in addition DIRECTORS to attending board meetings. They wish to be allowed until the meeting of November 24th so they may collaborate with Attorney Henry and consult with Director Littleton in putting the recommendations into a resolution. They had come to one definite conclusion, that there should be no retro-active per diem. GENERAL WATER DISCUSSION - EUCALYPTUS STREET Attorney Henry reported that the attorneys WATER COMPANY are all working together to get the many deeds, liens, easements,etc, prepared in order to call a meeting of the Eucalyptus Street Water Company stockholders to get all the documents signed up at one time. SURPLUS WATER FOR The General Manager-Secretary reported on the DEL ROSA MUTUAL recommendation for surplus water charge for FOR AGRICULTURAL agricultural water to Del Rosa Mutual to be USE $14.45 per acre foot. The delivery point would be at the northeast corner of Plant 27 on Marshall Blvd. MOTION Upon motion by Director Forrest, duly seconded by Director Disch and carried unanimously by those directors present, Attorney Henry is to draw up the Agreement with Del Rosa Mutual for the delivery of surplus water for agri- cultural use~ at $14.45 per acre foot, at Plant 27. COMMITTEE WAGE Director Disch again reported on the study made STUDY REPORT FOR by the Committee regarding the salaries paid MANAGEMENT OF to District management section. After quite a DISTRICT study of considerable material and several sur- veys~with the best comparisons available, the following recommendations were made. General Manager $1050.00 to $1200.00 per Month Associate EngineerS850.00 to $950.00 per Month Auditor-Treasurer $850.00 to $910.00 per Month Recording Secretary$450.00 to $490.00 per Month He reported that this group had received no raises since December of 1962. MOTION Upon motion by Director Disch, duly seconded by Director Forrest and carried unanimously by those directors present, the above raises were authorized, effective November 1, 1964. MOTION Director Disch also made a motion to have a report made each year on the adjusting of all other employees wages, salaries and classifi- cations, considering any inequalities and adjusting to cost of living scales, the report to be submitted prior to the budget session in order that the matter can be given consid- eration before the budget is completed. Seconded by Director Forrest and carried unani- mously by those directors present. UPPER SANTA ANA The President called attention to the meeting RIVER CO-ORDINATING of the Upper Santa Ana River Co-ordinating COUNCIL MEETING Council meeting to be held at the Holiday Inn on Monday, November 2nd at 12 o'clock for the purpose of electing officers and adopting By- laws, urging as many from this District to go as could possibly attend. Mr. Rickert will attend as well as Directors LeVesque, Forrest and Wall. MOTION Upon motion by Director Disch, duly seconded by Director Forrest and carried unanimously by those directors present, the District was authorized to pay for the luncheons of District personnel attending the above meeting. A Public Hearing on this matter NOVEMBER 9, 1964 will be held in the City Council Chambers Monday evening, November 9th at 7:30 p.m. and as many from this District as can, should attend. It was felt that Attorney Green should also be present. MOTION Upon motion by Director Forrest, duly seconded by Director Wall and carried unanimously by those directors present, authorization was given to request the presence of Attorney Green at the November 9th meeting. APPROVAL OF WARRANTS The President asked if all had reviewer the warrants and was assured they had. MOTION Director Wall moved and Director Disch seconded a motion which was carried unanimously by those directors present, to approve the following warrants:' Water DiviSion 4428 - 4520 (General) $71,230.92 759 - 822 (Payroll) 12,000.55 $83,231.47 Sewer Division 613 - 622 (General) $41,499.29 GENERAL SEWER DISCUSSION - ABATEMENTS - At{or~ey Henry presented the following three EMMINGER, abatements: Ted R. & Florence N. Emminger, ALLEN 26722 Hibiscus, Highland; Gerald E. and Betty ALEXOVICH Allen, 7737 Cunningham, Highland; Stephen and Lois Alexovich, 26759 Hibiscus, Highland. MOTION Upon motion by Director Disch, duly seconded by Director Forrest and carried unanimously by those directors present, the Secretary was authorized to sign and Attorney Henry to file with the Court, the above three abatements. MANAGER'S REPORT - LESTER DIVERSIFIED The General Manager stated that Lester Diversified, TRACT 7294 REQUEST Inc. have paid the costs for main extension, etc. FOR BID OPENING for their Tract 7294, therefore authorization was asked to call for and open bids for the instal- lation of water mains and appurtenant facilities for Tract 7294 which is located between Citrus and Date Streets east of Sterling Avenue, at District office on November 10th at 7:30 p.m. MOTION Upon motion by Director Forrest, duly seconded by Director Disch and carried unanimously by those directors present, bids are to be called for and opened for the installation of water mains and appurtenant facilities for Tract 7294 at District Oct. 27,1964 office at 7:30 p.m. on November 10, 1964. AWWA CONVENTION The American Water Works Association Convention is to be held in San Diego October 28, 29 and 30th. Authorization was asked for attendance at one day of this convention for any who k~_ _ could go. MOTION Upon motion by Director Wall, duly seconded by Director Forrest and carried unanimously by those directors present, authorization was given for staff members and as many directors as could attend, to drive down for one day at the convention and return the same day. RECOMMENDATIONS FOR The General Manager recommended a step in- STAFF INCREASE AND crease for Jim Karp from 28C @ $2.50 per SALARY STEP INCREASE hour to 28D @ $2.71 per hour. He also recommended the hiring of Francisco Alvarez as Gardener to work along with Jose Andrade who will be retiring in March, 1965. His grade will be 19A at $1.51 per hour to start. Richard Isackson has been hired to replace Mahlon Slee, Commercial Supervisor at grade 3lA @ $471.00 per month. DOWNEY VS ESBCWD The General Manager reported that he had. TO BE REOPENED received notice from O'Melveny & Meyers that the case of Downey vs the East San Bernardino County Water District is to be reopened. A joint meeting with Attorney Wilson was re- quested within about 20 days. ADJOURNMENT There being no further business to come before the meeting, adjournment was declared at Rarol~d G.
