AWWA CONVENTION The American Water Works Association Convention is to be held in San Diego October 28, 29 and 30th. Authorization was asked for attendance at one day of this convention for any who k~_ _ could go. MOTION Upon motion by Director Wall, duly seconded by Director Forrest and carried unanimously by those directors present, authorization was given for staff members and as many directors as could attend, to drive down for one day at the convention and return the same day. RECOMMENDATIONS FOR The General Manager recommended a step in- STAFF INCREASE AND crease for Jim Karp from 28C @ $2.50 per SALARY STEP INCREASE hour to 28D @ $2.71 per hour. He also recommended the hiring of Francisco Alvarez as Gardener to work along with Jose Andrade who will be retiring in March, 1965. His grade will be 19A at $1.51 per hour to start. Richard Isackson has been hired to replace Mahlon Slee, Commercial Supervisor at grade 3lA @ $471.00 per month. DOWNEY VS ESBCWD The General Manager reported that he had. TO BE REOPENED received notice from O'Melveny & Meyers that the case of Downey vs the East San Bernardino County Water District is to be reopened. A joint meeting with Attorney Wilson was re- quested within about 20 days. ADJOURNMENT There being no further business to come before the meeting, adjournment was declared at Rarol~d G. Ric~ert, Secretary Approved: / Board of Directors EAST SAN BERNARDINO COUNTY WATER DISTRICT REGULAR MEETING NOVEMBER 10, 1964 CALL TO ORDER The President called the meeting to order at 7:30 p.m. SALUTE TO FLAG All those present joined in the salute to the Flag of the United States of America. ROLL CALL Directors Present: President LeVesque pre- siding; Disch, Forrest, Littleton and Wall. Directors Absent: None. Others Present: General Manager-Secretary, Rickert; Associate Engineer, Cole; Auditor-Treasurer, Bragg; Assistant Office Manager, Lyons; Recording Secretary, Nov. lO, 1964 O.1 Dudley; Attorney, Henry; Consulting Engineers, Joseph Rowe of W. P. Rowe & Son and Don Halwes of Campbell & Miller; Marjorie Dorr of the office; Jerry Boyd and Jan Held of East Valley Publications and Spencer Sparks of Southern California Water Company. MINUTES The President inquired if there were any additions or corrections to the minutes of the Board Meeting of October 27, 1964. Director Disch referred to page 3, paragraph 9, line 5, that line should read "24th so they may collaborate with Attorney Henry and con- sult with Director Littleton", the words consult with" being added. Director Disch then referred to page 4, para- graph 3 which should have the words "effect- ive November 1, 1964" added at the end of the sentence and paragraph. There were no further corrections and the President declared the minutes approved with the inclusion of the above two additions. BID OPENING - The President stated that this was the time and WATER MAINS AND place for the opening of the bids for the in- APPURTENANCES IN stallation of water mains and appurtenant TRACT 7294, LESTER facilities for Tract 7294, located between DIVERSIFIED, INC. Date and Citrus Streets east of Sterling Avenue and to be developed by Lester Diversified, Inc. The following sealed bids were opened and read by the Secretary: 1. Coughlin Company $2,742.80 2. Michael C. Mize 1,770.27 3. Robert Simon 1,699.14 Engineer's Estimate $1,821.00 The Engineers checked the bids for accuracy and found a small irregularity in the bid of Robert Simon, but it did not effect the total. They therefore recommended the low bid of Robert Simon subject to the approval of legal counsel. MOTION Upon motion by Director Disch, duly seconded by Director Wall and carried unanimously, the low bid of Robert Simon in the amount of $1,699.14 was accepted subject to the approval of Legal Counsel. NOVEMBER 24, 1964 MOTION Upon motion by Director Wall, duly seconded by Director Forrest and carried unanimously, authorization was given for the postponement Nov. lO,863 from time to time if and when needed. HERBERT 6 MONTHS The General Manager reported that the 6 months EXTENSION FOR SEwER extension time granted to Mr. Herbert on the CONNECTION EXPIRED Benvenuto property at Base Line and Victoria has now expired and still has not been con- nected to the sewer line. He recommended that Attorney Henry be authorized to write to Mr. Herbert requesting connection to the sewer. MOTION Upon motion by Director Disch, duly seconded by Director Forrest and carried unanimously, Attorney Henry was authorized to write to Mr. Herbert advising him of the expiration of the extension time for connection to District sewer. CANVASSING BALLOTS Director Forrest inquired if the ballots from OF IMPROVEMENT the Improvement District No. 1 could now be DISTRICT NO. 1 counted since the letter from Attorney Wilson indicated a 100% victory for District in the case of Downey vs. East San Bernardino County Water District. MOTION Upon motion by Director Forrest, duly seconded by Director Disch and carried unanimously, a letter is to be sent to Attorney Wilson's office inquiring if the ballots can now be canvassed as prescribed by law in the above mentioned case. JOINT POWERS The President stated that the public hearing AGREEMENT, WATER on the Joint Powers Agreement with the City CITY OF SAN of San Bernardino was held and the General BERNARDINO Manager, Attorney Denslow Green and two Board members from this District were present. Councilman Humphrey requested that the Public Works Committee be allowed to go over the Agreement before being presented at the Board of Water Commissioners Meeting on November 17th at 9 a.m. at the Water Depart- ment office, 195 No. "D" Street. This re- quest was granted and any directors who could, were requested to attend the November 17th meeting. Directors Littleton and Forrest indicated that they would be there as did the General Manager.
