HomeMy WebLinkAboutMinutes - North Fork Water Company - 11/09/1983NORTH FORK WATER COMPANY BOARD MEETING NOVEMBER 9, 1983 A meeting of the Board of Directors of the North Fork Water Company was held on November 9, 1983, at 5:30 p.m., at the offices of the East Valley Water District, 1155 Del Rosa Avenue, San Bernardino, California. PRESENT: Arnold Wright, President Laird Roddick, Vice-President Elizabeth Kiel Joseph Rowe Dennis L. Johnson Raymond Keslake Bonnie R. Eastwood, Secretary/Treasurer ABSENT: Victor Ray GUESTS: Larry Rowe Alice Rowe President Wright indicated he had received a letter from Bear Valley Mutual Water Company with an agreement between Bear Valley Mutual Water Company and Lugonia Water Company to change the water delivery point that had been set up in an 1880 agreement, the delivery point for Lugonia being the Sycamore Treet. North Fork has to be the signatory, because the 1880 agreement stipulated any changes in the agreement must be signed by all the prior rights companies. M/S/C (Kiel-Keslake) that the President be authorized to sign the agreement between Lugonia and Bear Valley Mutual Water Company. PROTEST REGARDING UNAPPROPRIATED WATER A discussion ensued regarding a protest regarding appropriation of un- appropriated water by Big Bear City Community Services District from Sawmill Creek relative to the first 10 cubic feet per second flow. North Fork Water Company, Bear Valley Mutual Water Company, East Valley Water District and San Bernardino Valley Municipal Water District are all protesting the proposed action. A copy of the protest was given to all directors for their review. Larry Rowe indicated that there was really nothing to be concerned about, that the matter is being taken care. Information only. DAMAGE TO NORTH FORK DITCH ON HIGHLAND AVENUE, EAST OF PALM President Wright reported that a truck carrying dry cement had tipped over and dumped material into the ditch, as well as causing consider- able damage to the ditch. It had cost $4,666.00 to have the ditch repaired by Wesley Ray. The bill has been sent to the truck driver's insurance company for payment. RALPH MONGA, 28317 CARRIAGE HILL DRIVE, DUMPING DIRT ON NORTH FORK EASEMENT ABOVE AMERICAN LEGION POST ON HIGHLAND AVENUE President Wright indicated that individuals are dumping dirt on the North Fork right-of-way above the American Legion Post on Highland Avenue. Fred Stafford, zanerjo, cannot get into the weir box. It was determined that the individuals would be notified by letter to remove the dirt and if it is not done the matter will be referred to an attorney. M/S/C (Johnson-Rowe) that a letter be sent protesting dirt being dumped on the North Fork right-of-way; that President Wright sign the letter; if no action is taken then the matter will be turned over to an attorney. A copy of the letter will be sent to the attorney, letter is to be registered. DISCUSSION ON RELOCATION OF NORTH FORK DITCH BY EAST HIGHLANDS RANCH Larry Rowe, East Valley Water District General Manager and Engineer for North Fork Water Company, reviewed a map with the Board outlining the manner in which the North Fork ditch will be relocated during construction by the East Highlands Ranch Company. He indicated that the plans have been reviewed by Bear Valley Mutual Water Company and they find them to be in order. The tentative start date for construction is January 16, 1984. It will take about 5 weeks to complete the relocation work. Inspection will be made by East Valley Water District, as well as their inspector. East Highlands Ranch will pay for the inspector on a time and materials basis. A test of the facilities will be made at full rate of flow, including all blow offs. After reviewing the plans in detail it was concluded they be approved, contingent upon their approval by Bear Valley. M/S/C (Johnson-Rowe) that the Board authorize President Wright or Larry Rowe, on behalf of the North Fork Water Company engineer, to approve the plans as submitted, contingent upon approval by Bear Valley Mutual Water Company. MEETING WITH SENATOR AYALA, DECEMBER 9, 1983, RE RISING GROUND WATER IN SOUTH SAN BERNARDINO Mr. Rowe announced a meeting is being held with Senator Ayala on December 9, 1983 regarding the groundwater problems in San Bernardino. David Kennedy, Director of California Department of Water Resources will also be present. NORTH FORK FUNCTIONS Larry Rowe indicated there may be a problem with the use of public funds with staff time being used for North for matters. He proposed a letter be prepared suggesting an alternate method for handling the matters, by the District acting as an agent and charging North Fork Water Company on a time and materials basis. The Board indicated they would review such a letter. ADJOURNMENT The meeting adjourned at 6:25 p.m. upon motion of Director Johnson.
