HomeMy WebLinkAboutMinutes - North Fork Water Company - 02/04/1981NORTH FORK WATER COMPANY BOARD MEETING FEBRUARY 4, 1981 A meeting of the Board of Directors of the North Fork Water Company was held on February 4, 1981, at >:00 p.m. in the office of the East San Bernardino County Water District, 1155 Del Rosa Avenue, San Bernardino, California. The meeting was called to order by Arnold Wright. Directors Present: Arnold Wright Dennis Johnson Elizabeth Kiel Rod Hanway Victor Ray Laird Roddick Harold M. Fones, Secretary Mr. Arnott was discussed in that he had requested to purchase or lease North Fork land for a road and fencing. Mr. Arnott has taken no action on the development of agricultural uses for this land, however, he is now using the North Fork road for access to his property. The Secretary was instructed to block off this road one day a year so that a permanent right of access would not be developed. Pipe installation on Tract 10195 was discussed. The access easement for the North Fork Water Company has been buried under a fill slope by Charnofsky and we need to identify the easement across the property. The secretary was directed to check the plans for easement. %n a further discussion Director Johnson made a motion that would request East San Bernardino County Water District to secure a 20 foot easement on either side of the ditch as a condition before domestic water service. The motion was withdrawn and further discussion took place. Director Roddick moved, seconded by Director Johnson that the North Fork Board ask East San Bernardino County Water District if they will make it a condition for future water service that the right-of-way be defined; the alignment and design to be approved by the North Fork Board. This motion passed unanimously. It was moved by Director Johnson, seconded by Director Roddick that the Secretary send a letter to Harvey Charnofsky putting him on notice that his activities have damaged our easements and access. This letter is to be sent certified with copies to Surr and Hellyer. The motion passed unanimously. Horace Hinkley is to be contacted in regard to the maintenance of the North Fork ditch in the areas near Red Hill. Vic Ray and Rod Hanway agreed to walk the ditch and check it for condition. The realingment of the North Fork ditch through Tract 10102, the Beattie Ranch, was discussed by the Board of Directors. The Board reviewed the plans, and decided that there should be all pipe on this line in that if part of the canal was left open it would be subjected to drainage. Also there should be a 20 foot easement with prior rights and the twenty foot easement should be on one lot or another so that the maintenance vehicles would be on flat ground. Installation of the pipeline should be paid for by the developer and coordinated through East San Bernardino County Water District. A letter to this effect was to be sent to the owners of Tract 10102, with a copy to the Road Department and County Surveyor. The Board would also like to see the design for the road crossings of the canal pipeline in that they are concerned about the structural adequacies. The Board wants Eadie and Payne to continue their work and do the annual audit and ~in that respect they would like to have the annual audit ready for the annual meeting of March 26, 1981. It was moved by Director Kiel, seconded by Director Roddick to have the Board President sue East San Bernardino County Water District for $750 relative to the stock transaction on Mr. Lee. Motion passed unanimously. Director Johnson abstained from the vote. It was moved by Director Johnson, seconded by Director Roddick that there would be no North Fork money for purchase or installation of pipe in the ditch for new developments and owners. The motion passed unanimously. The Board of Directors instructed the Secretary to post notice for an annual meeting on March 26, 1981, 7:00 p.m. at the East San Bernardino County Water District. Motion passed unanimously. Director Johnson moved and Director Kiel seconded that a committee be formed to oversee ditch maintenance. Victor Ray and Rod Hanway volunteered and the motion passed unanimously. Secretary Harold Fones mentioned the East San Bernardino County Water District was in the market for a new water reservoir site which should be at the elevation of 1560 and 1680. Board Members discussed various possibilities. There being no further business the meeting adjourned at 9:40 p.m. Harold M. Fone~ ~ Secretary
