HomeMy WebLinkAboutMinutes - North Fork Water Company - 06/04/1981NORTH FORK WATER COMPANY BOARD MEETING JUNE 4, 1981 A meeting of the Board of Directors of the North Fork Water Company was held June 4, 1981, at 7:00 p.m. in the office of the East San Bernardino County Water District, 1155 Del Rosa Avenue, San Bernardino, California. The meeting was called to order by President Arnold Wright. PRESENT: Arnold Wright Elizabeth Kiel Laird Roddick Victor Ray ABSENT: Dennis Johnson Joseph Rowe Ray Keslake The Minutes of May 21, 1981 were corrected as follows: Paragraph three should read: A discussion was held relative to protection of the North Fork ditch via an easement. A 20 foot easement was rec- ommended, which would include the ditch itself and an area adjacent to the ditch for maintenance purposes. Larry Rowe, Engineer for the East San Bernardino County Water District is proceeding with arrangements for providing a description of the North Fork Ditch. Mr. Farrell will then proceed as outlined in his letter re recording of the description and easement information. M/S/C (Roddick-Kiel) that the minutes of May 21, 1981 be approved as corrected. President Wright indicated he had met with Horace Hinckley, Edward Jakowczyk and Larry Rowe relative to the proposed standards for changes to the North Fork Canal due to land development. He stated that the East San Bernardino County Water District General Manager advised him that the District's legal counsel stated the District could not act as an agent for North Fork Water Company and Bear Valley Mutual Water Company. However, the District's Engineer, Larry Rowe, has been authorized by the District's Board to act as engineer and ~nspector. A review of the proposed standards was made by the Board with some changes being made. It was stated these standards should be a matter of record and recorded. M/S/C (Ray-Roddick) that the draft standards regarding changes to the North Fork Canal due to land development be approved as official standards of the Companies, as revised at the June 4, 1981, Board Meeting; that the draft be formalized and given to applicants as standards for any changes to the Canal brought about by development. M/S/C (Roddick-Kiel) that the President be authorized to provide the official standards, as adopted, by certified mail, to anyone considering development that would cause changes in the Canal. A discussion ensued relative to a proposed land survey of the North Fork Canal. Engineer Rowe had indicated Ludwig Engineering would do the work for approximately $10,000. It was also stated that Bear Valley Mutual Water Company would bear half the cost of the survey work. It was suggested that perhaps Horace Hinckley would agree to prepare a description of the North Fork ditch. M/S/C (Roddick-Ray) that the President be authorized to ask the manager of Bear Valley Mutual Water Company to prepare a description of the North Fork Ditch, as outlined in Attorney Farrell's letter, to be submitted to either Attorney Farrell or Attorney Bierschbach for their review and comment. President Wright indicated he had received a letter from East San Bernardino County Water District in which they stated they were planning to request delivery of 300" of their North Fork entitlement water to be spread in the Conservation District's spreading grounds. It was noted Bear Valley Water cannot deliver water to be spread. There were questions relative to the amount of water the District would be taking and the time they would take it for spreading purposes. President Wright and Director Roddick will check with Horace Hinckley regarding delivery of Bear Valley Water and also determine with the East San Bernardino County Water District the amount and time delivery of their water entitlement.
